the International Building Code, Uniform Plumbing Code, Uniform Mechanical Code, National
Electrical Code and state laws regulating energy conservation, noise attenuation and access for
the disabled. This plan review is based on regulations enforced by the Building Department.
You may have other corrections based on laws and ordinances enforced by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Code sections cited are based on the 2013 CBC, which adopts the 2012 IBC.
The following items listed need clarification, modification or change. All items must be satisfied

Show on the Title Sheet all buildings, structures, walls, etc. included under this
application. Any portion of the project shown on the site plan that is not included
with the building permit application filed should be clearly identified as "not
included" on the site plan or Title Sheet. Sec. 107.2. Is all the bathrooms and
stairways details already approved under other permit? Please clarify on the
plan.
2. Please provide an exit analysis plan (may be 8 1/2" x 11" or any convenient
size). Show in this analysis the occupant load of each area, the general exit flow
patterns (by using arrows), accumulated occupant loads and required exit widths.
Section 107.2.3. Some of the rooms do not show the occupant load.(?)
Note on the plans: "All egress doors shall be readily openable from the egress
side without the use of a key or special knowledge or effort." Section 1008.1.9.
In lieu of the above, in a Group B, F, M or S occupancies (or places of religious
assembly or Group A occupancies having an occupant load of 300 or less), you
may note on the plans "Provide a sign on or near the exit door, reading THIS
DOOR TO REMAIN UNLOCKED WHEN BUILDING IS OCCUPIED." This
signage is only allowed at the main exit. Section 1008.1.9.3.
Exit doors shall provide a clear width of not less than 32" when open 90 degrees
(i.e., a 3' wide door), and must have a minimum height of 6 feet 8 inches.
Maximum leaf width is 4 feet. Section 1008.1.1. (No door schedule was

Regardless of occupant load, a floor or landing not more than 1/2 inch below the threshold is required on each side of an egress door. Section 1008.1.7.

approach and shall be on an accessible route. The clear space shall
extend a maximum of 19" underneath the sink. Section 11 B-606.2.
The accessible sink shall be mounted with the counter or rim no higher
than 34" above finish floor. Knee clearance that is at least 27" high, 30"
side and 19" underneath the sink shall be provided. Hot water and drain
shall be insulated or otherwise configured so as to protect against contact.
There shall be no sharp or abrasive surfaces under the sink. Section 1113-
606.
C) Faucet controls and operating mechanisms shall be operable with one
hand and shall not require tight grasping, pinching or twisting of the wrist.
Lever operated, push-type and electronically controlled mechanisms are
acceptable. Self-closing valves are allowed if the faucet remains open for
at least 10 seconds. Section 11 B-606.4.
. COUNTERS AND TABLES
11. The tops of tables and counters shall be 34" maximum above the floor. Section
11 B-904. Where a single counter contains more than one transaction station,
such as a bank counter with multiple teller window or a retail sales counter with
multiple cash register stations, at least one of each type of station shall be located
at a section of counter that is at least 36" long and no more than 28" to 34" high.

electrical is intended. The panel schedules found on sheets E38 thru E44 are
incomplete. The single line diagram is incomplete. The feeder schedule lists
"Conduit Only". There are many pages of lighting plans but there is no light
fixture schedule referenced to the lighting plans.
Provide load calc'c for each of the services shown or show that the connected
load does not exceed the capacity of the services.
Provide emergency lighting plan and specify the method of providing emergency
backup power to the emergency lighting and show the location of all exit signs
and emergency light fixtures.
For plans submitted for plan check on or after 7/1/14, provide a Prescriptive or
Performance energy design for the lighting demonstrating compliance with
current 2013 energy efficiency standards. Information and Forms are available
at: www.energy.ca.gov/tit1e24/2013standards.
Multilevel lighting controls are required in areas exceeding 100 square feet in
area and have a connected lighting load exceeding .5 watts per square foot
(Classrooms are .7 watts). Review ES Table 130.1-A for design requirements.
Include control placement and design on the floor plans. (AB switching no longer
complies for most fixture types.)
Shut-Off Controls: Each floor, each space (not exceeding 5,000 square feet),
and each type (general, display, and ornamental) of lighting shall be individually
capable of being automatically shut-off when the building is unoccupied. Include
the control design. (A percentage of egress lighting is now included in the shut-

general lighting in daylit zones. Please provide the locations and
