To Whom it May Concern:
On Sept, 30, 1980 I obtained samples from the existing soil
from^2&£l & 2833_Cazadero, in La Costa Meadows Unit 2. I ran
an optimum moisture curve on these samples and found the in place
.moisture to average 2.6% higher than the optimum obtained in our
lab. This soil is of an expansive nature, but will not cause any
construction problems if construction occurs with in place moisture
in excess of optimum. If any further data is needed, please contact
our office.

The application -must be signed by the owner (or his authorized representative) of
the .property to be served. The total charges must be paid to the District at the
the application is submitted. f
-If a service lateral is required, it will ba Installed by the Leucadia County Water
District. The service lateral '1s that part of the sewer system that extends from
the ma"1n collection line 1n the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the^appH cant's building sewer. "The applicant is responsible for the construction,
at^the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant1*) plumbing to the point in the street (or easement) where a connection Is made
to the service lateral.

The^counection of the applicant's building sewer to the service lateral shall be
tnacle by the applicant at, his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AMD APPROVED 6V THE DISTRICT BEFORE THE SEWER SYSTEM HAY BE USED BY THE APPLICANT.
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC^
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service -wi.ll begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually cogences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner "as property taxes.
