On August 19, 1979, the Board of Directors of Leucadia County Water
District approved the allocation of 3,150 sewer permits to applicants to
the District's Allocation List. Our records indicate you are the owner of
a property, which was~al located one of these permits.
The allocated permits have been subject to the rules and regulations
as outlined in Ordinance No. 19, a copy of which was supplied when you were
notified of the availability of sewer permits. Under Ordinance No. 19, those
properties which were part of a final subdivision map or final parcel map were
required to make application for a building permit within 12 months of notif-
ication and to obtain the building permit 60 days later. Those properties
which had a tentative approved map had 15. months in which to make application
for building permit and to obtain the building permit 60 days later. Those
properties which had_a sewer availability letter had 18 months in which tojmake 'application for a building permit and to obtain the building permit 60 -
days later.
On February 26, 1980, the Board of Directors adopted Ordinance No. 24
(copy enclosed) which has changed these restrictions:

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main .collection line in the street (or easement) to the point 1n the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
, cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
-made by the applicant at "his expense. --The connection must.be made 1n conformity
with the District's-specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
.-.TIME INSPECTION-IS -DESIRED. -ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC^

The final results of rests end observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It lias been determined that the
fill materials, compacted to 90 percent of the maximum dry density, have a safj bearing value
of 1930 pounds per square foot for one foot wide continuous footings founded a! c minimum depth
of one foot bslow finish grade and placed five feet or more inside the top of cornpocl 2-1 filled
ground slopes. If footings aie placed closer to the exposed slopes thon 5 feet inside the fop of
compacted filled ground slopes, these should be deepened one foot below a 1 1/2 hjrteo^lat to

DIVISION 1 - GENERAL REQUIREMENTS
GENERAL
1. In the context of these general specifications, contractor shall be
defined and construed to mean any contractor, subcontractor or trades-
man performing work on this job
2. Work performed shall comply with the following-

4. All footing shall rest on firm, natural soil or approved compacted fill,

a. All reinforcing steel, dowels, anchor bolts, etc., shall be well
secured in place prior to placing concrete. Contractor shall use
templates to insure accurate placement of anchor bolts, dowels,
etc., and provide mechanical fasteners to hold vertical steel in
proper place at top and bottom.
b. Dowels shall be provided @ pour and construction joints and shall
be the same size and spacing as the reinforcing shown for the sub-
sequent construction.

b. One shop coat chromatic primer for interior work. All exterior
metal to be galvanized.

Lumber shall be grade marked and conform with the "Standard Grading
and Dressing Rules" #16 of the West Coast Lumber Inspection Bureau
as recommended by the National Forest Products Association.

DIVISION 7 - THERMAL AND MOISTURE PROTECTION

wall or roof surfaces.
4. Flash all exterior openings with approved waterproof building paper

felt per UBC (3203(d)5. The center of any flashing for through roof
vents, and all electrical service connections, shall not be less than
12" from sheet metal and valley flashing,
6. Apply asphalt saturated building paper under exterior siding and
carefully apply so as to form a watertight membrane. Each course of
paper shall overlap the course beneath it 6" minimum. Where paper
meets any opening the paper shall be carefully lapped over the frame
to prevent the passage of water behind the frame. Apply approved
mastic caulking material at all points in the framing where leaks are
apt to occur This shall include, but is not limited to, certain
sill, flashings, windows, etc,. Special care shall be used in the
application of all sisalkraft and buildina papers to prevent leaks,
using water-proof lap over all doors and windows.
7 ROOFING Roofing contractor shall be responsible for proper drainage
of all roofs. Roofing nails shall be galvanized

1 GLAZING

Standard 16 CFR 1201 of Consumer Product Safety Act and UBC Chapter
54 (Federal Standards).
b. Provide shatterproof enclosures at tubs and showers as noted.
c. Any glass lite over 6 sq ft and within 18" of floor or any glass

DIVISION 13 - SPECIAL CONSTRUCTION
GENERAL NOTES - SECURITY
1. Swinging Doors
a. Door stops of in-swinging doors shall be of one-piece construction
with the jamb, or, joined by rabbet to the jamb.
b. All pin type hinges which are accessible from outside the secured
area when the door is closed shall have non-removable hinge pins.
In addition they shall have a minimum V' diameter steel jamb stud
with V minimum projection unless the hinge pins are removed.
c. The strike plate for latches and the holding device for projecting
deadbolts in wood construction shall be secured to the jairb and
the wall framing with screws not less than 2%" in length.
d. Deadbolts shall contain hardened inserts.
e Straight deadbolts shall have a minimum throw of 1" and an embed-
ment of not less than 5/8".
f. A hook-shaped or an expanding-lug deadbolt shall have a minimum
throw of 3/4".
g. Wood flush-type doors shall be 1-3/8" in thickness minimum with
solid core construction.
h. Hollow core doors, or doors less than 1-3/8" in thickness shall
be covered on the inside face with 16 guage sheet metal attached
with screws at 6" on centers around the perimeter or equivalent.
i. Glass doors shall have fully tempered glass.
2. Cylinder guards shall be installed on all cylinder locks whenever the
cylinder projects beyond the face of the door or is otherwise access-
ible to gripping tools.
3. Sliding glass doors and windows shall be equipped with locking devices
4. Sliding doors and windows shall be provided with a device in the
upper channel of the moving panel to prohibit raising and removing of
the moving panel in the closed or partially opened position.

DIVISION 15 - MECHANICAL
MECHANICAL
1. All work shall be in full accordance with all codes, rules, and regula-
tions of governing agencies.
2 Mechanical subcontractor shall supply line diagrams and calculations
as required by the Building Department for permits, etc,.
a. All supply air registers shall be wall mounted, except in kitchens
where ceiling registers may be used.
b. Return air location per plan.
3. Combustion air ducts to be galvanized sheet metal located within 12"
of floor and ceiling of furnace room.
4. Provide 1 sq. inch combustion air per 1000 BTU.
5. Bath not ventilated by natural means - provide exhaust fan capable of
producing a change of air every 5 mm., controlled by a self-contained
or separate switch.
6. All kitchens to be vented to outside air with 36 sq. inch vent and
exhaust fan.
7. Provide a pressure-temperature relief valve for water heaters with a
gravity drain to the outside terminating 6" above grade pointing
down Provide combustion air to water heater compartments in accordance
with the requirements _of the U M.C. and manufacturer's specifications./
8 FAU's or W.H.'s installed in garages shall be on minimum 18" high
platforms. Provide fire dampers for ducts penetrating one hour area
separation walls.
9. Summer Switches The "Summer Switch" on the forced air heating system
shall provide two air exchanges per hour drawing 1/5 of this amount
from outside air. The outside air will be provided by a 7 inch round
vent with quad pampers. The fresh air intake vent shall incorporate
at least 10 feet of flexible fibergalss ducting or at least five feet
of flexible fiberglass ducting incorporated in a 90 degree bend.
.PLUMBING

SUPPLY LINES

by Specialty Products "Acoustic-Clamp" resilient mountings or equiva-
lent.
2. The cavity surrounding the pipes shall be filled with open-faced
fiberglass (or mineral wood), or sprayed with an adhesive cellulose
product (e.g Celbar, Termacon, etc,).
3 Uater pressure should be controlled in the range of 35 to 50 psi.
4. Water velocity should not exceed 6 feet/sec, if single lever faucet
systems are used. However, the code allows 15' per second which is
acceptable if non-single faucets systems are used.
5. Shower head water flow restrictors with back pressure relief vent shall
be used to limit the flow to 3% C.P.M.
6. Shower risers may be braced using Specialty Products Plastic Stud
Spanners with "Acousta-Clamp" support or equivalent.
7 Fixtures must be connected to supply line by flexible conduit.
8. Fixtures should be mounted on Specialty Products resilient fixture
pads or equivalent.
9. Rebound rubber, felt, carpet, and other similar materials shall not
be substituted as resilient mounts.

DIVISION 16 - ELECTRICAL
1. All work shall be in full accordance with all codes, rules, and regula-

serving power and telephone companies.
