residents living in the main building or in the cottages bounded by Carlsbad Blvd., Grand
Avenue, Ocean Avenue and Christianson Way.
Salvage efforts will continue through Saturday, August 10, 1996. All utilities will
be turned off on August 12, 1996. Asbestos abatement (hazardous waste removal) will
commence on August 14, 1996, Demolition will follow in about fifteen days.

An asbestos assessment was performed by CT&E Environmental Services Inc. at Carlsbad by the
Sea, Carlsbad, CA between August 1 and August 6,1996.
The purpose of this hazard assessment was to determine the presence of asbestos-containing
materials within the building described above and will include, but may not be limited to, the
following types of building materials.

Procedure:
All accessible' areas of each building were inspected for the presence of asbestos-containing
materials. Care is taken during sample collection to avoid fiber release and sample cross-
contamination.
Sample analysis of bulk materials was performed in accordance with procedures described in
Appendix A, "Method for the Determination of Asbestiform Minerals in Bulk Insulation Samples",
published in 40 CFR Ch. I (1-1-87 Edition), Pt. 763, Subpart F, Ap. A, pages 293-299. This
procedure involves examination of the samples with a petrographic microscope utilizing polarized
light, a procedure commonly known as polarized light microscopy (PLM).
Dispersion staining is a technique that is used in conjunction with PLM. This technique allows the
analyst to measure the refractive index of the fiber by producing colors through the dispersion of
refractive index of the fiber as it relates to the dispersion index of the mounting liquid. A more
positive identification of asbestos can be made when both PLM and dispersion staining are used.
All results generated via bulk asbestos analysis are reported in terms of approximate percent by
volume. The results are presented on the following pages.

Inventory:
The following condition types were used to assess the asbestos-containing materials.
Good - No damage or deterioration, material is intact and shows no signs of damage
or deterioration. No debris was present.
Fair - Moderate damage or deterioration, material is breaking up into layers or
beginning to come loose from the substrate. There are small areas where the
material is deteriorating. Minor debris may be present.
Poor - Severe damage or deterioration. The material is non-cohesive. Pieces are
dislodged and debris is evident. Non-friable material has become friable.
Unknown - Materials located but impossible to assess, i.e., underneath new finishings.

* Sheet vinyl flooring in rooms 205, 209, 108, 150, 145B, 145A, 144, 143, and bathroom across
from 146 are assumed to be asbestos containing. This amounts to approximately 200 SF. The fire
door leading to boiler room is assumed to have an asbestos core. The 4 boilers in the boiler room
should be assumed to have asbestos containing boiler pads beneath them. There was no access to
rooms 303, 306, 312, 332, 333, 217, 233, 238, 244, 272, and 273. These were all residential areas.
Discussion/Recommendations:
All accessible areas were inspected for possible asbestos-containing materials.
Inaccessible areas (such as inside walls, locked rooms without keys available) were not
sampled. If during renovation suspect materials are observed in these areas, bulk sampling
and analysis is recommended prior to resuming the renovation activities.
If normal demolition is planned, all identified asbestos-containing materials must be removed with
the exception of floor tile mastic. If structures are to be intentionally burned, the asbestos-
containing floor tile mastic must be removed as well (if present).
If friable or potentially friable materials are to be removed or disturbed for demolition or
renovation, a licensed, Cal-OSHA registered asbestos abatement contractor must be used. All work
must conform to EPA regulations Title 40 CFR 61, Final Rule, and OSHA regulations Title 29
CFR 1926.1101 and 1910.1001.

Section 19827.5 of California Health and Safety Code states in part:
"A demolition permit shall not be issued by any city..»as to any building
or other structure except upon receipt from the permit applicant of a copy
of each written asbestos notification regarding the building that has been
required to be submitted to the United States Environmental Protection Agency
or to a designated state agency, or both, pursuant to Part 61 of Title 40 of
the Code of Federal Regulations, or the successor to that part. The permit
may be issued without the applicant submitting a copy of the written
notification if the applicant declares that the notification is not applicable
to the scheduled demolition project."
