At Ue request of the Project Developer, a representative from this firm has made periodic
inspections and performed rclative compaction testing during the remedial grading at the
above referenced site. Grading was limited to an approximate 3' soils removal which
extended 5' outside the building footprint. Firm soils were encountered at 3' in depth.
This bottom area was then water conditioned and compacted using a 5 ton vibrating roller,
mdiv dual test results and a location sketch are attached for your review. It is
recommended. that the intenlal plumbing trenches be backfilied and compacted to a
minimuzi of 90%j4tive compaction.

Conventional construction provisions require braced panel every 25" each
direction.
Braced panels to connect to the structural framing above and below the wall.

"What's important is Whether or not the guy with his seal on the plans is satisfied
with the construction."

sets can be submitted in one of two whys:
1. Deliver all corrected sets of plans and calculations/reports directly to the City
of Carlsbad Building Department, 2075 Las Palmas Drive, Carlsbad, CA 92009,
(619)438-1161. The City will route the plans to EsGil Corporation and the
Carlsbad Planning, Engineering and Fire Departments.
NOTE: Plans that are submitted directly to EsGil Corporation only
will not be reviewed by the City Planning, Engineering and Fire

5. When special inspection is required, the architect or engineer of record shall
prepare an inspection program which shall be submitted to the building official

FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the Uniform Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC. (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless 'of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be inconformance with the cited codes and regulations. Per Sec. 106.4.3,
1994 Uniform Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

2. Plans, specifications and calculations shall be signed and sealed by the
California state licensed engineer or architect responsible for their preparation,
for plans deviating from conventional wood frame construction. Specify
expiration date of license. (California Business and Professions Code).
3. Specify on the Title Sheet of the plans the gross floor area of each element of
this project, including dwelling, garage, carport, patio, deck and balcony. Section
106.3.3.
4. On the cover sheet of the plans, specify any items requiring special inspection,
in a format similar to that shown below. Section 106.3.2.

5. When special inspection is required, the architect or engineer of record shall
prepare an inspection program which shall be submitted to the building official
for approval prior to issuance of the building permit. Please review Section
106.3.5.
6. On the cover sheet of the plans, specify any items that will have a deferred
submittal (trusses, etc.). Additionally, provide the following note on the plans,
per Sec. 106.3.4.2: "Submittal documents for deferred submittal items shall be
submitted to the architect or engineer of record, who shall review them and
forward them to the building official with a notation indicating that the deferred
submittal documents have been reviewed and that they have been found to be in
general conformance with the design of the building. The deferred submittal
items shall NOT be installed until their design and submittal documents have
been approved by the building official."
. FIRE PROTECTION
7. Show locations of permanently wired smoke detectors with battery backup:
Inside each bedroom.
Centrally located in corridor or area giving access to sleeping rooms.
On each story.
NOTE: Detectors shall sound an alarm audible in all sleeping areas of the unit.
Section 310.9.1.
8. When the valuation of a room addition or repair exceeds $1,000, or when
sleeping rooms are created, smoke detectors shall be provided per the above,
except that smoke detectors added at existing construction need only be battery
powered. Section 310.9.1.2. See owner's cottage.
. GENERAL RESIDENTIAL REQUIREMENTS
9. Dimension on the plans 30" clear width for water closet compartments and 24"
clearance in front of water closet. Section 2904.
10. Glazing in the following locations should be of safety glazing material in accordance
with Section 2406.4 (see exceptions):
Fixed and sliding panels of sliding door assemblies and panels in swinging
doors other than wardrobe doors.
Fixed or operable panels adjacent to a door where the nearest exposed edge
of the glazing is within a 24-inch arc of either vertical edge of the door in a
closed position and where the bottom exposed edge of the glazing is less
than 60 inches above the walking surface.
11. Walls and floors separating units in a duplex shall be of one-hour fire resistive
construction. Provide details of the assemblies. Section 310.2.2.

EXITS, STAIRWAYS, AND RAILINGS
12. Provide stairway and landing details. Sections 1006.3, 1006.15 and 1006.2.
Maximum rise is 7" and minimum run is II". When the stairs serves less
than 10 occupants, or serves an unoccupied roof, rise may be 8"
maximum and run 9" minimum
Minimum width is 36"
13. Handrails:
Handrails and extensions shall be 34" to 38" above nosing of treads and
be continuous.
All stairs shall have handrails terminating in a newel or safety post.
Section 1006.9.
The handgrip portion of all handrails shall be not less than 1-1/4 inches nor
more than 2 inches in cross-sectional dimension. Handrails projecting from walls
shall have at least 1-1/2 inches between the wall and the handrail. Sect. 1006.9.
ROOFING/DECKING
Specify deck(balcony) slope.
Specify roof/deck material and application. Chapter 15.
Specify l.C.B.O. or, U.L. approval number for roof/deck materials not covered in
U.B.C., e.g., tile, etc. Section 106.3.3.
Specify minimum 1/4 inch per foot deck slope for drainage or design to support
accumulated water. Sections 1506.1 and 1605.6.
Show attic ventilation Minimum vent area is 1/150 of attic area (or 1/300 of attic
area if at least 50% of the required vent is at least 3 feet above eave vents or
cornice vents). Show area required and area provided. Section 1505.3.
Note.on the plans: "Attic ventilation openings shall be covered with corrosion-
resistant metal mesh with mesh openings of 1/4-inch in dimension." Sect 1505.3.
GARAGE AND CARPORTS
Show garage framing sections, lateral cross bracing at plate line, method
bracing garage front and holddowns if required Chapter 16

. CONCRETE AND MASONRY
22. Provide construction details(section thru CMU column) of all masonry or
concrete walls. Chapters 21 and 19. See CMU column on detail 3/S-4.
FOUNDATION REQUIREMENTS
23. Per soils report, note on the plan the soils classification and whether or not the
soil is expansive. Section 1804.3.
24. The soils engineer recommended that he/she.review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building
official in writing that: -
The building pad was prepared in accordance with the soils report,
The utility trenches have been properly backfilled and compacted, and
The foundation excavations, the soils expansive characteristics and
" . '". " ' .bearing capacity conform to the soils report."
25. Note on plans that surface water will drain away from building and show
drainage pattern and key elevations. Section 1804.7.
26. Show foundation bolt size and spacing. Foundation bolt size and spacing for
shear walls must be clearly shown on the foundation plan. Section 1806.6.
27. If required, show size, embedment and location of hold down anchors on
foundation plan. Section 106.3.3.
28. If hold downs are required, note oh 'plan that hold down anchors must be tied in
place prior to foundation inspection. Section 108.5.2.
. FRAMING
29. In duplexes, draft stops shall be provided in floor-ceiling assemblies and attics
in line with walls separating units and, separating units from common areas.

33. 'Provide calculations .for main vertical and horizontal framing members and
footings. Section 106.3.3.

maximum vertical headroom height in the attic is less than 30". Access must be
provided to each separated attic area, shall be located in a hallway or other

38. Specify nail size and spacing for all shear walls, floor and roof diaphragms.

above roof per I.C.B.O. approval or Table 31-13.
Note on plan: Gas vents and noncombustible piping in walls, passing through
three floors or less, shall be effectively draft stopped at each floor or ceiling.

. ELECTRICAL (NATIONAL ELECTRICAL CODE)
Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If service is over 200 amps,
submit single line diagram, panel schedule and load calculations.
. PLUMBING (UNIFORM PLUMBING CODE).
Show T and P valve on water heater and show route of discharge line to
exterior. UPC, Section 608.5.
Provide a note on the plans: In showers and tub-shower combinations, control
valves must be pressure balanced or thermostatic mixing valves. UPC Section
410.7
New water closets and associated flushometer valves, if any, shall use no more
than 1.6 gallons per flush and shall meet performance standards established by
the American National Standards Institute Standard Al 12.19.2.. H & S Code,
Section 17921.3(b).
. NOISE INSULATION (DUPLEXES)
Show details of duplex common (party) walls and floor/ceiling assemblies to
achieve a Sound Transmission Class (SIC) rating in walls of 50 decibels and an
Impact Insulation Class (IIC) rating on floor/ceiling of 50 decibels. Title 24.
Show how penetrations of assemblies for piping, electrical devices, recessed
cabinets, bathtubs, soffits, or heating ventilating, or exhaust ducts shall be
sealed, lined, or insulated to maintain required sound transmission rating.

. ENERGY CONSERVATION
Provide plans, calculations and worksheets to show compliance with current
energy standards.
Provide a note on the plans stating "All new glazing (fenestrations) will be
installed with a certifying label attached, showing the U-value."
. CARLSBAD S.F.D. & DUPLEX SUPPLEMENT
New residential units must be pre-plumbed for future solar water heating. Note
that two roof jacks must be installed where the water heater is in the one story
garage and directly below the most south facing roof (City Ordinance No. 8093).

DEDICATION REQUIREMENTS
Dedication for all street Rights-of-Way adjacent to the building site and any storm
drain or utility easements on the building site is required for all new buildings and

Subject: Limited Soils
TO WHOM IT MAY CONCERN:
At the request of the project architect, this firm has conducted a limited soils investigation
at the above referenced site. This investigation consisted of a field site review, two
random borings to a depth of 14' near the proposed development area, and an analysis of
the representative soils encountered. Currently, the site is utilized as a single fmily
residence. This structure is scheduled to be demolished and a two-story, two unit
apartment building is to be constructed in approximately the same location.
Two 6" diameter borings were drilled adjacent to the proposed apartment building. Both
borings revealed nearly identical soil profiles. A medium to dark brown sand was present
to a depth of 8' where it transitioned to a lighter tan brown sand. The soils were generally
dry to slightly damp with no groundwater encountered to the depth of the boring.
Based on a visual analysis, experience with similar soils in the region and similar projects,
it was determined that the coastal sands are non-expansive and that no special design for
expansive soils is required for this project. Foundations for the proposed apartment
building shall be designed by the project architect. An allowable bearing pressure of 1800
p.s.f may be utilized for this design. This value may be increased by 1/3 for the design of
load that includes wind and seismic analysis. These recommendations are based upon soil
characteristics only, and do not reflect any possible design considerations imposed by the
building design which might increase these recommendations.
It is anticipated that the upper 30" of soil within the demolition area will be disturbed
during the process, with the probability of deeper disturbances occurring in isolated areas
such as tree removals and encountering old utilities, septic tanks, etc. It is recommended
that this office be contacted to provide soil inspection and compaction testing during the
final stages of demolition and the following regrading of the site. Actual soil removal
depths will be determined by the field engineer at the time of grading.
