This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that residential construction comply with Title 24 and the following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994 UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1994 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Carlsbad 96-1076 7/5/96 . GENERAL RESIDENTIAL REQUIREMENTS Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. (windows at master bedroom next to the door, window 3040 at family room next to the door.) . ROOFING Specify deck material and application. Chapter 15. Specify I.C.B.O. or U.L. approval number for deck materials, Specify minimum 1/4 inch per foot deck slope for drainage or design to support accumulated water. Sections 1506.1 and 1605.6. Provide skylight details to show compliance with Sections 2409 and 2603.7, or provide I.C.B.O. approval number. Show attic ventilation. Minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% of the required vent is at least 3 feet above eave vents or cornice vents). Show area required and area provided. Section 1505.3.(if applicable) Note on the plans: "Attic ventilation openings shall be covered with corrosion-resistant metal mesh with mesh openings of 1/4-inch in dimension." Section 1 505.3.(if applicable) . FOUNDATION REQUIREMENTS Provide a copy of the project soil report prepared by a California licensed architect or civil engineer. The report shall include foundation design recommendations based on the engineer's findings and shall comply with UBC Section 1 804.(Check with city.) Investigate the potential for seismically induced soil liquefaction and soil instability in seismic zones 3 and 4. This does not apply to detached, single- story dwellings. Section 1804.5 Per soils report, note on the plan the soils classification, whether or not the soil is expansive and note the allowable bearing value. Section 1804.3. Carlsbad 96-1076 7/5/96 17. The soils engineer recommended that he/she review the foundation excavations. Note on the foundation plan that "Prior to the contractor requesting a Building Department foundation inspection, the soils engineer shall advise the building official in writing that:(if applicable) The building pad was prepared in accordance with the soils report, The utility trenches have been properly backfilled and compacted, and The foundation excavations, the soils expansive characteristics and bearing capacity conform to the soils report." 18. Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (when required by the soil report). 19. Note on plans that surface water will drain away from building and show drainage pattern and key elevations. Section 1804.7. 20. If required, show size, embedment and location of hold down anchors on foundation plan. Section 106.3.3. 21. If hold downs are required, note on plan that hold down anchors must be tied in place prior to foundation inspection. Section 108.5.2. 22. The detail N6 indicating ICBO 4945 anchors will be used. The report 4945 requires minimum edge distance. Please check the edge distance requirements. Clearly specify on the foundation the location of this detail. . FRAMING 23. Show double top plate with minimum 48" lap splice. Section 2326.11.2. 24. Detail all post-to-beam and post-to-footing connections and reference the detail to the plan. Section 2324. 25. Provide truss details and truss calculations for this project. Specify truss identification numbers on the plans. 26. Show clearance between top plate of interior partitions and bottom chord of trusses. (To ensure nonbearing condition between supports as designed). 27. Provide calculations for main vertical and horizontal framing members and footings. Section 106.3.3. 28. Provide calculations for lateral loads, shear panels, shear transfer and related. Show location of attic access with a minimum size of 22"x30", unless the maximum vertical headroom height in the attic is less than 30". Access must be provided to each separated attic area, shall be located in a hallway or other readily accessible location and 30" headroom clearance is required above the opening. Section 1402. . MECHANICAL (UNIFORM MECHANICAL CODE) Show I.C.B.O. approval number for prefab fireplace. Show height of chimney above roof per I.C.B.O. approval or Table 31-B. Note on the plans that approved spark arrestors shall be installed on all chimneys. UBC, Section 3102.3.8. Note on plan: Gas vents and noncombustible piping in walls, passing through three floors or less, shall be effectively draft stopped at each floor or ceiling. UBC, Section 711.3. ELECTRICAL (NATIONAL ELECTRICAL CODE) Show on the plan the amperage of the electrical service, the location of the service panel and the location of any sub-panels. If service is over 200 amps, submit single line diagram, panel schedule and load calculations. Note on the plans that receptacle outlet locations will comply with 1993 NEC Art. 210-52(a). Residence 2778 Galicia Way Carlsbad, California Dear Mr. Cummings In accordance with your request, we have performed'a limited soil. investigation of the proposed additions on subject property, more specifically referred. to as being Lot 268 of La Costa South. Unit' No. 2, in the City of Carlsbad, State of California. It is our. understanding that the proposed additions will consist of a new two story addition in the rear,, northeast corner of the structure, and second story additions over portions of the exist- ing residence. The purpose of.thi.s. report is to present our engineering evalua-' tion of the site, and our engineering recommendations relative to the proposed development thereon. In order to accomplish this purpose, the undersigned visited :the . .. site on July:8., 1996., reviewed the topography.and general site conditions, classified .the surface and near-surface soils, and ob- tamed, samples for laboratory—testing—and anlaysis.. . In addition, the Final Report on Compacted Filled 'Ground for subject subdivi— sion prepared by Benton. Engineering, Inc. was reviewed One exploratory boring was excavated on the site with a 'small .portable auger to a maximum .depth of.3,feet below, existing ground surface.. The location of the boring is shown on 'Figure No. 1, entitled., "Approximate Location.-.of.. Exploratory Boring". Project No. 96-114'7G1 James R. Cummings 07/08/96 Page 2 1. From.the. site inspection and report review, it was determined that :. a. Subject property is a trapezoidal-shaped site of approxi- mately 0.25. acres, located on the north side of Galicia Way. The lot is a part of La Costa South'Unit No. 2, and as such, was developed in the early 19701 s. b. The geotechnical engineering, firm of record was Benton Engineering, Inc. who prepared the Soil Investigation Report for the subdivision, and provided geotechnical engineering services during development. C. The site currently, consists of a. level building pad at street level. .The, front, southeasterly portion consists of natural soils; while the rear, northwesterly portion consists of fill soils. Maximum depth of fill is on the order of 14 feet.. along the rear of the property. A 20-foot high fill slope is -ob- served beyond the rear property line. The soils as encountered in the boring consist of .light tan silty fine sands. According to the above-mentioned.Repor.t by Ben- ton Engineering, Inc., some of the soils on site are expansive. No drainage courses will be interrupted by the proposed construction, and no seeps., or springs, were observed during our site inspection.. . 2. It is our conclusion.,'that.: the proposed addition can b& con- structed without failure or detrimental foundation...rnovement occur- ring as a result of structural loads imposed upon the soils from the development as presently contemplated, and without unduly in- fringing the rights of those who control the adjacent properties and public rights-of-way, if. the conditions set forth below, are followed : . . - a. . I.t is recommended 'that a safe allowable soil bearing value of 2,00.0 .pounds per square foot be .used in the design and checking_—? of foundations, 12' inches in minimum horizontal dimension, and em- bedded at least 18 inches into'the competent natural or compacted fill sols. , Project No. 96-1147G1 James R. Cummings 07/08/96 Page 3 b. It is recommended tha.t..all new continous foundations b7 reinforced with 2 #5 rebars; one rebar placed near the top, and the other near the bottom of the foundation. C. It is recommended that the concrete slab.be at least 4 inches..in. thickness,. and be reinforced with 6x6-10/10 welded wire fabric, located at mid-height of slab. The slab should be under- lain by 4 inches of clean sand,.-with a moisture barrier within living areas. New foundations should. be placed at least 7 feet back from. the. face of the existing fill slope along the rear of the ' property. . Foundations placed closer t.o the top of slope than 7. feet should be deepened such that the outer face of foundation at the bottom is at least 7 feet back from the face of slope at that level. It is recommended that the new foundation. .trench excava- tions -be inspected by our firm to ensure proper embedment i.nto " competent material,, and to verify that the soil type encountered. are.similar to those presented in this report. It is further recommended that .the. proposed addition be. constructed In strict compliance with the approved plans and ap- plicable regulations, except where items 2(a) to (e) above are more stringent.
