UNIFORM BUILDING CODE 1988 EDITION
Sec. 3313. (a) General. Except within individual dwelling units, guest rooms
and.sleeping rooms, exits shall be illuminated at any time the building is occupied
with light having intensity of not less than 1 footcandle at floor level.
EXCEPTION: In auditoriums, theaters, oncert or opera halls and similar as-
sembly uses, the illumination at floor level may be reduced during performances to
not less than 0.2 footcandle.
Fixtures required for exit illumination shall be supplied from separate sources
of power where required by Subsection (b).
(b) Separate sources of Dower. The power supply for exit illumination shall
normally be provided by the -premises' wiring system. In the event of its failure,
illumination shall be automatically provided from an emergency system for Group I, Division 1 Occupancies and for all other occupancies where the exiting
system serves an occupant load of 100 or more.
For high-rise buildings, see Section 1807. For smokeproof enclosures, see
Section 3310(g) 9.
Emergency systems -shall be supplied from storage batteries or an on-site
generator set and the system shall be installed in accordance with the requirements
of the Electrical Code.
Exit Signs
Sec. 3314. (a) Where Required. Exit signs shall be installed at required exit
doorways and where otherwise necessary to clearly indicate the direction of
egress when the exit serves-an occupant load of 50-or more.
EXCEPTION:. Main exterior exit doors which obviously and clearly are identi-
fiable as exits need not be signed when approved by the building official.
Graphics. The color and design of lettering, arrows and other symbols on
exit signs shall be in high contrast with their background.Words on the sign shall
be in blockletters 6 inches in height with a stroke of not less than 3/4 inch.
Illumination. Signs shall be internally or externally illuminated by two
electric lamps or shall be of an approved self-luminous type. When the luminance
on the face of an exit sign is from an external source, it shall have an intensity of
not less than 5.0 footcandles from either lamp. Internally illuminated signs shall
provide equivalent luminance.
Power Supply. current supply to one of the lamps for exit signs shall be
provided by the premises' wiring system. Power to the other lamp shall be from
storage batteries or an on-site generator set and the system shall be installed in
accordance with the Electrical Code. For high-rise buildings, see Section 1807.;

NOME: The following provisions are contained in Title 24,
Part 2, California Building Code, as adopted and
enforced by the State Fire Marshall. They are
provided here as a courtesy to assist designers in
developing the project documents. All applicable
provisions may not necessarily be included. Please
direct any questions regarding interpretations of
these provisions to the local Fire Department.
s-i. Walls of corridors and exterior exit balconies
in Groups A,E,I,R-1 and C Occupancies having an_
occupant load of more than six persons and in
all other occupancies having an occupant load
of 30 or more shall be not less than one-hour
fire-resistive construction. Section 3305(g)1.
S-2. Where exit signs are required by Section
3314(a), approved and listed internally,
externally or self-illuminated low-level exit
signs complying with Section 3314 shall be
required. The bottom of the sign shall be not
less than 6 inches nor more than 8 inches above
the floor level. For exit way doors, the sign.
shall be on the door with the closest edge of
the sign with 4 inches of the door frame or
adjacent to the door. Such signs shall be of a
type which is perceptible to the sense of
touch. Section 3314(e).
S-i. The exception in Section 3318 of the UBC has
been revised so as to allaw the omission of
panic hardware at the main exit in churches
(by using signage), only when the occupant
load of the church is less than 300.
S-8. If emergency warning systems are required,
they shall activate a means of warning the
hearing impaired. Flashing visual warnings
shall have a frequency of not more than 60
flashes per minute.

Where exit signs are required by Section
3314(a), all exit corridors shall be provided
with continuous low-level exit path marking. 2.
Approved and listed internally or self-
illuminated marking shall be installed at floor
level or no higher than 8 inches above the 3.
floor level. Such marking shall be of a type
which is perceptible to the sense of touch.

Area separation walls shall not be considered
to create separate buildings for the purpose of
automatic fire-sprinkler system requirements as
set forth in chapter 38. Section 505(e)6.
EXCEPTION: Buildings separated by continuous
area separation walls of four-hour fire-
resistive construction without openings.
Buildings required to have automatic fire-
sprinkler protection as set forth in Section
13113 of the Health and Safety Code (homes for
children or the aged) are prohibited from using
area separation walls in lieu of automatic
fire-sprinkler protection.
In educational occupancies, storage and janitor
closets shall be of one-hour fire-resistive
construction with openings protected by
assemblies having at least a three-fourths-
hour fire-resistive rating. Section 802(c).
Section 1807 should be reviewed for all high-
rise buildings.

When remodels are valued at loss than 67,813 access compliance
may be limited to the specific area being remodeled when an un-
reasonable hardship is determined by the enforcing agency.
Staff determination'of unreasonable hardship shall be made
on Form UCA-1, Which shall be filed in the project file.
When the required work outside of the remodeled area (l.a
through l.'f above) exceeds 10% of the cost of the work to
be done in the remodeled area, an unreasonable hardship
shall be found to exist (criteria is staff guideline).
The unreasonable hardship finding may bà by observation
when obvious Form IICA-1 should describe the obvious.
C. REMODELS $67, 813 and HIGHER
When remodels are' valued over$67,813 and specific access
requirements cannot be not:
The law allows equivalent facilities to be accepted it
strict compliance with the regulations would create an
unreasonable hardship.
Access cannot be waived unless there are physical or
legal barrierá that prevent providing either full access
compliance or equivalent facilitation compliance. When
both access and equivalent facilitation are waived by the
enforcement official, &atification is required by an
Appeals Board.
D. MULTI-FLOOR REMODELS:
Exceptions and exemptions
Provisions for Upper and Lower floors: The Health and'
Safety Code Section 19955.5 says that,1n privately-
funded multi-storied passenger vechicle service stations,
shopping centers, 'offices of physicians and surgeons, and
office buildings, subject to this code, floors or levels
above and below the first floor or ground level are exempt
from these requirements if a ramp or elevator is not
available to provide public access to such floors or levels.
Health and Safety Code Section 19956 says that.1n
privately-funded multi-storied buildings, floors or levels
above the first floor or ground level are exempt from
these requirements if a reasonable portion of all
facilities and accommodations normally sought and used by
the public in such a building are accessible to and usablà
by physically handicapped persons.'

Businesses which handle, store, or dispose of hazardous substances will be required to provide a chemical inventory and a basic emergency
response plan before a certificate of occupancy can be issued. This plan called a "Business Plan" will become a valuable tool aiding
you, your employees, and emergency responders should an emergency occur at your business.
Certain hazardous substances called "Acutely Hazardous Materials" may require a more detailed emergency response plan known as a "Risk
Management and Prevention Plan" (RMPP). If your business handles Acutely Hazardous Materials and will be located within 1,000 feet of
the outer boundary of a school (K thru 12) you may be required to prepare an RMPP before a building permit can be issued.
A definition of hazardous substances and a list of Acutely Hazardous Materials are available at the Hazardous Materials Management
Division (HMMD) or your local building department. To determine if your business needs to submit an emergency plan, please complete
