This plan review is limited to the technical requirements contained in the International Building
Code, Uniform Plumbing Code, Uniform Mechanical Code, National Electrical Code and state
laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that construction comply with the 2007 edition of the California
Building Code (Title 24), which adopts the following model codes: 2006 IBC, 2006 UPC, 2006
UMC and 2005 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2006 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.
• PLANS
1. Please make all corrections and submit two new complete sets of prints, to:
Esgil Corporation, 9320 Chesapeake Drive, Suite 208, San Diego, California
92123, (858) 560-1468.
2. Indicate on the Title Sheet of the plans the name of the legal owner and name of
the person responsible for the preparation of the plans. Sec. A 106.1.1.
3. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
4. Plans deviating from conventional wood frame construction shall have the
structural portions signed and sealed by the California state licensed engineer or
architect responsible for their preparation, along with structural calculations ..
(California Business and Professions Code).
5. Specify on the Title Sheet of the plans the gross floor area of each element of
this project, including dwelling, garage, carport, patio, deck and balcony. Sec.
A106.1.1.
6. Provide a statement on the Title Sheet of the plans, stating that this project shall
comply with the 2007 California Building Code, which adopts the 2006 IBC, 2006
UMC, 2006 UPC and the 2005 NEC.
7. Provide a fully dimensioned site plan drawn to scale. Sec. A 106.1.1. Please
include the following:
a) North arrow.
b) Property lines/easements.
c) Streets/alleys.
d) Existing and proposed buildings and structures.
8. Clearly dimension building setbacks from property lines, street centerlines, and
from all adjacent buildings and structures on the site plan. Sec. A 106.1.1.
9. Clarify on the plans the number of units in the building where the proposed
addition is to be located.
10. A floor plan of the existing dwelling is required, drawn to scale, with all rooms
labeled. The size, grade and species of the existing structure must be shown to
verify that structure is not being overloaded with the new addition.
• FIRE PROTECTION
11. Exterior walls closer than 5 feet to property lines shall be one-hour rated
construction on each side. Additionally, exterior walls from O feet to 3 feet from
the property line may have no openings. Exterior walls greater than 3 feet, up to
5 feet, from the property line may have openings, but the openings are limited to
25% of the exterior wall area. CBC Table 602, Footnote f and Table 704.8.
12. Exterior walls shall have a 30 inch parapet when they are required to be fire-
resistance rated in accordance with Table 602 because of fire separation
distance ( <5' to the property line). See exceptions in Section 704.11. The
uppermost 18" of such parapets shall be noncombustible.
13. Show locations of permanently wired smoke alarms with battery backup as
follows (Section 907.2.10.1.2):
a) Inside each bedroom.
b) On the ceiling or wall outside of each separate sleeping area in the
immediate vicinity of bedrooms.
c) In each story within a dwelling unit, including basements.
• NOTE: Where more than one smoke alarm is required to be installed within a
unit, the smoke alarms shall be interconnected in such a manner that the
activation of one alarm will activate all of the alarms in the unit. Section
907.2.10.3.
14. Where an addition, alteration or repair to an individual dwelling unit or guestroom
in Group R requires a permit, battery-operated smoke alarms shall be installed in
the existing construction in accordance with the preceding item. Section
907.2.10.5.2.
15. Show that required egress windows from sleeping rooms have not been effected.
Sleeping rooms shall have a window or exterior door for emergency escape.
Section 1026.
a) Windows must have an openable area of at least 5.7 square feet (5.0
square feet for grade-floor openings), with the minimum openable width
20" and the minimum openable height 24".
b) The bottom of the clear opening shall not exceed 44" above the floor.
c) Such openings shall open directly into a public way or a court that opens
to a public way (4-sided courts are prohibited).
d) The emergency door or window shall be openable from the inside to
provide a full, clear opening without the use of any keys or tools.
16. Show that light and vent requirements are maintained. Every space intended for
human occupancy shall be provided with natural ventilation and natural light by
means of exterior glazed openings, or shall be provided with mechanical
ventilation/artificial light. Sections 1203.1 and 1205.1.
a) The minimum net glazed area for natural light shall not be less than 8% of
the floor area of the room served. Section 1205.2.
b) The minimum openable area to the outdoors for natural ventilation shall
be 4% of the floor area being ventilated. Section 1203.1.
17. Show that ceiling height for habitable rooms and hallways is a minimum of 7'-6".
Section 1208.2.
18. Glazing in the following locations should be of safety glazing material in
accordance with Section 2406.3 (see exceptions):
a) Fixed and sliding panels of sliding door assemblies and panels in swinging
doors other than wardrobe doors.
b) Doors and enclosures for hot tubs, whirlpools, saunas, steam rooms,
bathtubs and showers and in any portion of a building wall enclosing these
compartments where the bottom exposed edge of the glazing is less than
60 inches above a standing surface.
c) Fixed or operable panels adjacent to a door where the nearest exposed
edge of the glazing is within a 24-inch arc of either vertical edge of the door
in a closed position and where the bottom exposed edge of the glazing is
less than 60 inches above the walking surface.
d) Individual fixed or operable panels, other than those locations described
above, that meet all of the following conditions:
i) Exposed area of an individual pane is greater than 9 square feet,
and:
ii) Exposed bottom edge is less than 18 inches above the floor, and:
iii) Exposed top edge is greater than 36 inches above the floor, and:
iv) One or more walking surfaces are within 36 inches horizontally of the
plane of the glazing.
e) Glass railings, regardless of height, above a walking surface (including
structural baluster panels and nonstructural in-fill panels).
f) Walls and fences used as the barrier for indoor and outdoor swimming
pools and spas when all of the following conditions are present:
i) The bottom edge of the glazing is less than 60 inches above the pool
side of the glazing, and:
ii) The glazing is within 5 feet of a swimming pool or spa deck area.
g) Walls enclosing stairway landings or within 5 feet of the bottom and top of
stairways where the bottom edge of the glass is less than 60 inches above
a walking surface.
19. Where a window sill is more than 6' above the finished grade, the lowest
openable part of the window shall be at least 24" above the finished floor of the
room. Glazing between the floor and a height of 24" shall be fixed or have
openings such that a 4" sphere cannot pass through. Section 1405.12.2
20. Walls and floors separating units in a duplex shall have a sound transmission
class (STC) of not less than 50. Additionally, floors must have an impact
insulation class (IIC) rating of not less than 50. CBC Section 1207.3. Show the
location of and provide details of the listed wall and floor/ceiling assemblies, and
indicate the listing agency and listing number for the tested ratings.
21. In California, adjacent "townhouse" units (defined as a group of 3 or more
attached units in which each unit extends from the foundation to roof and with
open space on at least two sides) shall comply with the following, per CBC
Section 419:
a) EACH unit shall be provided with a one-hour fire-resistance-rated wall
assembly separating the units. CBC Section 419.4.
• Exception: In lieu of the two separate 1-hour walls, a common 2-hour wall
shall be permitted for townhouses if such walls do not contain plumbing or
mechanical equipment, ducts or vents in the cavity of the common wall.
b) Each individual townhouse shall be structurally independent. Section
419.4.4.
• Exceptions: Foundations supporting common walls; roof and wall sheathing
from each unit may fasten to the common wall framing; nonstructural wall
coverings; flashing. Also, townhouses separated by a common 2-hour wall
as provided in Section 419.4.
c) The fire-resistance-rated wall separating townhouses shall be continuous
from the foundation to the underside of the roof sheathing. The fire-
resistance rating shall extend the full length of the wall, including wall
extensions through attached enclosed accessory structures.
d) Parapets constructed in accordance with Section 704.11 shall be
constructed for townhouses as an extension of exterior walls in
accordance with the following:
i) Where roof surfaces adjacent to the wall are at the same elevation,
the parapet shall extend not less than 30" above the roof surface.
ii) Where roof surfaces adjacent to the wall are at different elevations
and the higher roof is not more than 30" above the lower roof, the
parapet shall extend not less than 30" above the lower roof surface.

• Exception: A parapet is not requires in the two cases above when the
roof is covered with a minimum Class C roof covering and the roof
sheathing is of noncombustible materials (or approved fire-retardant-
treated wood} for a distance of 4' on each side of the wall (or one layer
of 5/8" Type X gypsum board is installed directly beneath the roof
sheathing, supported by a minimum 2" ledgers attached to the sides of
the roof framing members, for a minimum distance of 4' on each side
of the wall.
iii) A parapet is not required where roof surfaces adjacent to the wall
are at different elevations and the higher roof is more than 30"
above the lower roof. The common wall construction from the
lower roof to the underside of the higher roof deck shall have not
less than a 1-hour fire-resistance rating. The wall shall be rated for
exposure from both sides.
iv) Parapets shall have the same fire-resistance rating as that required
for the supporting wall. On any side adjacent to a roof surface, the
parapet shall have noncombustible faces for the uppermost 18" to
including counterflashing. Where the roof slopes toward a parapet
at slopes greater than 2:12, the parapet shall extend to the same
height as any portion of the roof within 3' but in no case shall the
height be less than 30 inches.
• ROOFING
22. Specify roof material and application. Chapter 15.
a) In California, Table 1505.1 was modified for Group A, E, H, I, Land R
occupancies, along with high-rise buildings, to eliminate Footnote C, thus
requiring Class C roofing as the minimum.
23. Specify on the plans the following information for the roof materials, per Section
A106.1.1:
a) Manufacturer's name.
b) Product name/number.
c) ICC approval number, or equal.
24. Specify roof slope on the plans.
25. Specify minimum 1/4 inch per foot roof/deck slope for drainage or design to
support accumulated water. Section 1611.1.
• GARAGE AND CARPORTS
26. The garage shall be separated from the residence and its attic area by not less
than½" gypsum board applied to the garage side (at walls). Garages beneath
habitable rooms shall be separated by not less than 5/8" Type X gypsum board.
Section 406.1 .4.
27. Structural members supporting a horizontal fire barrier must have the same
fire-resistive rating as the separation. Section 711.4.
• FRAMING
28. The plans submitted are inadequate. Only one sheet was drawn to scale; most
of the sheets are illegible. Provide complete structural details of the existing
dwelling and the proposed addition, drawn to scale and legible, on the plans with
cross referencing as needed to show the structural framing will comply with the
design calculations and building code requirements. The drawings from Metals
USA shall be marked up to show exactly what wind speed, exposure, seismic
design parameters and details will be used. Clearly show which members will be
used from each table. If a table is not to be used, please cross it out. Section
A106.1.1.
29. Provide a copy of the currently approved and valid IAPMO listing under which
this addition has been designed. Provide minimum structural specifications on
the plans to show that all structural materials will comply with the design
calculations and building code requirements. Section A 106.1.1.
30. Provide roof framing plan and floor framing plan. Section A 106.1.1.
31. Provide framing sections through the addition in both the N/S and E/W
directions. Section A 106.1.1.
32. The calculations should use a roof live load of 20 psf. This may be reduced for
pitch, but for 4:12 roofs the roof live load may not be reduced below 20 psf. This
differs from previous codes. Section 1607.11.2.1.
33. If the listing requires special inspection, a Statement of Special Inspections,
prepared by the registered design professional in responsible charge, shall be
submitted. This statement shall include a complete list of materials and work
requiring special inspection, the inspections to be performed and an indication
whether the special inspection will be continuous or periodic. Section 1705.2.
34. Conventional light-frame construction should meet the requirements of Section
2308. If the conventional-framed provisions cannot be satisfied, then an
engineered design shall be submitted.
• MECHANICAL
35. Show on the plans the location, type and size (BTU's) of all heating and cooling
appliances or systems.
• ELECTRICAL
36. Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If the service is over 200
amperes, submit a single line diagram, panel schedules, and provide service
load calculations.
37. Note on the plans that receptacle outlet locations will comply with CEC Article
210.52(A).
38. Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room and in hallways. CEC Article 210.70(A).
39. All bedroom branch circuits now require arc fault protection. Note clearly on the
plans that "Bedroom branch circuits will be arc fault circuit protected." CEC
Article 210.12(B).
40. Provide GFCI protection to all 125-volt, single-phase, 15-and 20-ampere
receptacles installed in bathrooms, garages, crawl spaces, laundries, wet bar
sinks, basements, outdoors, kitchen counters, and at wet bar sinks. CEC Article
210.8.
• ENERGY CONSERVATION
41. Provide plans, calculations or worksheets to show compliance with current
energy standards.
42. The regulations require a properly completed and properly signed Form CF-1 R
( 4 pages) to be either imprinted on the plans, taped to the plans or "sticky
backed" on the plans, to allow the building inspector to readily compare the
actual construction with the requirements of the approved energy design.
43. Specify, on the building plans, that all of the mandatory energy features are
indicated on the plans and specifications or include a completed MF-1 R form on
the plans.
44. Show on the plans compliance with the residential energy lighting requirements
(Mandatory requirement):
a) All other rooms require any installed fixtures to be high efficacy or be
controlled by a manually-on occupancy sensor or dimmer. (Closets under
70 square feet are exempt).
Note: Generally a high efficacy style of fixture is fluorescent complete with
electronic ballasts. Regular incandescent, quartz halogen and halogen MR
lamps do not comply.
45. The replacement windows in an alternation must meet the U-factor and Solar
Heat Gain Coefficient (SHGC) of Package "D". (Prescriptive requirement)
46. The window schedule shall clearly describe the required U-factor and solar heat
gain coefficient (SHGC) values and demonstrate compliance with the Title 24
energy calculations.
