Dear Sirs,
The installation of two (2) 7/8" threaded rods 14" into the foundation and three
(3) 5/8" threaded rods 8" into the foundation was observed on Wednesday,
August 7, 2002. The installation was done in accordance with the instructions on
the tube of Simpson epoxy I.C.B.O. #ER5279 and standard building practices.

In response to your request for clarification, note that the shear Wall separating the den
and garage is shown on the drawings "having a length of 21'-0". This length was based
on the estimated actual length of the wall, however, on the structural calculations
approved by the City, page 2 of the)ateral section indicates a design length of 17'-O".
Based on these facts, the minimum length of the shear wall in question is 17'-0". It is
recommended that the shear will be installed across the entire available length, as long as
this length is not less than 17'-O".

Please note the following regarding the referenced project.
I. Note that detail 5/A7.1 does not apply to the projection of the firewall between
the garage and house. The shear wall was added to resist the lateral loads
imposed by the addition only, and shear connections are limited to the trusses and
rafters that rest on the plate at the 8'-0" level on this wall only. The lateral
requirements for the garage are unchanged by the addition.
Note that the shear wall on the rear wall of the breakfast nook requires a
minimum of '-0" in length per the caics. The 8'-0" dimension was noted only to
fill the wall between the window and corner of the nook, and exceeds the
requirement actual requirement; therefore the 5' length is acceptable.
For the 8' wide window on the rear wall of the nook, provide a 4x10 header
minimum.
At the sliding glass door No. 2, the door has been reduced in size per the owner,
therefore a 4x8 header is acceptable for the 6' opening.

may be a Simpson BC44 installed directly on the existing sill plate. This is due to
the existing slab and footing.
Note that the paralam beam located between the nook and kitchen has been
moved 3-1/2-inches toward the rear of the building to accommodate the MST
strap. This also serves to maintain the integrity of the existing truss connector

In response to your request for clarification, please note the following:
Regarding the "Simpson Strongwall" installation, the anchor bolt length indicated on the plans is actually for the Simpson SSTB anchor for new footings, and is not applicable to this installation. Refer to the epoxy detail on the plans and note that, in accordance with IC80 ES PFC-5485 Table 1 indicates that two 5/8" diameter anchor bolts and two Simpson SSTB (7/8" diameter) anchors are required.
Where this component is to be installed in an existing footing, the manufacturer
recommends use of their epoxy anchor system, "Simpson Epoxy tie SET". In accordance with the ICBO ER-5279, the equivalent anchor for substitution in place of the SSTB (a 7/8" diameter anchor) is a 7/8" diameter threaded rod.
According to the epoxy ICBO report, the allowable tensile load for the anchor is 8,400 x, 1.333 = 11,198 lbs with a minimum embedment depth of the threaded rod of 14", based on an edge distance of 1-3/4". As indicated on the approved structural calculations, the uplift force to be resisted by the anchor tensile strength is (1095#/' x 8') = 8,760 lbs. This is less than the allowable load of 11.198 lbs and is therefore acceptable. In accordance with the ICBO report, the 5/8" anchor bolts require a minimum
embedment depth of 5", however, we recommend a minimum depth of 8".
Conclusions;
Provide two 7/8-inch diameter threaded rod anchors in Place of the two Simpson SSTB anchors Insert the rods into a hole drilled with a 1-inch diameter drill bit (Per ICBO report) with Simpson "Epoxy lie SET" adhesive, with a minimum embedment depth of 14 inches.
Provide 5/8-inch diameter threaded rod anchors using the same epoxy adhesive in place of the 5/8-inch anchor bolts with a minimum embedment depth of 8-inches. Install all components in accordance with manufacturers recommendations and the applicable ICBO reports.

Doors and enclosures for hot tubs, whirlpools, saunas, steam rooms,
bathtubs and showers and in any portion of a building wall enclosing these
compartments where the bottom exposed edge of the glazing is less than
60 inches above a standing surface and drain inlet.
Walls enclosing stairway landings or within 5 feet of the bottom and top of
stairways where the bottom edge of the glass is less than
60 inches above a walking surface.

EXITS, STAIRWAYS, AND RAILINGS
5. Guardrails (Section 509.1):
Shall have a height of 36".
Shall be detailed showing adequacy of connections to resist the horizontal
force prescribed in Table 16-13.
Openings between railings shall be less than 4". The triangular openings
formed by the riser, tread and bottom element of a guardrail at a stair
shall be less than 6".
6. Provide stairway and landing details. Sections 1003.3.3.
Minimum headroom is 6-8".
Minimum width is 36". Clearly show it on plans (from inside face wall to
wall).
7. Handrails (Section 1003.3.3.6):
Handrails and extensions shall be 34" to 38" above nosing of treads and
be continuous.
The handgrip portion of all handrails shall be not less than 1-1/4 inches
nor more than 2 inches in cross-sectional dimension. Handrails projecting
from walls shall have at least 1-1/2 inches between the wall and the
handrail.
Ends of handrails shall be returned or shall have rounded terminations or
bends.
. FOUNDATION REQUIREMENTS
8. Provide a copy of the project soil report prepared by a California licensed
architect or civil engineer. The report shall include foundation design
recommendations based on the engineer's findings and shall comply with UBC
Section 1804.
a) All new residential buildings, including additions, require a soils report. City
special code requirement.
9. Show distance from foundation to edge of cut or fill slopes ("distance-to-
daylight") and show slope and heights of cuts and fills. Chapter 18.
10. Note on plans that surface water will drain away from building and show drainage
pattern. Section 1804.7.
11. Show foundation bolt size and spacing. Foundation bolt size and spacing for
shear walls must be clearly shown on the foundation plan. Section 1806.6.

The following anchor bolt requirements shall apply in Seismic Zones 3 and 4, per
Section 1806.6.1:
a) Plate washers (minimum size of 2" x 2" x 3/16") shall be used on each
anchor bolt.
Specify size, I.C.B.O. number and manufacturer of power driven pins, expansion
anchors or epoxy anchors. Show edge and end distances and spacing. Section
106.3.3.
a) For interior non-bearing walls.
If required, show size, embedment and location of hold down anchors on
foundation plan. Section 106.3.3.

FRAMING
Please show in the calculations how the redundancy was determined, per
Section 1630.1.1.
Detail shear transfer connections, including roof and floor diaphragms, to shear
walls. Section 2315.
a) Provide cross-reference from details to plans. Please clearly show that
the hardware use for the shear transfer from the floor or roof diaphragm to
the shear wall shall be adequate to transfer the shear force per lineal foot
that was used for the shear wall design (260 PLF for shear wall I and 760
PLF for shear wall 2).
Specify nail size and spacing for floor and roof diaphragms. Indicate required
blocking. Maintain maximum diaphragm dimension ratios. Sections 2315 and
2513.
Show location of attic access with a minimum size of 22"x30", unless the
maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other
readily accessible location and 30" headroom clearance is required above the
opening. Section 1505.1.

be either imprinted on the plans, taped to the plans or "sticky backed" on the
plans, to allow the building inspector to readily compare the actual construction
with the requirements of the approved energy design.
All sheets of the latest CF-1 R form must be imprinted onto the plans (sheets I of
3, 2 of 3 and 3 of 3 must be included).
All energy items shown on the plans must be in agreement with the information
shown on the properly completed Form CF-IR.
Specify on the building plans all of the mandatory energy conservation
requirements as listed on the enclosure titled, "Mandatory Measures Checklist".

WATER METER REVIEW

Oversized meters are inaccurate during low-flow conditions. If it is oversized, for
the life of the meter, the City will not accurately bill the owner for the water used.

If owner/developer proposes a size other than the "standard", then
owner/developer 'must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute (gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
Maximum service and meter size is a 2" service with a 2" meter.
If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. (manifolds are considered on case by case basis to limit
multiple trenching into the street).
E F1 E 12b. Irrigation Use (where recycled water is not available)
All irrigation meters must be sized via irrigation calculations (in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
If the project is a newer development (newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:
STA 1+00 Q Install 2" service and
1.5: meter (estimated 100 gpm)
If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
Hydraulic grade line
Elevation at point of connection (POC)
Pressure at POC in pounds per square inch (PSI)
Worse case zone (largest, farthest away from valve
Total Sprinkler heads listed (with gpm use per head)
Include a 10% residual pressure at point of connection
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
12c. Irrigation Use (where recycled water is available)
1.\ Recycled water meters are sized the same as the irrigation meter above.
2. If a 'project fronts a street with recycled water, then they should be
connecting to this ' ,line to irrigate slopes within the development. For
subdivisions, this should have been, identified, and implemented on the
improvement plans. Installing .rec'cIed water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees.. However, if they front a street which the recycled water is
there, but is notiive (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.
