This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review is
based on regulations enforced by the Building Department. You may have other corrections based
on laws and ordinances enforced by the Planning Department, Engineering Department, Fire
Department or other departments. Clearance from those departments may be required prior to the
issuance of a building permit.
Code sections cited are based on the 1997 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1997
Uniform Building Code, the approval of the plans does not permit the violation of any state, county or
city law.
To speed up the recheck process, please note on this list (or a copy) where each correction
item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to
enclose the marked up list when you submit the revised plans.

• PLANS
1. Please make all corrections on the original tracings, as requested in the correction list. Submit
three sets of plans for commercial/industrial projects (two sets of plans for residential projects).
For expeditious processing, corrected sets can be submitted in one of two ways:
a) Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad
Building Department, 1635 Faraday Avenue, Carlsbad, CA 92008, and (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
b) Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, and (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by the
City Planning, Engineering and Fire Departments until review by EsGil Corporation is complete.
2. Please show the project Tl square footage on the plans.
3. Please show lateral bracing at details 4, 8, 9/Tl-8.
4. Provide plans, calculations and worksheets to show compliance with current energy standards
for the new conditioned area where warehouse becomes office.
5. Provide complete energy designs for the proposed changes in envelope, lighting, and
mechanical systems. Provide the completed ENV-forms showing energy compliance.
6. On the plans clearly show the wall and roof insulation locations, thickness, and R-values, as
per the energy design.
7. The completed and signed ENV-1 forms must be imprinted on the plans.
8. Note that the doorways leading to sanitary facilities, showers, shall be identified, per CBC
Section 1115B.5, as follows:
a) An equilateral triangle ¼" thick with edges 12" long and a vortex pointing upward at men's
rest rooms.
b) A circle ¼" thick, 12" in diameter at women's rest rooms.
c) A 12" diameter circle with a triangle superimposed on the circle and within the 12"
diameter at unisex rest rooms.
d) The required symbols shall be centered on the door at a height of 60".

9. If showers are proposed, show or note compliance with the following requirements, per CBC
Section 11158.6.2:
a) Compartments are either:
i) 42" in width between wall surfaces, and 48" minimum in depth (having an entrance
opening ?: 42"), or,
ii) ?:60" in width between wall surfaces, and 30" minimum in depth (having a full
opening width on the long side). As an alternate, showers 60" minimum in width
may be 36" minimum in depth as long as the entrance opening width is a minimum
of 36 inches.
b) Grab bars comply with CBC Section 11158 .8 located:
i) On walls adjacent to and opposite the seat.
ii) Mounted ?:33" but S36" above the shower floor.
c) If a threshold or recessed drop is used, it shall be:
i) S½" in height.
ii) Be beveled or sloped S45° from the horizontal.
d) Indicate a folding seat, located on the wall adjacent to the controls, 18" above the floor.
e) The soapdish shall be located on the control wall S40" above the shower floor.
f) A flexible hand-held shower unit is required with:

[X] § 118(a) Installed Insulating Material shall have been certified by the manufacturer to comply
with the California Quality Standards for insulating material, Title 20, Chapter 4, Article
3.
00 § 118(c) All Insulating Materials shall be installed in compliance with the flame spread rating
and smoke density requirements of Sections 2602 and 707 of Title 24, Part 2.
00 § 117(a) All Exterior Joints and openings in the building that are observable sources of air
leakage shall be caulked, gasketed, weatherstripped or otherwise sealed.
[ZJ § 116(b) Site Constructed Doors, Windows and Skylights shall be caulked between the unit
and the building, and shall be weatherstripped (except for unframed glass doors and
fire doors).
00 § 116(a)1 Manufactured Doors and Windows installed shall have air infiltration rates not
exceeding those shown in Table Number 1-E. of the Standards. Manufactured

Equipment and Systems Efficiencies
[X] §111 Any appliance for which there is a California standard established in the Appliance
Efficiency Regulations will comply with the applicable standard.
[X] § 115(a) Fan type central furnaces shall not have a pilot light.
[X] § 123 Piping, except that conveying fluids at temperat1,1res between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
[X] §124 Air handling duct systems shall be installed and insulated in compliance with
Sections 601, 602, 603, 604, and 605 of the 2001 CMC Standards.
Controls
§ 122(e) Each space conditioning system shall be installed with one of the following:
[X] § 122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not explicitly exempt from the requirements
of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for
up to 4 hours. The time switch shall be capable of programming different
schedules for weekdays and weekends and have program backup capabilities that
prevent the loss of the device's program and time setting for at least 10 hours if
power is interrupted; or
D § 122(e)1 B An occupancy sensor to control the operating period of the system; or
D § 122(e)1C A 4-hour timer that can be manually operated to control the operating period of the
system.
[x] § 122(e)2 Each space conditioning system shall be installed with controls that temporarily
restart and temporarily operate the system as required to maintain a setback
heating and/or a setup cooling thermostat setpoint.
D § 122(g) Each space conditioning system serving multiple zones with a combined
conditioned floor area more than 25,000 square feet shall be provided with isolation
zones. Each zone: shall not exceed 25,000 square feet; shall be provided with
isolation devices, such as valv':s or dampers, !hat allow the supply of heating or
cooling to be setback or shut off independently of other isolation areas; and shall
be controlled by a time control device as described above.
00 § 122(a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees For lower. For cooling, the control
shall be adjustable up to 85 degrees For higher. Where used for both heating and
cooling, the control shall be capable of providing a deadband of at least 5 degrees
F within which the supply of, heating and cooling is shut off or reduced to a
minimum.
00 § 122(c) , Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable
setpoint stops accessible only to authorized personnel.
D § 112(b) Heat pumps shall be installed with controls to prevent electric resistance
supplementary heater operation when the heating load can be met by the heat
pump alone.

Ventilation
[X] § 121(e) Controls shall be provided to allow outside air dampers or devices to be operated at
the ventilation rates as specified on these plans.
[X] § 122(t) Gravity or automatic dampers interlocked and closed on fan shutdown shall be
provided on the outside air intakes and discharges of all space conditioning and
exhaust systems.
[X] § 122(f) All gravity ventilating systems shall be provided with automatic or readily accessible
manually operated dampers in all openings to the outside, except for combustion air
openings.
D § 121(f)1 Air Balancing: The system shall be balanced in accordance with the National
Environmental Balancing Bureau (NEBB) Procedural Standards (1983), or
Associated Air Balance Council (AABC) National Standards (1989); or
[Z] § 121(f)2 Outside Air Certification: The system shall provide the minimum outside air as
shown on the mechanical drawings, and shall be measured and certified by the
installing licensed C-20 mechanical contractor and certified by (1) the design
mechanical engineer, (2) the installing licenced C-20 mechanical contractor, or (3) the
person with overall responsibility for the design of the ventilation system; or
D § 121(f)3 Outside Air Measurement: The system shall be equipped with a calibrated local or
remote device capable of measuring the quantity of outside air on a continuous
basis and displaying that quantity on a readily accessible display divice; or
D § 121(f)4 Another method approved by the Commission.
Service Water Heating Systems
[X] § 113(b)2 If a circulating hot water system ls installed, it shall have a control capable of
automatically turning off the circulating pump(s) when hot water is not required.
[Z] § 113(c) Lavatories in restrooms of public facilities shall be equipped with controls to limit the
outlet temperature to 11 O degrees F.
