Provide calculations for the column weak axis bending plus axial for transverse seismic loading. The axial load is the maximum compression load at the base from vertical plus seismic overturning. The column moment will probably be maximum for the lateral load from the base plate to the first diagonal brace (not only to the first horizontal member). 6. It is intended to address storage of raw materials and finished goods m single, double and multiple row (push back) pallet racks. Our original report was prepared for review and approval on May 17,2006 when Safety Syringes relocated to its current address at 2875 Loker Ave. East. This revised report will address the addition of a new facility located at 2841 Loker Ave. East and the relocation of storage racks and goods from the existing facility to the new location. It is the intent of this report to apply to both buildings equally in terms of the storage arrangements and prescribed level of protection, allowing the occupant to interchange and store like materials in the same storage arrangement in either building. As the original report stated, we will address minimum requirements for the storage of Group A plastic components which are manufactured off-site and assembled at these facilities for distribution under the name UltraSafe® Delivery Systems. The finished products are shipped to pharmaceutical companies, where pre-fiUed glass syringes are added for commonly used vaccines, eliminating sharps injuries and creating a safer delivery system for the end user of injected medicines. The table directs us to figure 16.2.1.3.2 (d) curve E for 20 ft high storage without encapsulation and without a requirement for in rack sprinklers. Curve E provides a density/area requirement of .45 gpm/3,000 sqft which is then modified by figure 16.2.1.3.4.1 based upon the 18 ft actual storage height. Without in-rack sprinklers, the final prescribed density/area is .36 gpm/3000 ft*. Table 16.2.1.3.2 allows the option of sprinkler protection criteria with ceiling sprinklers plus one level of in rack sprinklers as provided by figure 16.2.1.3.2 (d), curve C, which prescribes a ceiling density of .35/3000. (Cont) Page 5 Table 16.2.1.3.3.2 provides design criteria for multiple-row rack storage of class IV commodities stored in rack depths over 16 ft with aisles narrower than 8 ft and storage heights over 12 ft up to 25 ft. For multiple-row rack storage arrangements over 15 ft up to and including 20 ft, this table directs us to figure 16.2.1.3.2(d) - curve C with one level of in rack sprinkler required. This table does not offer a ceiling only sprinkler option for this storage configuration with standard spray sprinkler protection. The sprinkler protection prescribed for the ceiling sprinkler density/area is .35 gpm/3000 ft*. After adjustment for storage height allowed by table 16.2.1.3.4.1, the required ceiling level density area is .28 gpm/3000 ft*. The prescribed protection criteria described above are based upon Class IV Commodities (free flowing group A plastics), which applies specifically to the storage of raw materials within these facilities. Safety Syringes, Inc. (Cont) Page 9 Fire Sprinkler System Requirements - Finished Goods: The finished goods are assembled and placed on trays in cardboard cartons, stored on pallet racks. Figure 17.1.2.1, the decision tree for rack storage of stable Group A plastics directs us to Chapter 17 for design criteria. Figure 17.2.1.2.1 (c) allows 20 ft high storage with a ceiling clearance between the top of storage and the ceiling level sprinklers of 5 ft with a prescribed ceiling density of .3 gpm/2000 ft* plus one level of in rack sprinklers. Sprinklers in the racks shall be located below the top tier and shall be spaced no more than 8 ft on center, with 17/32 orifice sprinklers operating at 15 psi or Vi" orifice sprinkler operating at 30 psi, at the designer's discretion. The design shall include 8 sprinklers operating or all sprinklers where fewer than 8 are provided. Footnote 2 of this figure states that ceiling only sprinkler protection shall not be permitted for this storage configuration unless K 11.2 or larger sprinklers are installed, which does not apply m this case. Based upon the requirements for protection of all storage configurations proposed, this facility has an adequate fire sprinkler system design (.33/3000) provided the tenant adds in rack sprinklers as described above. (Cont) Page 9 Safety Syringes has engaged Paramount Fire Systems, Inc. of Lakeside, CA to perform the prescribed fire sprinkler system improvements described herein. Paramoimt Fire Systems will submit plans and related hydraulic calculations under separate cover to the Carlsbad Fire Prevention Bureau for review and approval of the design, methods, materials and installation of the in-rack sprinkler system. Additional Fire Protection Requirements: NFPA 13, section 12.1.1 notes that sprinkler protection criteria are based on the assimiption that roof vents and draft curtains are not being used. The writer assiraies that smoke and heat vents as required by the CFC, Table 2306.2 were adequate for storage occupancies within this spec lease warehouse building when permitted for the previous tenant and as such, are not addressed as a part of this report. Small hose connections are only required by NFPA 13 when required by the AHJ. Fire hoses are not recommended and fire extinguishers are provided throughout for occupant use in 1^* aid fire fighting. Steel columns located within the storage array shall be protected in accordance with NFPA 13, sectioiml7.1.4. Idle PaUets shall not be stored within the racks at any time. Idles wooden pallets may be stacked a maximum of 6 ft high and limited to 4 stacks, separated fi'om other stacks by a minimum of 8 ft and fi-om other storage by 25 ft Access Doors are provided in each 100 lineal feet of the exterior walls that face the access roadways. Doors are 3 feet in width and 6 feet 8 inches in height with approved locking devices and are accessible without the lose of a ladder. Hydrants/Access Roadways: Hydrants and fire department access roadways will continue to be maintained unobstmcted and accessible to emergency response crews as required by the CFC. Exiting/Egress: The travel distance from any point in the building to an exit or designated fire department access door shall not exceed 250 feet. All exit doors are at least three feet wide and proper exit signs are provided over each door. Fire Extinguishers: Minimum 2A10BC rated fire extinguishers shall be provided for every 75 feet of travel distance. Consolidated Fireprotection, Inc. Safety Syringes, Inc. All employees will receive special training on the use of portable fire extinguishers ofthe type to be provided in this building. An evacuation plan will be in place. ^ Exit doors will be maintained unobstmcted and will be opened weekly to ensure their operation. The Fire Department shall be notified of any and fires within this facility, regardless of size and fire department involvement. A nominal 6" transverse flue shall be maintained between pallet loads at the rack uprights in all pallet rack storage areas. Aisles shall remain clear at all times (except for loads being moved in or out). Concluswn: Based upon our review of the proposed storage arrangements and use, and the reconmiendations contained in this report, it is our opinion that Safety Syringes, Inc. will be in full compliance with the requirements of the CBC and CFC.
