The staircase no longer serves a purpose, and some of the senile occupants go down the stairs and get lost. The total estimated cost of removal and platforming is $12,000. Because this area is near a bathroom, the plan checker has indicated handicap provisions are required. To get to the area it is necessary to pass fully handicapped bathrooms. This is a senior citizens home where rooms with baths are provided for the occupants. All these baths are handicapped equipped. Nothing would be gained or lost in accessibility. There is none now and will be none after the construction in the area. We declare this an unreasonable hardship for the applicant and will not require the bath in the area of the stairway to be handicap equipped.
