Carlsbad 082278 February 2, 2009 PLUMBING, MECHANICAL, ELECTRICAL, and ENERGY COMMENTS PLAN REVIEWER: Eric Jensen If this project is in a noise compliant area of the City that requires an Acoustical Report, please provide it (the Acoustical Report) for plan check. Please review and add an outside air design, if required. CBC 1207.11 (Item remains to forward to the City, no further action is necessary on the designer's part). ELECTRICAL (2005 NATIONAL ELECTRICAL CODE) I'm not sure how the load calculations are being handled: It appears that a "total" (18) (645 unit, for example) unit summary is used for the calculated lighting load, but only a single mechanical load is being used? (Sheets E3.1 & E3.2). Please explain. Note: What I'm interested in is the single unit feeder sizing (and) each building service sizing calculations. The major concern is the mechanical loads and their impact upon the existing electrical systems. Note: Clarify, with the mechanical designer the electrical requirements, including strip heat, for all appliances. Building 1: Revise the load calculation: Add the house loads. (&) Correct the mechanical loads to match the mechanical schedules (&) Add the (unit) receptacle loads. Building 2: Revise the load calculations: How was the existing "peak demand" for the panels specified on sheet E3.2 (UL, L IA, &L IB) separated from the remainder of the building loads? Note: The 125% calculation is for existing + new loads, not existing + remodeled loads. (and) Provide a summarized load calculation Table (similar to the lower building) for determining loads. (Be sure to update methodology to match the revised calculations above. PLUMBING (2006 UNIFORM PLUMBING CODE) Include the main and overflow roof drainage design: Roof area, rainfall rate, pipe sizing, and drain locations on the plans. UPC 1105.0 I see a description for new roof drains but I'm not sure how the old roof drained. MECHANICAL (2006 UNIFORM MECHANICAL CODE) The upper floor exhaust fans or ducts penetrate the rated assemblies. Please provide protection at these penetrations. How does this detail (sheet M3.2) comply with CBC 716.6? ENERGY CONSERVATION The glazing has the same SHGC and U-Factor values for both the existing and new glazing? Please explain. I could not find a response. This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2007 edition of the California Building Code (Title 24), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006 UMC and 2005 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2006 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. PLUMBING, MECHANICAL, ELECTRICAL, and ENERGY COMMENTS PLAN REVIEWER: Eric Jensen ARCHITECTURAL PME ITEMS Co-ordinate the architectural shaft details (sheet A3.9) with the mechanical plans with the SFD dampers locations. If mechanical equipment (including the roof access ladder scuttle) is installed within (CBuildingC-1013.5) or(CMechanicaIC-904.10.2.2) of the roof edge, fall guards designed per the most stringent design requirements of the enforceable Code must be provided. I can't find any ceiling design in the unit mechanical areas outside of sections showing soffits and exhaust fans. The mechanical designer has ductwork and registers installed outside these soffit locations that will require fire damper protection if they penetrate the one hour construction. Please address. Co-ordinate the architectural shaft details (sheet A3.9) with the mechanical plans with the SFD dampers locations. If this project is in a noise compliant area of the City that requires an Acoustical Report, please provide it (the Acoustical Report) for plan check. Please review and add an outside air design, if required. CBC 1207.11 ELECTRICAL (2005 NATIONAL ELECTRICAL CODE) Panelboards may not be located in bathrooms. Please see NEC 240-24(E). I'm not sure how the load calculations are being handled: It appears that a "total" (18) (645 unit, for example) unit summary is used for the calculated lighting load, but only a single mechanical load is being used? (Sheets E3.1 & E3.2). Please explain. Note: What I'm interested in is the single unit feeder sizing (and) each building service sizing calculations. The major concern is the mechanical loads and their impact upon the existing electrical systems. PLUMBING (2006 UNIFORM PLUMBING CODE) Provide a plumbing material schedule on the plans describing the following systems: Potable water piping, the drain, waste, and vent piping, gas piping, and the roof drains. Carlsbad 082278 January 7, 2009 9. Provide a description of the hot water heating system for both buildings: o Show water heater size, type and location on plans. UPC 501.0 Include new or existing designations. Show that water heater is adequately braced to resist seismic forces. Provide two straps. One strap at top 1/3 of the tank and one strap at bottom 1/3 of the tank. UPC 508.2 Show P & T valve on water heater and detail the drain routing to the exterior. It may not be installed upwards from the valve. UPC 506.2/608.3 Provide combustion air design: Show opening sizes and routing of ducts. UPC 507.0 Detail the water heater vent installation: Size, routing, slope, and termination location (Minimum 8' from vertical surfaces). UPC 510.0 Gravity vent water heaters may not be installed in the same area with air moving equipment (clothes dryers). Please address. An expansion tank or other approved device is required if system pressure relief is not available due to the installation of backflow devices or certain pressure regulators. Please address. UPC 608.3 Detail the required Suds Relief. "Drainage connections shall not be made into a drainage piping system within eight feet of any vertical to horizontal change of direction of a stack containing subs-producing fixtures." (Bathtubs, laundries, washing machine stand pipes, kitchen sinks, and dishwashers shall be considered suds-producing fixtures). UPC 711.0 (Both building) Include the main and overflow roof drainage design: Roof area, rainfall rate, pipe sizing, and drain locations on the plans. UPC 1105.0 I see a description for new roof drains but I'm not sure how the olde roof drained. MECHANICAL (2006 UNIFORM MECHANICAL CODE) I can't find any ceiling design in the unit mechanical areas outside of sections showing soffits and exhaust fans. The mechanical designer has ductwork and registers installed outside these soffit locations that will require fire damper protection if they penetrate the one hour construction. Please address. Co-ordinate the architectural shaft details (sheet A3.9) with the mechanical plans with the SFD dampers locations. The upper floor exhaust fans or ducts penetrate the rated assemblies. Please provide protection at these penetrations. Detail the primary and secondary mechanical condensate waste design: Pipe sizing, routing, and termination areas. UMC 310.0 & UPC 807.2 (PTAC units) Hotel guestrooms less than 500 square feet in area require a minimum of 30 CFM outdoor mechanical ventilation. California Title 24, section 121(b). Carlsbad 082278 January 7, 2009 ENERGY CONSERVATION 17. The glazing has the same SHGC and U-Factor values for both the existing and new glazing? Please explain. Uplift force is determined by using the net overturning force (MorMR). Hold-down assembly displacement Is calculated at the foundation. Wood shrinkage based on a change from MC-19% (moisture content) to MC-13% with MC-19% being assumed for S-Dry lumber. MC-13% is assumed the final MC at equilibrium with ambient humidity for the project location. Shrinkage=(0.002).(d).(19-MC) -/(load/slip modulus for a connection, lb/in)=270,000*(D15) for bolts or lag screws in wood-to-metal connections. NDS 10.3.6 (Assume 1/16' oversized holes at bolted hold-downs. Hold-down bolts must be re-tightened just prior to covering the framing.) Deflection of walls (a's) = (8vh3IEAb) + (vhlGt)+ 0.75he+ (hlb).(da) IBC Equation 23-2 - Deflection of walls () is based on strength level forces. The shear wall deflections have been determined using the the strength design forces. The calculated deflection of a shear wall is linear up to about two times the allowable stress design values. Since there are hold-down assembly displacements, and dead loads that resist overturning, the factoring up approach of ASD forces has not been used accordingly. SHEARWALL .
