This plan review is based on regulations enforced by the Building Department. Item #2 Please revise the statement on sheet GN note #1 General Requirements of the plans that this project shall comply with Title 24 and the 1997 USC, UMC and UPC and 1996 NEC. The GN sheet was not part of this plan submittal. The Hardware Legend is part of the GN sheet. There is no way of identifying the required lever or panic hardware without a corresponding legend. The previous set GN sheet does not have the reference designation shown for lever or panic hardware. Please provide the revised GN sheet. On the first sheet of the plans indicate: a) The occupant load of the remodel area(s). Please show the occupant load for the remodeled areas on the plans. Item #9 Provide an exit analysis plan (may be 8 1 /2" x 11" or any convenient size). Show in this analysis the occupant load of each area, the general exit flow patterns (by using arrows), accumulated occupant loads and required exit widths. No exit analysis was provided for the proposed tenant improved area and the proposed uses. Please provide the above information. The exiting as shown does not comply with UBC requirements. Below is a partial list of the exiting requirements. Please consider the following exiting requirements in determining the location of the exit access and exit paths of travel: a) Exits should have a minimum separation of one-half the maximum overall diagonal dimension of the building or area served. Section 1004.2.4. b) The maximum number of required exits and their required separation must be maintained until egress is provided from the structure. Section 1004.2.3.1. c) Rooms with more than 10 occupants may have one exit through one adjoining room. Revise exits to comply. Section 1004.2.2. .. Carlsbad 99-4310 i2/29/99 d) Exits shall not pass through kitchens, store rooms, or spaces used for similar purposes. Section 1004.2.2. Exits cannot pass through the warehouse without hallways or fire rated corridors as required by the UBC section below. e) Exit doors should swing in the direction of exit travel when serving any hazardous area or when the area served has an occupant load of 50 or more. Section 1003.3.1.5. Exit doors from Group 6J;, H-I, H-2, H-3, H-6, H-7 and I occupancies shall not be provided with a latch or lock unless it is panic hardware. Section 1007. This applies to the lunch room and lounge/future kitchen areas. Only the main entrance in an A3 occupancy can have door signage and keyed locks as per the UBC section above. All other doors must have panic hardware regardless. All existing storefront doors except the main entrance must have panic hardware as well as the other new doors. g) For exit access purposes, hallways shall be considered as intervening rooms. Section 1004.3.3.1. The hallway may have to be considered as a corridor (and thus possibly fire-rated) under the following conditions: i) If occupants from a room or area (having a cumulative occupant load of 10 or more) have already exited through an intervening room, and the next component of the exit access is into a hallway, that hallway would represent too many intervening rooms. Section 1004.2.2. ii) If a room or area requires two exits, only one exit may be through an infe,vening room. Section 1004.2.2. If the other exit is into a hallway, that hallway would have to comply with the corridor provisions of Section 1004.3.4. The future kitchen is identified as room 102, yet on sheet A-2 the use is shown as a lounge. Is this the intended present use? Please clarify. If the kitchen improvement is not to be a lounge in the interim, please clearly note that the kitchen is not part of this permit and this area is not to be occupied under proposed work is applied for by separate permit. Item #14 Provide mechanical ventilation in all rooms, capable of supplying outside air at a minimum rate of 15 cubic feet per minute per occupant. UBC, Section 1202.2.1. Please revise the osa shown on the sheet M-2 to the respective occupant loads of the rooms shown on the exit analysis. Show on the plans that the osa in the proposed lunch room meets the minimum 15cfm per occupant as based on the UBC occupant factor for the use shown. Only one HVAC unit is identified and it has 400 cfm osa. Please identify the other unit so the osa can be verified from the Zone schedule. The above is a UBC requirement, not an energy requirement. For expeditious processing, corrected sets can be submitted in one of two ways: . 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009, (760) 438-1161. The City will route the plans to EsGil Corporation and the Carlsbad Planning, Engineering and Fire Departments. 2. Bring one corrected set of plans and calculations/reports to EsGil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Please revise the statement on sheet GN note #1 General Requirements of the plans that this project shall comply with Title 24 and the 1997 UBC, UMC and UPC and 1996 NEC. 3. On the first sheet of the plans indicate: a) The previous use of the tenant space. b) Occupancy classifications of the remodel area, B-2 is not a valid classification any longer. c) The occupant load of the remodel area(s). 4. If this improvement is to an existing business please clearly note this on the plans. If this is a new tenant/business in an existing building please provide the following: a) A complete description of the activities and processes that will occur in this tenant space should be provided. A listing of all hazardous materials should be included. The materials listing should be stated in a form that would make classification in Tables 3-D and 3-E possible. The building official may require a technical report to identify and develop methods of protection from hazardous materials. Section 307 .1.6. 5. Note on the plan detail 1/AD1 that the suspended ceilings shall comply with UBC Tables 25-A, 16-0 and 16-B. 6. Specify lever-type hardware for passage doors on floors accessible to the disabled. Title 24. 7. Please designate the separate sex for the proposed shower rooms on the plans. Carlsbad 99-4310 12/6/99 8. Show on the plans the location of any existing fire rated occupancy separations, foyers, reception areas, corridors, stair enclosures etc. 9. Provide an exit analysis plan (may be 8 1/2" x 11" or any convenient size). Show in this analysis the occupant load of each area, the general exit flow patterns (by using arrows), accumulated occupant loads and required exit widths. 10. Please consider the following exiting requirements in determining the location of the exit access and exit paths of travel: a) Exits should have a minimum separation of one-half the maximum overall diagonal dimension of the building or area served. Section 1004.2.4. b) The maximum number of required exits and their required separation must be maintained until egress is provided from the structure. Section 1004.2.3.1. c) Rooms with more than 10 occupants may have one exit through one adjoining room. Revise exits to comply. Section 1004.2.2. d) Exits shall not pass through kitchens, store rooms, or spaces used for similar purposes. Section 1004.2.2. e) Exit doors should swing in the direction of exit travel when serving any hazardous area or when the area served has an occupant load of 50 or more. Section 1003.3.1.5. f) Exit doors from Group A::~. H-1, H-2, H-3, H-6, H-7 and I occupancies shall not be provided with a latch or lock unless it is panic hardware. Section 1007. This applies to the lunch room and lounge/future kitchen areas. g) For exit access purposes, hallways shall be considered as intervening rooms. Section 1004.3.3.1. The hallway may have to be considered as a corridor (and thus possibly fire-rated) under the following conditions: i) If occupants from a room or area (having a cumulative occupant load of 10 or more) have already exited through an intervening room, and the next component of the exit access is into a hallway, that hallway would represent too many intervening rooms. Section 1004.2.2. ii) If a room or area requires two exits, only one exit may be through an intervening room. Section 1004.2.2. If the other exit is into a hallway, that hallway would have to comply with the corridor provisions of Section 1004.3.4. 11. Per the City of Carlsbad request, please note on the plans that "No AC cable or Romex wiring methods are allowed". Carlsbad 99-4310 12/6/99 12. As per Section 1003.2.8, please show in the fixture schedule that two sources of power are provided to the exit signs and the exit illumination. 13. Please provide design and calculations from the Architect or licensed Engineer for the support of the roof top mounted HVAC equipment units 1,3,4,and 5 for the weights shown. Please show the details and findings from the calculations on the plans. 14. Provide mechanical ventilation in all rooms, capable of supplying outside air at a minimum rate of 15 cubic feet per minute per occupant. UBC, Section 1202.2.1. Please revise the osa shown on the sheet M-2 to the respective occupant loads of the rooms shown on the exit analysis. 15. Detail disposal of main condensate drainage from air conditioning units. (UMC Section 309) 16. On the DWV piping diagram please show an automatic trap priming device at the floor sink at the P& T discharge from the water heater. 17. Please show on the plumbing water diagram that the showers control valves ~re to be pressure balanced or thermostatic mixing valves. UPC Section 412.7 18. Plans indicate proposed showers. Revise plans to show, or note, compliance with the following requirements, per Section 1115B.6.2 and California Plumbing Code: a) Compartments are either: i) 42" in width between wall surfaces, and 48" minimum in depth (having an entrance opening ~ 42"), or, ii) ~60" in width between wall surfaces, and 30" minimum in depth (having a full opening width on the long side). As an alternate, showers 60" minimum in width may be 36" minimum in depth as long as the entrance opening width is a minimum of 36 inches. b) If a threshold or recessed drop is used, it shall be: i) s½" in height. ii) Be beveled or sloped s45° from the horizontal. c) The shower floor shall slopes½ per ft. toward the rear to a drain located s6" of the rear wall. d) The floor surface shall be of either Carborundum, grit faced tile or of material providing equivalent slip resistance. e) Indicate a folding seat, located on the wall adjacent to the controls, 18" above the floor. f) The soapdish shall be located on the control wall s40" above the shower floor. Per the City of Carlsbad, please note the following on the plans: a) Roof mounted equipment must be screened and roof penetrations should be minimized (City Policy 80-6). b) No wiring is permitted on the roof of a building and wiring on the exterior of a building requires approval by the Building Official.
