For subdivisions, this should have been identified,, and implemented on the improvement plans. Installing recycled water meters is a benefit for the applicant since they are exempt from paying the San Diego County Water Capacity fees. However, if they front a street which the recycled water is there, but is not live (sometimes they are charged with potable water until. recycled water is available), then the applicant must pay the San Diego Water Capacity Charge. If within three years, the recycled water line is charged with recycled water by CMWD, then the applicant can apply for a refund to the San Diego County Water Authority (SDCWA) for a refund. However, let the applicant know that we cannot guarantee the refund, and they must deal with the SDCWA for this. October 24, 2000 SOIL INVESTIGATION INTRODUCTION: This report presents thefindirigs and conclusions of a soil investigation conducted at the site of a proposedIresidece, located at 2816 Highland Drive in the City of Carlsbad, State of California., v Subject property is niore secifically referred to as being Assessor's Parcel No ' \qt ;• 156-200-25, in the City -of Carl sbadState of California. The location of the property is shown on Figure No. 1, entitled, "Site Location Map". .. DESCRIPTION OF PROJECT It is our understanding that the existing single-family residence and garage are to be demolished to accommOdate,ânwtw6 story single-family residence. - - SCOPE Of WORK . The objectives of the investigation were to inspect and determine the subsurface soil conditions'and certain physical, engineering properties of the soils beneath the site, and to evaluate any potential adierse geotechnical conditions that could affect the proposed project, in order thaengiheering recommendations could be presented relative ' ,: .' -Project No. 00-1106F4 George Kelley 10/24/00 Page 2 2816 Highland Drive to the safe and economical development of the site as presently proposed. I fn-order to accomplish these objectives, three exploratory borings were drilled and inspected, and representative samples of the subsurface soils were collected for laboratory testing and analysis 1 The data derived from our field observations and the laboratory test results were I :' reviewed and analyzed, and a summary of our preliminary findings, opinions and recornmendatIons is presented in this report. FIELD INVESTIGATION The field exploratory phase of our investigation was performed on October 4, 21J00, and involved the excavation of three exploratory borings at locations as determined * ,- •s,*".' b' our field personiiel. As a result of the relative inaccessibility of the site to large I drilling equipment these exploratory borings were drilled with a portable continuous I flight auger. These borings were excavated to a depth of 5.0 feet below existing ground i surface. The approximate location of the exploratory borings is shown on Figure No. 2, I . • entitled, "Approximate Location of Exploratory Borings". The drilling operation was performed under the direction of our field personnel, I and a continuous log of the soil types encountered in the borings was recorded at the time 6f drilling, and is shown on Figure Nos. 3 to 5, inclusive, each entitled, "Boring Log I Sheet' I , • • - .. .. - Pioject No, T00-1106F4 George Kelley 10/24/00 Page 3 - 2816 Highland Drive The soils were visually and texturally classified by the field identification procedures set forth on the Unified Soil Classification Chart. Representative samples were obtained at various depths in the exploratory borings... • , LABORATORY TESTS -. -------------------------- : . . The samples collected during our field investigation were subjected to various I tests in the laboratory to evaluate their engineering characteristics. The tests were - . I I performed in accordance with current A S T M testing standards or other regulatory testing procedures A summary of the tests that were performed and the final test i agency results are presented in Appendix II hereto The tests that were performed included determinations of the maximum dry - I dersities . and optimum moisture contents, as well as the expansion indices of the soils ' ' ,. 1 ( • . -, -• encountered.- SITE DESCRIPTION Subject property is a pentagonal-shaped property of approximately 9,3 10 • 4- ; square feet, located in the northeast corner at the intersection of Highland Drive, Elrnwood Street and Buena Vista Avenue The site is relatively level, and currently occupied by an older single-family residence and attached garage, which are to be I ., demolished to accommodate the proposed development I ';:- I U -' 1 • - r _ • Project No00-1106F4 George Kelley 10/24/00 Page 4 2816 Highland Drive . REGIONAL GEOLOGY I• The site is located within the southern coastal strip region of the Peninsular Geomorphic Province of California This geomorphic province is characterized by mountainous terrain to the east composed mostly of Mesozoic igneous and metamorphic I fr; rocks and relatively low-lying coastal terraces to the west underlain by late Cretaceous, - , 4 Tertiary and Quaternary sedimentary rocks Subject property is located within the I : easterly portion of this coastal region ' 4 I . :.- After the bulk of the sedimentary rocks were deposited the land surface was - uplifted and was dissected by a system of canyon drainages The primary system of drainages flows typically to the west and is fed by a system of secondary drainages, ••4 .'. . - which generally enter the primary drainages from the north and south - SITE GEOLOGY - ; review of geologic maps, as well as observations made during our subsurface ,. -• I investigation indicated that the site is underlain by Quaternary-age terrace deposits ,..• .t_••1_•• ., . consisting of light brown silty fine sands The top 2.50 to 3.0 feet of these terrace I - deposits were found to be dry and loose. Beneath this topsoil layer, the terrace deposits -. . .: --• ,- I. were found to be medium dense to dense in consistency. - ,. . , . TECTONIC SETTING No evidence of faulting was noted during our surface reconnaissance or in our exploratory borings. It should be noted that much of southern California, including - the City of Carlsbad area, is characterized by a series of Quaternary-age fault zones which typically strike in a northerly to northwesterly direction Some of these fault zones (and the individual faults within the zone) are classified as active while others are I classified as only potentially active according to the criteria of the California Division of .H 'MinèsandGeology. A review of available geologic maps indicate that the subject property is approximately 37 .5 km (23 .4 miles) southwest of the active Elsinore Fault Zone, and I âpproxiriiately 9.0 km. (5.6 miles) southeast of the active Newport-Inglewood Fault V ' Zone. GEOLOGIC HAZARDS Groundshaking- The most likely geologic hazard to affect the site is groundshaking as a result of movement along one of the active fault zones mentioned above. Construction in - ' accordance with the minimum standards of the Uniform Building Code and requirements IV othe governing jurisdiction should minimize potential structural damage due to seismic activity.
