Present California law mandates that residential construction comply with Title 24 and the following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994 UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95). The above regulations apply to residential construction, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3, 1994 Uniform Building Code, the approval of the plans does not permit the violation of any state, county or city law. Please verify Planning Department approval for the relocated washer and dryer in the garage that causes reduced clear garage space. 6. Please dimension the plans for in the area of the proposed work. 7. Please provide a complete cross section of the proposed underfloor improvement. Show the room height on the section. 8. Please provide elevations of the dwelling where the new windows are to be added. 9. If the proposed improvement is to be a bedroom please show permanently wired with battery backup smoke detectors inside the bedroom and outside the bedroom. 10. When the valuation of a room addition or repair exceeds $1,000, or when sleeping rooms are created, smoke detectors shall be provided, except that smoke detectors added at existing construction need only be battery powered. Section 310.9.1.2. Please show or note on the plans that smoke detectors will be installed in all existing bedrooms and the hallways leading to the bedrooms. Carlsbad 98-3745 11/9/98 11. Glazing in the following locations should be of safety glazing material in accordance with Section 2406.4 (see exceptions): a) Fixed or operable panels adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. 12. Please show on the floor/framing plan where the beam to beam connection detail on sheet 3/3 occurs. 13. Show on the plans the layout of all the existing floor joists where walls are to be removed. Identify if the walls removed are bearing or non-bearing. If bearing please show all the tributary loads that are supported by the walls and show what supporting member will replace the walls. 14. Provide calculations and design from a licensed Engineer or Architect for the proposed retaining wall that receives the surcharge from the existing foundation. Have the Engineer or Architect stamp seal and sign with the expiration date the calculations and the structural sheets of the plans. 15. Show how the area between the new retaining wall and the existing foundation will be ventilated. Show minimum underfloor ventilation equal to 1 sq. ft. for each 150 sq. ft. of underfloor area. Openings shall be as close to corners as practical and shall provide cross ventilation on at least two approximately opposite sides. Section 2317.7. 16. Show a minimum of 18" x 24" underfloor access the remaining under floor area. 17. Show on the retaining wall detail that there will be a 6" minimum wood earth clearance at the proposed stud framed wall atop the masonry wall. Please show the size and spacing of the anchoring devices. 18. Please show how the new space will be heated. 19. Please show the exterior light and switch at the existing exterior door. Show the concrete/permanent landing outside the door as wide as the door and a minimum of 36" in length. 20. The regulations require a properly completed and properly signed Form CF-IR to be either imprinted on the plans, taped to the plans or "sticky backed" on the plans, to allow the building inspector to readily compare the actual construction with the requirements of the approved energy design. 21.
