This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2016 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2015 IRC, 2015 IBC, 2015 UPC, 2015 UMC and 2014 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2015 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. For expeditious processing, corrected sets can be submitted in one of two ways: 1. All sheets of plans must be signed by the person responsible for their preparation. (California Business and Professions Code). 2. Plans deviating from conventional wood frame construction shall have the structural portions signed and sealed by the California state licensed engineer or architect responsible for their preparation, along with structural calculations. (California Business and Professions Code). 3. Exterior walls and projections shall comply with one of the following tables. Section R302.1. Please review and address the following specific concerns: a) The column/beam line will be considered exterior wall of the building. The column shall be 6x8 min. to comply with heavy timber or protect the column (1 hr) b) The space between the columns for the patio cover will be considered as opening. Guards (Section R312): (if the spa and fire pit area is more than 30' above the floor, 42" guard is required.) a) Shall be installed along open-sided walking surfaces that are located more than 30" above the floor or grade below. b) Shall have a height of 42" (may be 34" along the sides of stairs). c) Openings between railings shall be less than 4". The triangular openings formed by the riser, tread and bottom element of a guardrail at a stair shall be less than 6". d) Shall be detailed to show capability to resist a concentrated load of 200 pounds in any direction along the top rail. Table R301.5. 5. Provide stairway and landing details. Section R311.7. (The steps up to the spa and fire pit area) a) Maximum rise is 7-3/4" and minimum run is 10", measured from the nosing projection. Where there is no nosing, the minimum run is 11 ". b) Minimum width is 36". c) The greatest riser height within any flight of stairs shall not exceed the smallest by more than 3/8 inch. The greatest tread depth within any flight of stairs shall not exceed the smallest by more than 3/8 inch. 6. Open risers are only permitted if the opening between treads does not permit the passage of a 4" diameter sphere. Section R311.7.5.1. (if applicable) 7. A nosing (between%" and 1-%") shall be provided on stairways with solid risers. Exception: No nosing is required if the tread depth is at least 11 inches. Section R311.7.5.3. 8. Handrails (Section R311.7.8): a) Shall be provided on at least one side of each stairway with four or more risers. b) Handrails and extensions shall be 34" to 38" above nosing of treads and be continuous. c) The handgrip portion of all handrails shall be not less than 1-% inches nor more than 2 inches in cross-sectional dimension. See Section R311.7.8.3 for alternatives. d) Handrails projecting from walls shall have at least 1-Y2 inches between the wall and the handrail. e) Ends of handrails shall be returned or shall have rounded terminations or bends. 9. A balcony, deck, or porch that is accessible from the interior of the dwelling will require a minimum of one receptacle outlet. CEC 210.52(E) (3). This receptacle must be GFCI protected.
