Dear Mr. Osburn:
Pursuant to my phone call on March 31, I am forwarding for
plan-check at this time two sets of drawings and one set of
the specifications and calculations for Phase II of the
seawall-patio construction for the Playa del Sol Apartments
at 2805 South Ocean Street, Carlsbad.
As you are aware, Phase I of this project has been completed.
It involved construction of the base portion of the north
wall of the patio, which was needed as an end dam for the
rock work fronting the vacant lot to the north owned by
Mr. Tony Howard-Jones. The public-access ramp and steps
from Ocean Street to the beach, which crosses the south side
of that lot, has been built by Mr. Howard-Jones in accordance
with his agreement with the State Coastal Zone Commission.
However, installation of the pipe handrails for that access
way has been deferred temporarily to facilitate construction
of the concrete block wall screen, which is a feature of the
Phase II construction at Playa del Sol. Early construction
of that block wall and installation of the handrails is
desired to fulfill the requirements of the Coastal Commis-
sion for a safe public-access way.
At its March 21, 1975, meeting, the San Diego Coast Regional
Commission approved the Phase II construction as detailed in
the enclosed plans, without adverse comment by the public
(Coastwatch personnel were present). The appeal period will
expire April 4th, at which time the Coastal Commission permit
should be issued. The Carlsbad Apartments Company, owner of
Playa del Sol, plans to solicit bids for this work after issu-

ance of the State permit as soon as approval by the City of
Carlsbad is assured; hence, the request for plan-check at this
time. The cost of the work is estimated at $22,000, and the
owner agrees to pay the plan-check and building permit fees
upon issuance of the building permit.
As the owner's representative, I shall be happy to discuss any
questions you may have concerning these plans either by phone
or in person upon request. Your early consideration of this
project will be appreciated.

under penalties established by California Coastal Zone Conservation Act of 1972.

DISCIJ1IMER: The permit is in no way intended to effect the rights and obligations
heretofore existing under private agreements nor to effect the existing regulations

7. That the applicant agrees that the proposed frontal walkway will be
connected by a concrete or wood extension to the public access steps cur-
rently being :installed on the adjacent property to the north. Said public
access steps were previously approved by the San Diego Coast Regional
Commission (Fl479 ).
8. That the applicant agrees to adhere to the revised exterior treatment of
the seawall in order to provide a more pleasing aesthetic effect.
9. That the applicant agrees to install a small sign where the public access
steps on the adjacent property and the frontal walkway connect, indicating
that the frontal walkway is for public use. Final design and location of
said sign shall be subject to approval by the Executive Director of this
agency.
