We find the following items need to be addressed: Per Section 2903, 1976 Uniform Building Code, provide a complete report by a California Registered Engineering Geologist identifying, from a geology standpoint, (a) the probable cause of the failure (b) the alternatives available to repair the situation (c) the basis for selecting the proposed repair process (d) the negative impact, if any, on the existing earth structure under the building and (e) the anticipated impacts on adjacent property, erosion, free drainage and the seawall. Provide a complete report by a Registered California Civil Engineer, who is experienced in soils engineering, evaluating (a) the probable cause of the present failure (b) the alternatives to correct the problem (c) the basis for selecting the proposed repair process (d) the negative impacts, if any, on the existing soil support- ing material (e) the ability of the existing material to support the proposed repair work and (f) recommend- ations regarding the soil strength, permeability, porosity, and similar items, relative to the soil being able to respond in the manner anticipated if the prop- osed repair is to be successful and enduring. Provide complete calculations by a Registered Civil Engineer, experienced in coastal area foundation engineering, related to structures, to show the various loads and other factors pertinent to the prop- osed repair work and to show that the proposed elements of the repair work are suitabily connected and adequate to withstand the anticipated loads. The west end of the building is damaged and has subsided because foundation-subgrade soils have been eroded by wave-related water intruding beneath the foundation. To obtain information on which to base.a 'response to your request, an engineer from our firm went to the site on the afternoon of March 11, 1981, to observe the conditions beneath the damaged portion of the building. Accompanied ,by you, Mr. Jerry Rombotis of Kamar Construction Company, and Mr. Tony Howard-Jones, the owner, the engineer observed the conditions and discussed methods of making repairs-and supporting the structure. On March 13, 1981, the engineer. discussed (by telephone) the conditions and repair methods, with Mr. George Johnson of Moffatt & Nichol,' Engineers. The subgrade soils were eroded and displaced, creating a void beneath the building to elevations varying from about 3 feet, to 5 feet. As a result of the loss of subgrade soils, the western portions of the floor slab and footings had subsided a few inches, and large cracks had developed in the floor slab. Consulting Engineers. We under- stand that, due to wave action, water intruded the void during and after placement of this expedient mat. The mat has cracked excessively and separated at its surface, indi- cating that erosion had created voids beneath the concrete mat; the western portion of the mat had subsided. Expedient repairs also included placing cribbing supports beneath the footings within the major void; constructing some circular concrete columns to near the bottom of footings; and placing riprap, sandbags, and concrete grout along the outside of the protective seawall of the building in order to mitigate further water intrusion and erosion beneath the concrete mat and within the major void. A 3/8-inch-diameter steel rod was used to probe the exposed soils outside the limits of the concrete mat and was pushed through cracks in the mat. Our observations and probing .indicate that natural, relatively clean sands were eroded to form the major void beneath the building, and that a rela- tively horizontal basal layer of gravel and cobbles inter- mixed with sand is present at or a little below the bottom of the concrete mat. Observations through cracks indicated that sand had been washed out from under portions of the mat void areas beneath the mat and the Our engineer was unable to penetrate the cobbles with the probe and thus, could not evaluate the soils beneath the basal gravel and cobble layer. Our knowledge of soil strata along the coast in the general area, however, indicates that dense formational soils are typically present below the basal layer. Additionally, we were informed that dense "hardpan" materials were found immediately below the cobbles during original construction of the building seawall and during excavation for recent expedient repairs along the outside edge of the seawall. They had observed that when the waves struck the front of the seawall there was a movement of air up through the, cracks in the concrete floor underneath the carpet. Mr. Jones noted that the seawall foundation appeared to be exposed at low tide, and it also appeared that the seawater was running in and out under the seawall as the tide changed. In the afternoon of February 24th Mr. George Johnson, a Civil Engineer, with Moffatt & Nichol, Engineers met with Mr. Tony Howard-Jones and a contractor, Jerry Rombotis, of Kamar Construction Company to investigate the site. The contractor drilled a hole in the top slab of the concrete seawall and a void was observed approximately 7 to 8 feet in depth underneath this area. The contractor proceeded to drill another hole in the floor of the first floor apartment unit which was approximately 7-1/2 feet higher than the concrete slab on the exterior of the building. Upon completing the hole opening it was observed that the area immediately under the front part of the apartment floor also had a void approximately 12 feet in depth. We were able to determine that a portion of the foundation on the oceanside of the apartment building did not have any bearing upon natural ground. With the information from this discovery, and the realization that the void could extend for the length of the building, it was decided that the tenants had to be moved out of the building immediately. It was decided that with the tenants moved out of the building for the night the investigation work would continue the following morning when there would be a low tide. P. 0. It was determined that the first order of work should be to seal the area under the seawall, between the bottom of the wall and the hardpan, with concrete grout. As the concrete grouting work proceeded, the contractor had additional holes drilled in the floors of each of the first floor apartments in order that additional inspection work could take place. 4',) Twenty-four inch diameter sonotube columns were placed / JjJ under the foundation at the corner of each apartment wall. The sonotubes were filled with concrete with the concept that a foundation stablizing effort could be made at a x future time. A house moving contractor installed wood cribbing under the foundation as a temporary support until the permanent solution could be designed. ) After the concrete grout was placed on the inside, it was decided that an effort should be made to approach the LA bottom of the seawall from the outside and add additional concrete grout to the area immediately below the seawall. Sandbags were utilized as a protective barrier on the outside jV of the wall during the pouring of the concrete grout to fill the void space underneath the wall. Approximately 300 tons of 1 and 2 ton armor rock was then placed in front of the seawall as temporary protection for the toe of the seawall. The cause of this problem is primarily due to the depletion of the beach sand which has occurred in the Southern California area over the past few years. As the beach sand is depleted, the waves continue to break further inland closer to the existing improved property. A description of the problem that would exist when the sand disappeared from beach in front of this location is very adequately described in a letter to the San Diego Coast Regional Commission dated April 2nd, 1979. The pertinent paragraph is found on page 7 two, the second paragraph. It reads as follows: "The concrete seawall fronting the existing Bea Terrance Apartment building is founded on this sandstone layer and anchored to it with steel dowels grout drilled holes two feet deep. This was the best solution we could devise for the particular conditions at this p site. In all likelihood, if the State had not required the removal of the temporary rock revetment and had allowed the rock revetment to remain permanent, the particular condition that faces this owner at this time probably would not have occurred. Reference is made to an emergency permit issued in January 30, 1974, No. F1279/E0022 and permit No. F1479 and appeal No. 139-74 issued in July 1974. The San Diego Coast Commission was informed of the seawall erosion problem by letter from Moffatt & Nichol dated February 26, 1981. Mr. Tony Howard-Jones was subsequently informed that the repair work on the building behind the seawall did not require a coastal commission permit. Mr. Johnson of Moffatt & Nichol, working with Jerry Rombotis of Kamar Construction Company, has developed a new foundation design to restore the building to full use. The void area will be filled with concrete which will become a mass concrete pad for the building foundation. This mass concrete pad will take the place of the washed out sand. Please refer to the attached drawings for the Beach Terrace Apartment-Motel "Building Foundation and Seawall Repair," dated March 1981 (Job No. L-1949) which details the construction work required to restore the integrity of the building foundation. As of the writing of this letter, it is intended that sindbags will be utilized as a protective barrier on the outside of the wall during the pouring of the concrete grout to fill the void space underneath the wall. It is intended that these sandbags will be placed in lieu of placing rock riprap against the wall at this particular time. The cause of this problem is primarily due to the depletion of the beach sand which has occurred in the Southern California area over the past few years. As the beach sand depleted, the waves continue to break further inland closer to the existing improved property. A description of the problem that would exist when the sand disappeared from beach in front of this location is very adequately described in a letter to your office dated April 2nd, 1979, regarding your file no. F7944. The pertinent paragraph is found on page two, the second paragraph. It appears that the owner and others did not notice that the depletion of the sand was causing this erosion of the hardpen underneath the seawall because the stones, we call cobbles, had been thrown up by the waves against the bottom of the seawall and probably for a long, period of. time no notice was made of an opening under the seawall. In all likelihood, if the State had not required the removal of the temporary rock revetment and had allowed the rock revetment to remain permanent this particular condition that faces this owner at this time would probably not occurred. This project was discussed with Mr. Paul Webb of your office on Thursday, February26th. Therefore, a new slab is being installed that is capable of clear spanning the 20 foot run in order to ensure acceptable performance and stability over time. It is important to note that their was not any evidence of the existing concrete stairs cracking or settling. The new stairs will be doweled into the existing bldg stem wall and/or footing to match the previous condition.
