Gentlemen:
In accordance with your request, we have inspected the subject
lots for moisture content. The moisture samples were taken ax
the depths prescribed by "The Interim Report of Compacted Fill
Ground and Classification of Soil Conditions" :Cor La Costa Meaiows
Unit Nos. 2 and 3-
The optimum moisture content J>\ Lot 58- was recetermined. The
results of the tests tabulated jelow, indicate J,hat the moisture
content of the foundation soils generally meets the requirements
of the City of Carlsbad.

Gentlemen:
In accordance with your request, we have inspected the subject
lots after the presoak operations. The moisture content of
the foundation soils on the lots was increased by ponding
water inside earth perimeter dikes for a period understood
by us to exceed approximately three days. Moisture content
tests were performed November 7t 1977 on soil samples ob-
tained from an approximate depth of 3 feet below existing
pad grade on the subject lots. The results of the tests,
tabulated below, indicate that the moisture content of the
foundation soils had been increased generally in accordance
with the City of Carlsbad requirement for expansive soil con-
ditions.

Test holes excavated on Lot 58! (La Costa Meadows Unit 3)
exposed a very hard strata of cemented sea shell material at
an approximate depth of 10 inches to 1 foot below existing
pad grade. The thickness of the material was not determined.
Penetration to the desired soil sampling depth (3 ft.) was
possible in the front portion of the lot near Cacatua Street.
The hard material, possibly cemented by a calcium carbonate
compound, may prove difficult to penetrate during excavation
of footing trenches.
Investigation of the thickness of these materials' during
excavation operations and evaluation of the expansive pot-
ential of the prevailing foundation material may provide
a basis for reducing the existing expansive soil foundation
design requirements.

On September 29,1977, Seville-Trident Corporation applied for, received and paid for
Building Permits on the following locations in La Costa Meadows.

In September of 1977 the Kading Construction Company of Encinitas was about to complete
two (2) homes for this corporation, one at 2811 Cacatua and the other at 6515 Avenue del
Paraiso (Lots 512 and 24 respectively.
It was anticipated, at that time, that Kading Construction Company would be the contractor
on the five (5) lots listed above and these permits were taken under the Kading Construction
Company's name.
However, subsequently, during November and December, 1977 Kading Construction Company
began experiencing serious financial difficulty. Kading Construction Company did not com-
plete the two homes at 2811 Cacatua and 6515 Ave. del Paraiso until February of 1978,
although Seville-Trident Corporation had advanced funds in excess of the contractural
committment.
Kading Construction Company has never been involved and is not involved, now, in any way
on the five lots listed above.
A new contract was entered into, on March 9,1978, with Gary Clark, DBA, C. & D.
Construction Company, 311 Sierra Ridge, Encinitas, Calif. 92024 as the General Contracto
(License #304952.)

The application must be signed by the owner (or his authorized represen'taH?ive^olrrrne
property to be served. The total charges must be paid to the District at the time the
application is submitted.
If a service lateral is required, it will be xnstalled by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from the
main collection line in the street (or easement) to the point in the street (at or near
the applicant's property line) where the service lateral is connected to the applicant's
building sewer. The applicant is responsible for the construction, at the applicant,s
expense, of the sewer pipeline (building sewer) from the applicant's plumbing to the
point in the street (or easement) where a connection is made to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be made
by the applicant at his expense. The connection must be made in conformity with the
District's specifications, rules and regulations; and IT MUST BE INSPECTED AND APPROVED
BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT. THE APPLICANT, OR
HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE TIME INSPECTION IS DESIRED
ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLECTION LINE WITHOUT PRIOR APPROVAL AND
INSPECTION BY THE DISTRICT WILL BE CONSIDERED INVALID AND WILL NOT BE ACKNOWLEDGED.
After connection is complete, the property described above is subject to a monthly
sewer service charge, billed bi-monthly in advance. The rate will be governed by the
use of the property, single family, multiple dwelling or commercial. Non-payment of
the sewer service charge is subject to a 5% penalty per month, plus disconnection if
necessary.
