This is to report the results of tests to detennine the moisture contents of the soils in the upper
three feet below finished grade in the proposed building area at the subject site in Carlsbad,
California.
The soil samples were obtained on August 24, 1984 and the results of the moisture determinations
are presented as follows:

It Is concluded from the field observations of the various soil types and the final results of the
moisture detenninations that the soils in the upper three feet below finished grade-at the locations
sampled hove been sufficiently moistened to minimize the potential expansion of the soils, as
recommended in our report under Project No. 69-11-13D dated February 24, 1970,
It is recommended that positive drainage, 6 inches of vertical fall in 6 feet horizontally, should
be provided around the perimeter of the house in landscaped areas. Drainage systems should be

provided to collect oll runoff from roofs and conduct the water in watertight pipes either into
the streets or storm drains. All surface drainage should be prevented from ponding adjacent ta
or running over the tops of slopes. Inlet boxes and watertight pipes should be installed when
necessary to comply with the above requirements.

APPLICANT MUST SUBMIT EVIDENCE OF BUILDING PERMIT WITHIN 60 DAYS.
FAILURE TO MAKE SUCH SUBMITTAL WILL RESULT IN AUTOMATIC CANCELLATION
OF THE SEWER PERMIT. THE SEWER CONNECTION FEE LESS A $50 ADMINISTRA-
TIVE FEE WILL BE REFUNDED.
A six-month construction period shall be provided and sewer service charges for the bal-
ance of the fiscal year shall be collected at the time of application for sewer permits.
Sewer service charges for subsequent fiscal years shall be collected on the tax roll in the
same manner as property taxes. If the six-month construction period extends into the sub-
sequent fiscal year, a prorated sewer service charge for that fiscal year shall be collected
on the tax roll in the same manner as property taxes. The full sewer service charges for all
subsequent years shall be collected on the tax roll in the same manner as property taxes.
There will be no additional fee or refund if service actually commences on a different date.
The prorated sewer service charge shall not be required in those applications for sewer
permits for subdivisions. Such applicants shall be required to notify the District, on
forms provided by the District, of escrow closings on individual properties within the
subdivision. Sewer service charges shall commence upon close of escrow and will be the
responsibility of the buyer.
If a service late;al is required, it will be installed by the Leucadia County Water
District. The service' lateral is that part of the sewer system that extends from the main
collection line in the street (or easement) to the point in the street (at or near the
applicant's property line) where the service lateral is connected to the applicant's building
sewer. The applicant is responsible for the construction, at the applicant's expense, of
the sewer pipeline (building sewer} from the applicant's plumbing to the point in the street
(or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the District's
specifications, rules and regulations; and
IT MUST BE INSPECTED AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM
MAY BE USED BY THE APPLICANT. THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE
MUST NOTIFY THE DISTRI~ AT THE TIME INSPECTION IS DESIRED. ANY CONNECTION
MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
The Inspection Deposit will be refUI'!ded upon the completion of satisf3ctory inspection of
the connection to the District's sewer system. The inspection deposit shall not apply in those
cases in which the applicant has paid plan check and inspection fees for a subdivision.

An application for a building permit has been submitted in your name listing yourself
as the builder of the property improvements specified. For your protection you should be
aware that as "owner-builder" you are the responsible party of record on such a permit.
Building permits are not required to be signed by the property owners unless they are
personally performing their own work. If your work is being performed by someone other
than yourself, you may protect yourself from possible liability if that person applies for
the proper permit in his or her name.
Contractors are required by law to be licensed and bonded by the State of California and
to have a business license from the City of Carlsbad. They are also required by law to
put their license number on all penilits for which they apply.
If you plan to do your own work, with the exceptton of various trades that you plan to
subcontract, you should be aware of the following information for your benefit and pro-
tection. If you employ or otherwise engage any persons other than your immediate family,
and the work (including material and other costs) is $200 or more for the entire project,
and such persons are not licensed as contractors or subcontractors, then you may be an
employer. If you are an employer, you must register with the state and federal government
as an employer and you are subject to several obligations including state and federal
income withholding, federal social security taxes, workers' compensation insurance,
disability insurance costs, and unemployment contributions. There may be financial risks
for ou if ou do not carr out these obli ations and these risks are es ecially serious
wit respect to wor ers compensat on ·nsurance.
For specific information about your obligations under federal law, contact the Internal
Revenue Service (and, if you wish, the U.S. Small Business Administration). For more
specific information about your obligations under state law, contact the Department of
Benefit Payments and the Division of Industrial Accidents.
If the structure is intended for sale, property owners who are not licensed contractors
are allowed to perform their work personally or through their own emoloyees, without
a licensed contractor or subcontractor, only under limited conditions.
A frequent practice of unlicensed persons professing to be contractors is to secure an
"owner-builder" building permit, erroneously implying that the property owner is providing
his or her own labor and material personally. Building permits are not required to be
signed by property owners unless they are performing their own work personally. Informa-
tion about licensed contractors may be obtained by contacting the Contractors State
License Board in your community or at 1020 N Street, Sacramento, CA 95814.
