Based on this letter, a decision was made to allow them to use the location for "pre-opening space" in conjunction with the Aviara Hotel. When Four Seasons first asked about space to bu~ld model rooms, I informed them they should look for a location in the industrial zones as it did not appear to be an acceptable use in a commercial zone. Offices are permitted in the P-M zone and, therefore, that part of their request is o.k. The only issue is allowing a sales/reservation office open to the general public.
