This is to report the results of tests to determine the moisture contents of the soils in the
upper three feet below finished grade in the proposed building area at the subject site In
Carlsbad, California

It Is concluded from the field observations of the various soil types and thefinol results of
. the moisture determinations that the soils in the upper three-feet below finished grade at
the locations sampled have been sufficiently moistened to minimize the potential expansion
of the soits, as recommended in our report under Project No 71-7-17D dated October 19,

It is recommended that positive drainage, 6 inches of vertical fall in 6 feet horizontally,

filled ground p12ced on certain areas of La Costa Meadows Unit No 3 in Carl:bcd, California,
formerly a o.-;ri of the County of can Diego. The fills were placed during the period between
July 15, 1971 and JulyT20, 1972..

placed at 90 percent of the maximum dry density or g'eater. It has been determined Ihar the
fill materials, com'actcd to 90 percent of the maximum dry density, have a safe bearing vaije
of 19 .i 30 ponds er square foot for one Foot wide continuous *footings founded at a minimum
depth and placed five feet or more inside the top of compacted filled ground slopes If footings
are placed closer to t-h exposed slopes than 5fcet inside the topof'compacted filled ground
slopes, these should be deepened oe foot below a 1 1/2 horizontal to 1 vertical line proeced
outward and downward from 6-point 5 feet horizontally inside the top of compacted filled
rburd slopes'. Tests indicate thattho cmccted filled ouridis adeqOatè to satisfactorily •
'support the proposed wood frame dwellings without detrimental settlements.
Expansive clay, silty clay, and sandy clay soils w'ere,placea in the upper, three feet in certain

., The application must be signed by the owner (or his authprized reprsentative)of
the property to be served. The total charges must be paid to the Districtat the
time the application is submitted. .
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extendsfrom
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's,' property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the: appli-
cant's plumbing to the point in the street (or easement) where a connectionis made
to the service lateral.
The connection, of the applicants building sewer to. the service late-al shall be
made by the applicant at his expense The connection must be made in confofmuty
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
ND APPROVED BY THE DISTRICTBEFORE THE SEWER SYSTEM MAYBE USED BY THE APPLICANT,
THE APPLICANT OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT ATTHE
TIME INSPECTION IS DESIRED ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC-
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year There will be no
additional fee or refund if service actually comences on a different date For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property7 taxes
