FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building Code,
Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and access for the disabled. This plan review
is based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department,
Fire Department or other departments. Clearance from those departments may be required
prior to the issuance of a building permit.
Code sections cited are based on the 1997 UBC.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., elan sheet number, specification section. etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 1998 edition of the California Building Code (Title 24), which
adopts the 1997 UBC, UMC and UPC and the 1996 NEC.
Provide a note on the site plan indicating the previous use of the tenant space or
building being remodeled. Section 106.3.3.
Provide a fully dimensioned floor plan showing the size and use of all rooms or
areas within the space being improved or altered. Draw the plans to scale and
indicate the scale on the plan. Section 106.3.3.
Indicate the use of all spaces adjacent to the area being remodeled or improved.
Identify existing walls to be removed, existing walls to remain and proposed new
walls. Identify bearing walls, non-bearing walls, and shear walls.
Provide a section view of all new interior partitions. Show:
a). Method of attaching top and bottom plates to structure. (NOTE: Top of
partition must be secured to roof or floor framing, unless suspended
ceiling has been designed for partition lateral load).
b) Show height of partition and suspended ceiling, and height from floor to
roof framing or floor framing.
Provide notes and/or details to show that the floor and wall finish in toilet rooms
are surfaced with a smooth hard non-absorbent material extending five inches up
the wall. Similar surfacing shall be provided on the walls from the floor to a height
of 4 feet around urinals and within water closet compartments. Section 807.

the wall. Similar surfacing shall be provided on the walls from the floor to a height

9. Specify lever-type hardware for passage doors on floors accessible to the
disabled. Title 24.
10. Please provide complete. electrical plans for the alteration to the electrical
system.
11. Please provide electrical load calculations.
12. Please provide panel schedules, indicate new and existing loads.
13. Please revise the plans to show the restroom to be equipped with an
environmental air exhaust fan sized to provide a minimum of 4 air changes per
hour. Section 1202.2.2.1 of the UBC.
14. In Groups B, F, M, and S Occupancies, or portions thereof, where Class I, II, or
Ill-A liquids are used (in any amount), mechanical exhaust shall be provided
sufficient to produce six air changes per hour. Such mechanical exhaust shall be
taken from a point at or near the floor. UBC, Section 1202.2.2.
15. Provide complete plumbing plans, including:
Complete sized drain, waste and vent plans.
Provide gas line plans and calculations, showing pipe lengths and gas
demands. UPC Section 1217.0
Provide complete water line sizing calculations, including the water
pressure, pressure losses, water demands, and developed pipe lengths.
UPC Section 610.0
16. Show that water heater is adequately braced to resist seismic forces. Provide
two straps (one strap at top 1/3 of the tank and one strap at bottom 1/3 of the
tank). UPC, Section 510.5.
17. Show P & T valve on water heater and detail drain line route from P & T valve to
the exterior. UPC Section 608.4.
18. Show 1/4" per 12" slope on drain and waste lines. UPC Section 708.0.
19. It appears the lighting system is to be altered, if so please provide complete
plans. Please provide the required energy compliance forms. The LTG forms
shall be signed and attached to the plans.
When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to
comply with all of the requirements for new buildings, per Section 113413.2. These
requirements apply as follows:

a) The area of specific alteration, repair or addition must comply as "new"
- construction.
b) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.
c) Existing sanitary facilities that serve the remodeled area must be
shown to comply with all accessibility features.
Show on the site plan the complying disabled accessible path Of travel from the
disabled accessible parking spaces to the primary entrance of the tenant space.
Please provide detailed plans of the path of travel, indicate slope and width, any
pedestrian ramps, curb ramps, walks, handrails, provide dimensioned parking
stall details etc.
Revise plans, or door schedules, to show that every required passage door has
~32" clear width, per Section 113313.2.
Show a level area, or landing, per Section 1133B.2.4.2:
d) ~60" in the direction of door swing.
e) ~48" in the direction opposite the door swing (or 44" if doors don't have
latches or closers).
23. Show that the minimum strike edge distances are provided at the level area on
the side to which a door (or a gate) swings, per Section 11 33B.2.4.3:
f) ~:24" at exterior conditions.
g) ~:1 8" at interior conditions.
h) ~12" on the push side, if the door has both a latch and a closer.
Please note or show a disabled accessible transaction counter that is at least 36"
long and no more than 28" to 34" high. Section 112213.4.
The restrooms as shown are not disabled accessible, please revise the
plans to show the restrooms fully disabled accessible. The following is a
general list of requirements that must be shown on the plans.
Show that passageways leading to sanitary facilities have required clear access
widths, per Section 111 5B.4. Show that all doorways have:
i) ~!32" clear opening.
j) A clear area:
~60" in the direction of the door swing.
~44" away from the direction of door swing.
k) All strike edge clearance dimensions are required to be met (i.e. 18" strike
edge distance).
26. Note that the doorways leading to sanitary facilities shall be identified, per Section
111513.5, as follows:

An equilateral triangle ¼" thick with edges 12" long and a vortex pointing
- upward at men's rest rooms.
A circle Y4" thick, 12" in diameter at women's rest rooms.
A 12" diameter circle with a triangle superimposed on the circle and within
the 12" diameter at unisex rest rooms.
The required symbols shall be centered on the door at a height of 60".
Braille signage shall also be located on the wall adjacent to the latch outside of
the doorways leading to the sanitary facilities, per Section .1117B.5.9.
27. Show that the water closet is located in a space, per Section 111 5B7.2, which
provides:
a) A minimum side clearance of either:
~28" from a fixture.
232" from a wall on one side.
b) ~48" clear space in front of the water closet.
28. Show that accessible lavatories comply with the following, per Sections 1115B.9.1
and California Plumbing Code:
~30" x 48" clear space is provided in front for forward approach. The clear
space may include knee and toe space beneath the fixture.
When lavatories are adjacent to a side wall or partition, there shall be a

Attention; Handicap Compliance Enforcement
The attached plans calling for a HANDICAP RESTROOM (with a Unisex Handicap Emblem on the
door) also call for other tenant improvements. 37% of the $12,000 valuation for the proposed work is
on account of providing the Unisex Handicap Restroom. These costs are listed below. This request
is for two reliefs as follows:
Relief Number 1 To allow the Southerly Unisex Bathroom to remain, except for Relief Number 2.
Relief Number 2 To allow the addition of showers, one compliant and the other non-compliant.
While Relief Number 1 can be justified by the out-of-balance cost penalty, another important factor
is that there is a low intensity of occupants in this operation. A customer flows through and occupies
several rooms in turn, unaccompanied during undressing, showering (hopefully), and dressing.
Regarding Relief Number 2 please understand that the planned California Compliant Shower is
quite a bit larger than even an ADA Compliant Shower, and that the cost of providing the California
Compliant Shower is not included as part of the 379o' for providing the Unisex Handicap Restroom.
Also, it would seem illogical to provide a compliant shower in a non-compliant restroom.
The following costs for providing the Unisex Handicap Restroom do not include costs for
showers or for deleting light troffers:

2. Duct Connections meet the following standards:
A Connections between metal ducts and the inner core
of flexible ducts must be mechanically fastened.
All duct and closure systems must comply with
ULI 81, and openings must be sealed with mastic, tape
aerosol sealant or other duct closure system that meets
ULI8I, UL181Aor ULI8I8 standards.
Sealants must most ASTM C731, C732 and D2202
as they apply.
When mastic or tape is used to seal openings of
greater than 1/4 inch, a combination of both mesh and
mastic or mastic and tape must be used.
Sealants and meshes shall be rated for exterior use.
Drawbands used with flexible duct shall be either
stainless steel worm drive hose clamps, or UV-resistant
nylon duct ties, have a minimum tensile strength of 150
pounds, and be tightened per manufacturer
recommendations with an adjustable tensioning tool.
3. Service water heating systems must meet efficiency
requirements listed in Nonresidential Manual Appendix
131 Table B-9. The equipment must also have integral
automatic temperature controls that allow the
temperature to be adjusted from the lowest to the
highest allowed temperature setting for the intended
use.
Lighting
All fluorescent ballasts and luminaires shall be
certified by the CEC.
Individual room/area controls. Each room and area
in this building is equipped with a separate switch or
occupancy sensor device for each area with floor-to-
ceiling walls.
Uniform reduction by room. All rooms and areas
greater than 100 square feet and more than 1.0 watts
per square foot of lighting load shall be controlled with
bi-level switching for uniform reduction of lighting within
the room.

4. Daylit area control. All rooms with windows and
skylights, that are greater than 250 square feet, and that
allow for the effective use of daylight in the area, shall
have 50 percent of the lamps in each daylit area
controlled by a separate switch. The daylit area extends
2 feet to either side of each window and 15 feet into the
room. For skylights, the daylit area is the footprint of the
skylight plus a horizontal distance in each direction
equal to the skylight height from the floor.

2 The Electrical Work shall include tracing existing circuits, short move of
one panel utilizing existing feeder, lighting as described in Lighting Fixture
Schedule, duplex convenience receptacles in new walls at 6 foot spacing,
one duplex convenience floor receptacle near the center of New Massage
Room and New Massage and New Massage and Facial Room, making the
new electrical fixtures & devices complete and operable, blanking off any
unused wiring, and testing of new or revised circuits. Also included is
cooperating with other specialty contractors; and in particular to mark
where the Plumber is to extend his concrete cutting for use by the
Electrician. Contractor(s) may quote electrical work alone or include the
Acoustic Ceiling Work and/or the Mechanical Work, and should so state
in the quotation.
3 The Mechanical Work shall include extending the existing ductwork with
flexible ductwork, supply diffusers, return air registers, and coordination
with other specialty contractors. Contractor(s) may quote mechanical
work alone or include the Electrical Work and/or the Acoustic Ceiling
Work, and should so state in the quotation. Exhaust fans Fl and F2 will
be furnished and installed by others.
3.1 The Lessee intends to continue use of the existing heat pump on the
roof which is Rheem Model RPND-030J and which is now serving the
Northerly 60 percent of the leased area.
3.2 Flexible ductwork shall be of insulated type as called for in "Mandatory
Measures" on this sheet. Supply Diffusers and Return Air Registers
should match those existing in rooms of similar size, and include
directional dampers to assist in balancing. Reinstall the Supply Diffuser
and Return Air Register which have been detached from the wall in the
existing Reception and Sales Room. The plan shows two new taps from
the metal supply ductwork and one into the return system; but this is
diagrammatic and open to revision by the Contractor.
4 The Suspended Acoustic Ceiling Work includes 11/2 inch Ts running
East and West, 1 inch cross members, and 2 x 4 panels. All parts are to
be factory finished and shall match the existing ceiling. Attachments and
wire hangers are to be similar to, or better than, those existing.
EXHAUST FANS
Fl: Ceiling Fan, 2.5 sones maximum at it's continuous exhaust value of
28 cfm or better. Recess into joist space and drop down into adjacent
ceiling space; then turn through wall into rain hood on exterior. Rain
hood opening shall contain a bird/rat screen.
F2: Wall Fan, Nutone 8070 rated 4.5 sones at 160 cfm. Include electronic
speed control to reduce to 103 cfm in order to control sound level.
Mount in bulkhead at floor under window. Rat screen important here;
use heavy stainless steel and secure with tamper-proof screws.

PLUMBING NOTES
I The Work shall include Concrete Cutting, Excavation, Backfill, Hot Water
System, Cold Water System, Waste and Vent System, Natural Gas System,
and the Work called for in the PLUMBING FIXTURE SCHEDULE. The Work
does not include Fixture F10 (rough-in only), Fixture F11 (rough-in only),
the washer, the dryer, the dryer vent, cabinets, counter tops, sand/gravel
over fill, or concrete coverings.
2 Cold Water System: The 1963 original drawings for this building by
Architect Albert Stein show a 1 inch copper underground line, Elcw, from
the water meter to an. area South of the Washer-Dryer-Water-Heater Room.
Also shown is a 1 inch copper lateral under the walk in the rear of the • building, which becomes 3/4 inch as it turns up exposed opposite the
toilets. Connect to this existing 1 inch copper line with a 1 inch copper
line at any convenient point in the rear of the building, rise with a 1 inch
SOy and continue with 1 inch copper to the water heater. Use dielectric
couplings at the water heater. A 1 inch copper cold water pipe shall enter
the space between acoustic ceiling and the plaster ceiling and continue
at 1 inch until branching. Branches from the 1 inch are to be 3/4 inch until
entering the stud space for a specific fixture. Pipe within the stud space
may be in inch or 3/4 inch copper; except at showers where 3/4 inch is
required up to the last fitting before the shower head. For flexibility, most
required cold water lines are not shown on the drawings.
3 Hot Water System: Insulated Hot Water, IH, from the water heater, shall
enter the building about 9 feet above the floor, and continue hung from the
plaster ceiling approximately as shown. A small insulated line from
Fixture F9 shall return to the water heater to a 1/20th HP circulation pump
with stainless steel impeller. Sizes shall equal or exceed the sizes in
parallel cold water lines.
4 Gas Fuel Supply for Hot Water Heater and Gas Dryer: Interior piping,
underground piping, and piping exposed to the weather shall comply with
the requirements of the serving utility and the relevant codes. The 3/4 inch
size requirement goes from meter to water heater, with in inch to dryer.
5 Waste and Vent System: Concrete shall be cut and excavations made
for waste lines, W, as shown and needed. Waste lines in walls shall be
2 inch minimum and vents through roof 11/2 inch. Horizontal waste lines
shall be 2 inch minimum with a slope of at least 1/4 inch per foot. Submit,
as part of the contract and for Lessee's approval, a two-year warranty
against roof leaks providing protection to the Lessee and the Building
Owner for materials and labor to repair any roof leaks caused by the vent
penetrations created under this work. Please understand that in this
climate a one year warranty against roof leaks will not usually test the
water tightness of the roof penetrations.
