This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1991 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 303 (c),
1991 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process. please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section. etc.
Be sure to enclose the marked up list when you submit the revised plans.

1. Please make all corrections on the original tracings and submit two new sets of
prints, to:
Esgil Corporation, 9320 Chesapeake Drive, Suite #208, San Diego, CA 92123,
(619) 560-1468.
2. Plans and calculations shall be signed by the California state licensed engineer
or architect where there are structural changes to existing buildings or structural
additions. Please include the California license number, seal, date of license
expiration and date plans are signed. Business and Professions Code.
The tenant space and new and/or existing facilities serving the remodeled area
must be accessible to and functional for the physically disabled. See the
attached correction sheet. Title 24, Part 2.
Exit doors should swing in the direction of egress when serving an occupant load
of 50 or more (?). Section 3304(b).
Complete the "treatment" note at 1/Al.
Please clarify the location of the public sidewalk. Does the stair handrail project
into the public right of way?
The portico represents additional floor area added to the building. Please
provide a floor area justification, showing that the building will not be "over area."
Provide the ICBO # for the roofing at note 4 on sheet A3. Per City ordinance,
the roofing must be Class B minimum.
Per UBC Table 5-D, this 3 story building must be Type v-I hour, minimum. As
such, Section 4304(c) requires that the exterior wall (the outer portico wall at
NA4) have fire rated materials on both sides of the studs all the way to the roof
sheathing.
To speed up the review process, note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet, note or detail number,
calculation page, etc.

Walks sloping greater than 1:20 (5%) must comply with the ramp requirements of section 3307 per
section 3324(c). THE ELEVATION AT THE BOTTOM OF THE STEPS IS 0'-Y2". THE ELEVATION
AT THE BOTTOM OF THE [SHORTER] "RAMP" IS 0'-9W. PLEASE CLARIFY THE SLOPE OF
THE RAMP THAT LEADS FROM THE BOTTOM OF THE STEPS TO THIS RAMP.
Provide 36" wide detectable warning material at the boundary between walkways and vehicular
ways. Material shall comply with criteria of section 3325A(c)1, per section 3325(e). SEE A/A4.

Handrails shall extend a minimum of 12" beyond the top nosing and 12" plus the tread width
beyond the bottom nosing.
The upper approach and the lower tread of each stair shall be marked by a strip of clearly
contrasting color at least 2" wide and placed parallel to and not more than 1" from the nose of the
step or landing. The strip shall be as slip resistant as the other treads of the stair. For exterior stairs,
the upper approach and all treads shall be marked.

Gordon Bizieff spoke to me today stating you had preliminarily approved the remodel
changes to the Beach Terrace Inn. I recently plan checked the building plan check and
kicked it out for a SDP since it's in the Beach Area Overlay Zone. The zoning is also R-3
which would make the Inn a nonconforming use (not even allowed by CUP). There is a
proposed entryway that protrudes six inches further into the already nonconforming front
yard setback.
Mr. Bizieff said that the Coastal Commission has issued an approval for the project..
Please confirm with me if the project is O.K. without discretionary review and that the
encroachment is also permissible.
