Where later editions of the model codes have been adopted than used in the initial plan check, such applications for renewal shall be considered as a new plan check submittal. Accordingly, plans shall reflect the requirements of the current codes in effect, a full new plan check is required, and a full new plan check fee shall be paid. Upon completion of a new plan check, the permit may be renewed upon payment of a permit fee equal to one-half the amount re- quired for a new permit. The renewal permit shall expire three calendar years from the date of initial permit issuance.
2. PERMITS WHERE WORK HAS COMMENCED. For permits where work has commenced and was subsequently stopped as defined herein, a renewal permit may be obtained provided:
(A) No changes have been made or will be made in the original plans and
(B) That the expiration has not exceeded three years from the issuance
(C) That a fee equal to one-half the amount required for a new permit be paid, except that where con'struction has progressed and has been approved to the point of requiring only a final inspection, a fee equal to one-quarter the amount required for a new permit shall be paid. A renewal permit shall expire three calendar years from the date of initial permit issuance."
Any person holding an unexpired permit may apply for an extension of the time within which he may commence work under that permit when he is unable to com- mence work within the time required by this section for good and satisfactory reasons. The building official may extend the time for action by the permittee for a period not exceeding 180 days upon written request by the permittee showing that circumstances beyond the control of the permittee have prevented action from being taken.

Recently a representative of Professional Service Industries provided a core testing report of-
block walls built without inspection at 2774 and 2780 Avalon. These tests revealed deficiencies
in compressive strength of grout at 2880 Avalon which will prevent the City of Carlsbad from
accepting the wall as built.
Further tests will be required at 2780 Avalon to determine the following:
1. Footing size and reinforcement
2. Size and spacing of reinforcement in wall
3. Existence of 12" block at wall sections over 5'4"
The results of these tests must comply with 1988 U.B.C. requirements or the City of Carlsbad
retaining wall design handout.

Dear Ms. Alba:
On December 16, 1992 a representative of Professional Service Industries arrived at the
above referenced site to provide coring services. The cores were taken from retaining walls
at the AIba residence (2774 Avalon Ave.) and the neighboring lot (2780 Avalon Ave.). The
results of our testing follows.
Core number 1 was obtained from the masonry wall north side of the 2774 Avalon Avenue
lot, approximately eight feet from the west end and 18 inches from the top of wall. The
core was 6.1 inches in diameter and 8.4 inches high. The consolidation of grout was
excellent, no voids or shrinkage in grout, and grout bonding to face shell excellent. The
core was submitted to our laboratory, air dried for five days and tested under compression
obtaining a result of 1360 p.s.i. Please refer to attachments A & B.
Core number 2 was obtained from the masonry wall north side of the 2780 Avalon Avenue
lot, approximately 26 inches west of east wall and 53 inches from the top of wall. The core
was 6.1 inches in diameter and 9.6 inches high. The consolidation appeared to be poor, with
voids and shrinkage in grout, and there appeared to be a good bond between grout and face
shell. The core was submitted to our laboratory, air dried for five days and tested under
compression, obtaining a result of 810 p.s.i. Please refers to attachments A & B.
Core number 3 was obtained from the masonry wall north side of the 2780 Avalon Avenue
lot, approximately 20 feet east of stairs and 39 inches from the top of wall. The core was
6.1 inches in diameter and 8.3 inches high. The consolidation of grout appeared to be poor,
with voids and shrinkage cracks, and the grout bonding to face shell appeared to be poor.
The core was submitted to our laboratory, air dried for five days and tested under
compression, obtaining a result of 860 p.s.i. Please refer to attachment A & B.
