Whereas the requirements of the California Environmental Quality Act and the City of
Carlsbad Environmental Protection Ordinance of 1973 relating to the subject proposed
parcel map have been examined by the Planning Director and declared to have a non-
significant impact upon the environment; and whereas negative findings delineated by
Section 20.24,130 of the Carlsbad Municipal Code have not been made; and whereas this
minor subdivision is found to be in conformity with the General plan of the City of
Carlsbad; therefore, a final decision has been made to approve the subject tentative
parcel map subject to the following conditions:
1...ATI structures within this subdivision shall be constructed to meet Building

The final results of tests and observations indicate that the compacted filled ground has been
placed at 90 percent of the maximum dry density or greater. It has been determined that the
fill materials, compacted to 9G percent of the maximum dry density, have a safe bearing value
of 1930 pounds per square foot for one foot wide continuous footings founded at a minimum depth
of one foot below finish grade and placed five leet or more inside the top of compacted filled
ground slopes. If footings are placed clossr to the exposed slopes rhan 5 feet inside the top of
compacted filled ground slopes, these should be deepened one foot below a 1 1/2 horizontal to
1 vertical line projected outward and downward from a point 5 feet horizontally inside rhe top
of compacted filled ground slopes. Tests indicate that the compacted filled ground is adequate
to satisfactorily support the proposed wood frame dwellings without detrimental settlements.
Expansive clay, sllty clay, and sandy clay soils were placed in the upper three feet in certain
compacted fill areas and also exist in the upper three feet below finished grade in certain cut
areas. The final classification of the soil conditions existing on each lot are presented as

it is recommended that the following special design and precautions be taken for the houses to
be constructed on the above lots:
Type A Lots
Avoid the use of isolated Interior piers. Use continuous footings throughout,
and place these at a minimum depth of two feet below the lowest adjacent
exterior final ground surface.
Reinforce and interconnect continuously with steel bars all Interior and
exterior footings with one *5 bar at 3 inches above the bottom of the footings
and one ^§ bar placed 1 1/2 inches below the top of the stems of the footings.
3. Exercise every effort to assure that the soil under the foundations and slabs has
* a uniform moisture content, 1 percent to 3 percent greater than optimum through-
out the top 3 feet below finished grade at the time of placing foundations and
slabs/
Use raised wooden floors that span between continuous footings, or use all
concrete slabs with 6x6- 10/10 welded wire fabric and provide a minimum
of 4 Inches of clean sand beneath all concrete slabs. A moisture barrier
should be provided In the sand layer 2 Inches below slabs under living areas.
Separate garage slabs from perimeter footings by a 1/2 inch thickness of con-
struction felt or equivalent, to allow independent movement of garage slabs
relative to perimeter footings. Assure complete separation by extending the
felt over the full depth of the front thickened edge of the garage slab. Also,
cut off the garage door stops at least 1/2 inch above the slab.

6. Provide positive drainage away from all perimeter footings to a horizontal
distance of at least 6 feet outside the house walls. ,
Type B Lots
Those lots listed as Type B lots should follow all the above-listed recommendations with the two
following exceptions:
1. The continuous footings may be placed at a minimum depth of 18 inches below
the lowest adjacent exterior final ground surface rather than the two feet
recommended for Type A lots.
2. Single *4 bars placed as directed (above) near tops and bottoms of all interior
and exterior footings may be substituted for the *5 bars recommended for
Type A lots.
Recommendations 3 to 6/ inclusive, as listed for Type A lots, are also applicable to the Type
B lots.
Only nonexpansive soil conditions were observed In the upper three feet on the Type C lots and
therefore specially designed footings and slabs will not be required on these loh.

SCOPE:
This report presents the findings and results of our site inspections
and limited soil investigation at the site of the proposed dup]ex-
rosidontial buildings. It is our understanding that a single
story duplex structure wi11 be constructed on each of the above
subject lots, utilizing concrete slab- on-grade and wood-frame
stucco construction.
The plans available for our use consisted of the grading plans for
La Costa Meadows Unit No. 2 prepared by Rick Engineering Company,
on a scale of 1 inch = 50 feet, their Drawing No. 3434 . The
governing agency number is L5858.«
Since the sites have been previously graded and a Report of
Certification of Compacted Fill has been prepared by benton
Engineering, the scope of our services was liruted to the following.
1. Classify the exposed surface soils and determine the presence
and effect of any expansive soils that could cause detrimental
damage to the proposed duplex type structures and the other
improvements.
2. Perform foundation and steel recommendations for proposed
footings located in the expansive clay soils.
3. Determine tho safe soa1 bearing value of the firn, natural
ground soils and the compacted fall soils (compacted to at
least 90 percent of maximum dry density) .
4. Determine any construction problems that may develop at the
building site as a result of the soil
encountered
The three lots under investigation nave been previously graded.*
Existing streets and curbs have been constructed adjacent to the
lots .
Lots 285 is a cut lot. The soils exposed in Lht. lot surface consist
of light tan, clayey sands and light gray sands. A review of tne
grading plan indicates tnat up to 20 feet of soils were removed
to construct this lot.
Lot 308 is a cut lot located in hard to excavate metavolanic rock.
Some clay is also nixed with the rock.

Lot 347 is located in a cut area, where approximately 2 feet of
soils nave been removed. The exposed surface soils in this lot
cons:st of light brovn to gray-brown clayey sands and clays.
These clays possess moderate to high expansive characteristics.
FIELD i:ivES';'jCATIONS:
Disturbed samples of the representative surface soils were obtained
from each lot and brought to the laboratory for testing
LABORATORY TESTS:
The following tests were performed on the sampled soils in order to
properlv classify then and to determine their physical and mechanical
characteristics.
Mechanical Analysis: This test is conducted on each soil type in
order to determine the percentage of grain size. The analysis is
made in conformance with A.S.T. 4 . 422-54T. The potential expansivity
of clay soils can be determined from this test, since expansivity
is a function of percentage of colloids (fines less than .001mm).
Compact^ion lest: The laboratory compaction test is performed on the
typical natural ground bearing soils in accordance wi th A. S .T .:i. Test
Method n 1557 (four inch diameter mold, five layers, 25 blows each
layer, 10 pound hammer, 10 inch drop, using all material passing a
No. 4 sieve) . 'This test is conducted on tiie soils in order to
determine the optimum moisture and the rna<imum dry density. The
maximum density represents the value to which it is possible to
compact tho soil in the field with the proper compactive effort.
Expan s ion Te s_t: An expansion test was conducted on the potentially
expansive soils. This test was performed in accordance with the
recjuirements set forth in Chapter 6 of tnc County of San Diego
Ordinance No. 2925, Test for Expansive Soils. Expansive soils are
classified as follows.
Swell Expansivity
0 to 3 Percent Low
3 to 6 Percent "Tedium
6 to 12 Percent high
Above 12 Percent Very High
According to the County of San T^iego lest for Expansive Soils, in
general, soils that possess a swell less than three percent arc
considered to be non-expansive.
CONCLUSIONS _AHD RECOMMENDATIONS:
The following summarized conclusions and recommendations are based
on the analysis of all the data and information obtained from the

building sites, field investigations ana laboratory tests on the
typical bearing soils ; and our general knowledge and experience

and other improvements on the exoansive natural ground soils ,
then it is recommended that the following work be performed.

The soils in these lots possess a swell of from two to six
nor cent as measured bv the aforementioned test .
a . The continuous perimeter foundations shall extend a minimum
depth of 12 inches into the firm natural ground . The
continuous foundations shall be reinforced with at least
two No. 4 steel bars ; one bar shall be placed near the top
of the foundation and the other bar shall be placed near
the bo t ton.
b. The concrete floor slabs of the structures shall be founded
on at least two inches th: ck of granul ar base materials such
as non-expansive sands , crushed gravel or equal . It is
rccorimended that the concrete slabs within the dwelling areas
be reinforced \rith 6x6 - 10/10 steel wire mesh.
c. Concrete slabs, such as patios, cool decking, driveways ,
sidewalks, etc., and asphalt pavement shall be founded on
at least two inches thick of non-expansive soils .
The soils an this lot possess a swell of from six to ten percent
as measured bv the aforementioned test .

continuous foundations shall be reinforced with at least
two Ho. 4 steel bars; one bar shall be placed near the ton
of the foundation and the other bar shall be placed near

be founded on at least 4 inches thick of granular base
materials such as non -expansive sands, crushed rock or
equivalent. It is recommended that the concrete slau in
the dwelling area be reinforced with 6xC - 10/10 steel wire

improvements, etc., when founded five feet and further away
from the top of the compacted fill slopes may be of standard
design meeting the reauircmcnts of the governing agency. If
proposed foundations and footings arc located closer than five
feet inside the top of compacted fill slone, they shall be
deepened one foot below a 1.5 horizontal to 1.0 vertical line
projected downward and outward from a point five feet
horizontally inside the ton of compacted fill slqpe.
4. Tne compacted fill soils that occur within five feet of the face
of the fill slope possess poor lateral stability, even though
they have been certified to a relative compaction of 90 percent
of maxirum dry density or better. Proposed structures and other
improvements such as Avails, fences, patios, sidewalks, swimming
pool, driveways, asphalt pavement, etc., that are located within
five feet of the face of compacted fill slope could suffer
differential movement as a result of the poor lateral stability
of these soils.
5. Adequate measures shal1 be undertaken to properly finish grade
each lot {after the structures and other improvements are in
place), such that drainage waters from the lots and the adjacent
nropertios are directed awav from the building foundations,
footings and floor slabs towards the street or the natural
drainage direction for the subdivision. Proner drainage will
insure that no waters will seek the level of tiio foundations,
footings, and floor slabs towards the street or the natural
drainage direction for the subdivision. Proper drainage will
insure that no waters will seek the level of the foundations,
footings and floor slabs which could result in undermining of
the bearing soils and differential settlement or uplift of the
structures and other improvements. This recommendation is
especially important during the rainy season when poor drainage
during construction could allow water to saturate underneath
the garage and dwelling slab areas.
C. Anv backfill soils placed in utility trenches or behind retain-
ing walls which support structures and other improvements, such
as patios, sidewalks, driveways, pavement, etc., (other than

landscaning) shall be compacted to at least 90 percent of
maximun dry density.
7. Future swimming pools and appurtenances, and/or other subsurface
structures that are founded in potentially expansive clay soils
shall be uroperly designed and reinforced with steel following
the recommendations of a structural engineer or soils engineer.

Certification of Compacted Fill by Benton Engineering dated -"
September 1, 1971, their Project i]o . 71-2 -24P, which have
not been enumerated and/or modified heroin shall be applicable
for the proper design of the proposed structures and the
development of the s ite to receive the contemplated improvements .

The application must be signed by the owner (or his authorized representative) of the
property to be served. The total charges must be paid to the District at the time the
application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from the
main collection line in the street (or easement) to the point in the street (at or nea
the applicant's property line) where the service lateral is connected to the applicant
building sewer. The applicant) is responsible for the construction, at the applicant,s
expense, of the sewer pipeline (building sewer) from the applicant's plumbing to the
