It is understood that an alternative design/is requested for the footings for the project planned at 2801 Cacatua Street in Carlsbad, California. In our reports dated April 9, 1989 and December 27, 1989, we recommended that continuous footings be used throughout and that these be founded at a minimum depth of 2.0 feet below the lowest adjacent exterior finished ground surface. These footings were to be reinforced with one #5 bar at 3 inches above the bottom of the footing and one #5 bar placed 1% inches below the top of the stems of the footings.
If two reinforcing #5 bars are placed at 3 inches above the bottom of the footing and two reinforcing #5 bars are placed 1% inches below the top of the stems of the footings, then the required depth of the footings may be reduced to 18 inches below the lowest adjacent exterior ground surface. The footings shall be continuous and interconnected throughout. shall be inspected by a representative of our firm prior to placement of reinforcing steel to verify that all loose,disturbed,and saturated soils are removed from the bottom of the footings.

Indicate on the Title Sheet of the plans, the name of the legal owner and name of person responsible for the preparation of the plans. Section 302(a)7.
All sheets of plans must be signed by .the person responsible for their preparation. (California Business and Professions Code).
Plans, specifications and calculations shall be signed by the California state licensed engineer or architect responsible for their preparation, for plans deviating from conventional wood frame construction. Specify expiration date of license. (California Business and Professions Code).
Specify on the Title Sheet of the plans the gross floor area of each element of this project including dwelling, garage, carport, patio, deck and balcony.
Provide a statement on the Title Sheet of the plans that this project shall comply with Title 24 and 1985 UBC, UHC and UPC and 1987 NEC.

Walls closer than 3 feet to property lines shall be one-how rated construction, have no openings, and shall have 30 inch parapets when the building floor area exceeds 1,000 square feet on any floor. (Table 5-A, Section 1709 (a)).
Projections, including eaves, may not extend more than 12 inches into the 3 foot setback from the property line. Eaves over required windows shall be not less than 30 inches from the side and redl property lines. Section 1710 and Section 504 (a) and (b).

Dear Mr. Leeper:
This is to present, at your request, an update letter for our report relating to Lot 513 of La Costa Meadows Unit 3 that is dated October 19, 1972 and filed under our Project No. 71-7-17D. There was no placement of fill on Lot 513 at the time of the grading which was inspected by our firm. The lot was either cut from original grade or at its original natural grade.
A visual inspection was conducted on April 14, 1989, and it is concluded that the lot is essentially the same as reported on October 19, 1972. The soils were classified as critically expansive soils, and we recommend that the classification remain the same. It was observed that there may be some shallow fill soils and some upper natural soils which should either be removed or be renicved and recompacted prior to excavating the footings.
To minimize the possible deleterious effects of the expansive soils on the lot, it is recommended that the procedures given below be followed:
1) Do not use isolated piers. Use continuous interconnected reinforced footings throughout, and place these at a minimum depth of two feet bel oki the 1 owest adjacent exteri cr final ground surface.
2) Reinforce and interconnect continuously with steel bars all interior and exterior footings with one #5 bar at 3 inches above the bottom of the footings and one #5 bar placed 1% inches below the top of the stems
of the footings.
3) Presaturate the soils prior to excavating footings so that the upper 36 inches below finished grade has a moisture content which is at least 80 percent of saturation. of 80 percent of saturation at the time of placing foundations and slabs. This moisture content shall remain at a minimum
4) Raised wooden floors that span between continuous footings are best, or use concrete slabs with at least 6 x 6 - 10/10 welded wire reinforcement
and a minimum of 6 inches of crushed rock 3/4 inch to 1 inch in size beneath all concrete slabs. A moisture barrier should be provided over the crushed rock and this shoirld be covered with 2 inches of sand below concrete slabs.

5) Separate garage slabs from perimeter footings by a 4 inch thickness of construction felt or equivalent, to allow independent movement of garage slabs relative to perimeter footings. by extending the felt over the full depth of the front thickened edge of the garage slab. inch above the slab.

This is to report the results of tests and observations made in order to inspect the compaction of
filled gmund placed on certain areas of La Costa Meadows Unit No. 3 in Carlsbad, California,
formedy a part of the County of San Diego. The fills were placed during the period between
JUIY 15, 1971 and July 20, 1972.
The app&imate areas and depths of filled ground placed under our inspection in accordance
,with the approved spedfications are shown on the attached Drawing No. 1, entitled "Location
.of Compacted Filled Ground." The grading plan used for the placement of filled ground was
prepared by Rick Engineering Company and approved March 15, 1971.
The approximate locations at which the tests were taken and the final test results are presented
on pages T-1 to T-26, inclusive, under the "Table of Test Resufts." The laboratory determina-
tions of the maximum dry densities and optimum moisture contents of the.major fill materials are
presented on pages T-27 and T-28, under the "Laboratory Test Results." Some of the maximum
dry densities shown in the "Table of Test Results'' were combinations of these. The tests w6m

' The final results of tests and observations indicate that he compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safe bearing value
of 1930 pounds per square foot for one foot wide continuous footings founded at a minimum
depth and placed five feet or more inside the top of compacted filled ground slopes. If footings
are placed closer to the exposed slopes than 5 feet inside the top of compacted filled ground
slopes, these should be deepened one foot blow a 1 1/2 horizontal to 1 vertical line projected
outward and downward from a point 5 feet horizontally inside the top of compacted filled
ground slopes. Tests indicate that the compacted filled ground is adequate to satisfactorily
support the proposed wood frame dwellings without detrimental settlements.

Reinforce and interconnect continuously with steel all interior and
exterior footings with one #5 bar at 3 inches above the bottom of the
footings and one #5 bar placed 1 1/2 inches below the top of the stems
of the footings.
Exercise every effort to assure that the moisture content of the soils in
the upper 18 inches below finished grade is 1 percent to 3 percent greater
than optimum at the time of placing foundations and slabs.
Raised wooden floors that span between continuous footings ore best, or use
concrete slabs with ut least 6x6 -10/10 welded wire reinforcement and a
minimum of 4 inches of crushed rock 3/4 to 1 inch in size beneath all
