Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state laws
regulating energy conservation, noise attenuation and disabled access. This plan review is
based on regulations enforced by the Building Department. You may have other corrections
based on laws and ordinances enforced by the Planning Department, Engineering Department
or other departments.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,
1997 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.

correction number has been given for your reference. In case you did not keep a copy of

Submit three sets of plans for commercial/industrial projects (two sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted in one of
two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602-2700.
The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering
and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of pians and calculations/reports directly to the City of Carlsbad Building
Department for routing to their Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be reviewed by
the City Planning, Engineering and Fire Departments until review by EsGil Corporation is
complete.
NOTE: The items listed below refer to the item numbers from previous list. These
remaining items have not been adequately addressed. The notes in bold at the
end of or contained within each item are to emphasize the remaining problem.
2. Provide a statement on the Title Sheet of the plans stating that this project shall comply
with the 1998 edition of the California Building Code (Title 24 ), which adopts the 1997

9. Please provide electrical load calculations. No response to correction.
10. Please provide panel schedules, indicate new and existing loads. No response to
correction.
11. Please note on the plans "AC Cable is not allowed. NM cable is restricted (without City
approval) to one and two family dwellings. Note on plans that an equipment ground
conductor is to be installed in all flexible conduits". Per City of Carlsbad. No response to
correction.
13. Please indicate on the plans the circuits feeding the new HVAC equipment. No
response to correction.
15. Provide multiple switch lighting controls per Title 24, Part 6. No response to correction.
19. When alterations, structural repairs or modifications or additions are made to an existing
building, that building, or portion of the building affected, is required to comply with all of the
requirements for new buildings, per Section 1134B.2. No response to correction.These
requirements apply as follows:
a) The area of specific alteration, repair or addition must comply as "new" construction.
b) A primary entrance to the building and the primary path of travel to the altered
area, must be shown to comply with all accessibility features.

c) Existing sanitary facilities that serve the remodeled area must be shown to comply
with all accessibility features.
20. It is unclear from the plans if the restroom servicing the tenant improvement are disabled
accessible, please provide a dimensioned restroom plans showing the restroom to be
accessible compliant. No response to correction.
21. Show on the site plan the complying disabled accessible path of travel from the disabled
accessible parking spaces to the primary entrance of the tenant space. No response to
correction.

Please make all corrections on the original tracings, as requested in the correction
list. Submit three sets of plans for commercial/industrial projects (two sets of plans
for residential projects). For expeditious processing, corrected sets can be
submitted in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to EsGil Corporation and the Carlsbad
Planning, Engineering and Fire Departments.
2. Bring one corrected set of plans and calculations/reports to EsGil Corporation,
9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468.
Deliver all remaining sets of plans and calculations/reports directly to the City of
Carlsbad Building Department for routing to their Planning, Engineering and Fire
Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only will not be
reviewed by the City Planning, Engineering and Fire Departments until review by
EsGil Corporation is complete.
Generally the plans are incomplete and a thorough plan check can not be
done, the following list is a general list only and corrections may follow.
1. Each sheet of the plans must be signed by the person responsible for their
preparation, even though there are no structural changes. Business and
Professions Code.
2. Provide a statement on the Title Sheet of the plans stating that this project shall
comply with the 1998 edition of the California Building Code (Title 24 ), which
adopts the 1997 USC, UMC and UPC and the 1996 NEC.
3. On the first sheet of the plans indicate:
• The floor area of the remodeled area,
• Type of construction of the existing building,
• Sprinklers: Yes or No
• Present and proposed occupancy classifications of the remodel area,
• The occupant load of the remodel area(s).
4. Provide· a note on the site plan indicating the previous use of the tenant space or
building being remodeled. Section 106.3.3.
5. Identify existing walls to be removed, existing walls to remain and proposed new
walls. Identify bearing walls, non-bearing walls, and shear walls.
6. Please revise the section view of all new interior partitions. Show:
a) Type, size and spacing of studs. Indicate gauge for metal studs. Specify
manufacturer and approval number or indicate "to be ICBO approved".
b) Method of attaching top and bottom plates to structure. Indicate the type,
size and gauge of studs used for lateral bracing.

Show height of partition and suspended ceiling, and height from floor to

disabled. Title 24.
9. Please provide electrical load calculations.
10. Please provide panel schedules, indicate new and existing loads.
11. Please note on the plans "AC Cable is not allowed. NM cable is restricted
(without City approval) to one and two family dwellings. Note on plans that an
equipment ground conductor is to be installed in all flexible conduits". Per City of
Carlsbad.
12. Please attach the City of Carlsbad Policies and Procedures for Roof Mounted
Equipment to the plans.
13. Please indicate on the plans the circuits feeding the new HVAC equipment.
14. Please revise the plans to show a GFCI protected service receptacle with 25' of
the new HP-1.
15. Provide multiple switch lighting controls per Title 24; Part 6.
16. The completed and signed ENV-1, L TG-1, and MECH-1 forms must be
imprinted on the plans.
17. On the plans clearly show the wall and roof insulation locations, thickness, and
· R-values, as per the energy design.
18. Please complete the mandatory measure checklists imprinted on the plans.
19. When alterations, structural repairs or modifications or additions are made to an
existing building, that building, or portion of the building affected, is required to
comply with all of the requirements for new buildings, per Section 1134B.2. These
requirements apply as follows:
a) The area of specific alteration, repair or addition must comply as "new"
construction.
b) A primary entrance to the building and the primary path of travel to the
altered area, must be shown to comply with all accessibility features.

POLICY:
A. Maintain roof integrity.
B. Prevent hazardous condition to firemen who must fight fire on the roof.
C. Provide an installation that is aesthetically sensitive to the building and the
adjoining properties.
1. All equipment shall be concealed from view and the design* shall meet the
approval of the Planning Department.
2. All equipment shall be ·specifically designed and approved for exterior use and
shall be approved by the City of Carlsbad Building Department.
3. All roof mounted equipment shall be on a platform which shall be an integral
part of the roof--flashed and waterproofed. When a screen is· approved, it. shall
have as few roof connections as possible and be structurally adequate.
4. All electrica[, plumbing, mechanical duct work and related piping shall be inside
the building and r;iot on the roof. All connections related to equipment shall be
made in the same roof opening on the platform or have the prior approval from
the building official.
5. Sewer vents shall be brought to one main vent below the roof and have one
penetration where restrooms or other plumbing fixtures are back to back or in
the general proximity.

• If owner/developer proposes a size other than the "standard", then
owner/developer must provide potable water demand calculations,
which include total fixture counts and maximum water demand in gallons
per minute {gpm). A typical fixture count and water demand worksheet is
attached. Once the gpm is provided, check against the "meter sizing
schedule" to verify the anticipated meter size for the unit.
• Maximum service and meter size is a 2" service with a 2" meter.
• If a developer is proposing a meter greater than 2", suggest the
installation of multiple 2" services as needed to provide the anticipated
demand. {manifolds are considered on case by case basis to limit
multiple trenching into the street).
12b. Irrigation Use {where recycled water is not available) .
All irrigation meters must be sized via irrigation calculations {in gpm) prior
to approval. The developer must provide these calculations. Please follow
these guidelines:
1. If the project is a newer development {newer than 1998), check the recent
improvement plans and observe if the new irrigation service is reflected on
the improvement sheets. If so, at the water meter station, the demand in
gpm may be listed there. Irrigation services are listed with a circled "I",
and potable water is typically a circled "W". The irrigation service should
look like:
STA 1+00 Install 2" service and
1.5: meter (estimated 100 gpm)
2. If the improvement plans do not list the irrigation meter and the
service/meter will be installed via another instrument such as the building
plans or grading plans (w/ a right of way permit of course), then the
applicant must provide irrigation calculations for estimated worst-case
irrigation demand (largest zone with the farthest reach). Typically, Larry
Black has already reviewed this if landscape plans have been prepared,
but the applicant must provide the calculations to you for your use. Once
you have received a good example of irrigation calculations, keep a set for
your reference. In general the calculations will include:
• Hydraulic grade line
• Elevation at point of connection (POC)
• Pressure at POC in pounds per square inch (PSI)
• Worse case zone (largest, farthest away from valve
• Total Sprinkler heads listed (with gpm use per head)
• Include a 10% residual pressure at point of conne9tion
3. In general, all major sloped areas of a subdivision/project are to be
irrigated via separate irrigation meters (unless the project is only SFD with
no HOA). As long as the project is located within the City recycled water

service boundary, the City intends on switching these irrigation
services/meters to a new recycled water line in the future.
12c. Irrigation Use (where recycled water is available)
1. Recycled water meters are sized the same as the irrigation meter above.
2. If a project fronts a street with recycled water, then they should be
connecting to this line to irrigate slopes within the development. For
subdivisions, this should have been identified, and implemented on the
improvement plans. Installing recycled water meters is a benefit for the
applicant since they are exempt from paying the San Diego County Water
Capacity fees. However, if they front a street which the recycled water is
there, but is not live (sometimes they are charged with potable water until
recycled water is available), then the applicant must pay _the San Diego
Water Capacity Charge. If within three years, the recycled water line is
charged with recycled water by CMWD, then the applicant can apply for a
refund to the San Diego County Water Authority (SDCWA) for a refund.
However, let the applicant know that we cannot guarantee the refund, and
they must deal with the SDCWA for this.

with the California Quality Standards for insulating material, Title 20, Chapter 4, Article
3.
D § 118(c) All Insulating Materials shall be installed in compliance with the flame spread rating
and smoke density requirements of Sections 2602 and 707 of Title 24, Part 2.
D § 117(a) All Exterior Joints and openings in the building that are observable sources of air
leakage shall be caulked, gasketed, weatherstripped or otherwise sealed.
D §116(b) Site Constructed Doors, Windows and Skylights shall be caulked between the unit
and the building, and shall be weatherstripped_ (except for unframed glass doors and
fire doors).
D § 116(a)1 Manufactured Doors and Windows installed shall have air infiltration rates not

D § 131 (d)1 For every floor, all interior lighting systems shall be equipped with a separate automatic
control to shut off the lighting. This automatic control shall meet the requirements of
Section 119 and may be an occupancy sensor, automatic time switch, or other device
capable of automatically shutting off the lighting.
D § 131(d)2 Override for Building Lighting Shut-off: The automatic building shut-off system is
provided with a manual, accessible override switch in sight of the lights. The area of
override is not to exceed 5,000 square feet.
D § 119(h) Automatic Control Devices Certified: All automatic control devices specified are
certified, all alternate equipment shall be certified and installed as directed by the
manufacturer.
D § 111 Fluorescent Ballast and Luminaires Certified: All fluorescent fixtures specified for the
project are certified and listed in the Directory. All installed fixtures shall be certified.
D § 132 Tandem Wiring for One and Three Lamp Fluorescent Fixtures: All one and three lamp
fluorescent fixtures are tandem wired with two lamp ballasts where required by
Standards Section 132; or all one and three lamp fluorescent fixtures are specified
with electronic high-frequency ballasts and are exempt from tandem wiring
requirements.
D § 131(a) Individual Room/Area Controls: Each room and area in this building is equipped with
a separate switch or occupancy sensor device for each area with floor-to-ceiling
walls.
D § 131(b) Uniform Reduction for Individual Rooms: All rooms and areas greater than 100
square feet and more than 0.8 watts per square foot of lighting load shall be
controlled with bi-level switching for uniform reduction of lighting within the room.
D § 131(c) Daylight Area Control: All rooms with windows and skylights that are greater than
250 square feet and that allow for the effective use of daylight in the area shall have
50% of the lamps in each day lit area controlled by a separate switch; or the effective
use of daylight cannot be accomplished because the windows are continuously
shaded by a building on the adjacent lot. Diagram of shading during different times
of the year is included on plans.
D § 131(f) Control of Exterior Lights: Exterior mounted fixtures served from the electrical panel
inside the building are controlled with a directional photo cell control on the roof and
a corresponding relay in the electrical panel, or uses an astronomical time clock.
D § 131(e) Display Lighting. Display lighting shall be separately switched on circuits that are
20 amps or less.
D § 130(c) Efficacy of Exterior Lights: Exterior mounted fixtures with lamps over 100 Watts
served from the electrical panel inside the building have a source efficacy of at
least 60 lumens per Watt, or are controlled by a motion sensor.

Equipment and Systems Efficiencies
D §111 Any appliance for which there is a California standard established in the Appliance
Efficiency Regulations will comply with the applicable standard.
D § 115(a) Fan type central furnaces shall not have a pilot light.
~ § 123 Piping, except that conveying fluids at temperatures between 60 and 105 degrees
Fahrenheit, or within HVAC equipment, shall be insulated in accordance with
Standards Section 123.
~ § 124 Air handling duct systems shall be installed and insulated in compliance with
Sections 601, 603 and 604 of the Uniform Mechanical Code.
Controls
§ 122(e) Each space conditioning system shall be installed with one of'the following:
lKl § 122(e)1A Each space conditioning system serving building types such as offices and
manufacturing facilities (and all others not explicitly exempt from the requirements
of Section 112 (d)) shall be installed with an automatic time switch with an
accessible manual override that allows operation of the system during off-hours for
up to 4 hours. The time switch shall be capable of programming different
schedules for weekdays and weekends; incorporate an automatic holiday "shut-
off'' feature that turns off all loads for at least 24 hours, then resumes the normally
scheduled operation; and has program backup capabilities that prevent the loss of
the device's program and time setting for at least 10 hours if power is interrupted;
or
D § 122(e)1 B An occupancy sensor to control the operating period of the system; or
D § 122(e)1 C A 4-hour timer that can be manually operated to control the operating period of the
system.
D § 122(e)2 Each space conditioning system shall be installed with controls that temporarily
restart and temporarily operate the system as required to maintain a setback
heating and/or a setup cooling thermostat setpoint.
D § 122(g) Each space conditioning system serving multiple zones with a combined
conditioned floor area more than 25,000 square feet shall be provided with isolation
zones. Each zone: shall not exceed 25,000 square feet; shall be provided with
isolation devices, such as valves or dampers, that allow the supply of heating or
cooling to be setback or shut off independently of other isolation areas; and shall
be controlled by a time control device as described above.
D § 122(a&b) Each space conditioning system shall be controlled by an individual thermostat
that responds to temperature within the zone. Where used to control heating, the
control shall be adjustable down to 55 degrees F or lower. For cooling, the control
shall be adjustable up to 85 degrees F or higher. Where used for both heating and
cooling, the control shall be capable of providing a deadband of at least 5 degrees
F within which the supply of heating and cooling is shut off or reduced to a
minimum.
D § 122(c) Thermostats shall have numeric setpoints in degrees Fahrenheit (F) and adjustable
~ setpoint stops accessible only to authorized personnel.
§ 112(b) Heat pumps shall be installed with controls to prevent electric resistance
supplementary heater operation when the heating load can be met by the heat
pump alone.

Ventilation
~ § 121(e) Controls shall be provided to allow outside air dampers or devices to be operated at
the ventilation rates as specified on these plans.
D § 122(f) Gravity or automatic dampers interlocked and closed on fan shutdown shall be
provided on the outside air intakes and discharges of all space conditioning and
exhaust systems.
D § 122(f) All gravity ventilating systems shall be provided with automatic or readily accessible
manually operated dampers in all openings to the outside, except for combustion air
openings.
D § 121(f)1 Air Balancing: The system shall be balanced in accordance with the National
Environmental Balancing Bureau (NEBB) Procedural Standards (1983), or
Associated Air Balance Council (AABC) National Standards (1989); or
D § 121(f)2 Outside Air Certification: The system shall provide the minimum outside air as
shown on the mechanical drawings, and shall be measured and certified by the
installing licensed C-20 mechanical contractor and certified by (1) the design
mechanical engineer, (2) the installing licenced C-20 mechanical contractor, or (3) the
person with overall responsibility for the design of the ventilation system; or
D § 121(f)3 Outside Air Measurement: The system shall be equipped with a calibrated local or
remote device capable of measuring the quantity of outside air on a continuous
basis and displaying that quantity on a readily accessible display divice; or
D § 121(f)4 Another method approved by the Commission.
Service Water Heating Systems
D § 113(b)2 If a circulating hot water system is installed, it shall have a control capable of
automatically turning off the circulating pump(s) when hot water is not required.
D § 113(b)3B Lavatories in restrooms of public facilities shall be equipped with controls to limit the
outlet temperature to 110 degrees F.
D § 113(b)3C Lavatories in restrooms of public facilities shall be equipped with one of the
following:
Outlet devices that limit the flow of hot water to a maximum of 0.5 gallons per
minute.
Foot actuated control valves, and outlet devices that limit the flow of hot water to a
maximum of 0.75 gallons per minute.
Proximity sensor actuated control valves, and outlet devices that limit the flow of hot .
water to a maximum of 0. 75 gallons per minute.
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.25 gallons/cycle ( circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.50 gallons/cycle (non-circulating system).
Self-closing valves, and outlet devices that limit the flow of hot water to a maximum
of 2.5 gallons per minute, and 0.75 gallons/cycle (foot switches and proximity sensor
controls).
