Dear Mr. Kelly,
This is to confirm our phone conversation of this morning when we discussed the clarification
required for the unreinforced tile units at the above referenced building.
In the Los Angeles Testing Laboratories' report of February 5, 1997, it is mentioned that the
elevations are consistent of, "... a (concrete) column and tie beam system with load bearing
tile infill." The word "load bearing" is only a designation used to describe the type of tile and is
not indicative of its use in this building. All roof load in this building is being supported by the
concrete column (pilaster) and tie beam system and the existing tiles are only infills resisting
superimposed loads of less than a 100 pounds per linear foot of wall.

Dear Mr. Peterson,
This is to confirm our phone conversation of approximately two weeks ago when we discussed
the structural system of the above referenced building.
Initially, our client, Mr. Shaul Mezrahi, was notified by the City of Carisbad to have his
UnReinforced Masonry building upgraded to the standards of the current URM ordinance.
However, once we were hired as engineers to assist him, we found, through testing and site
visits, that the unreinforced masonry portion of the exterior walls are infact non-bearing and
thus the structure is one of reinforced concrete frame and unreinforced masonry infills.
We have enclosed a copy of the plans, as well as the testing laboratory's report to further justify
the above findings. It is our request that this structure be exempted from the current URM
ordinance of the City of Carisbad.

Gent!emen:
In accordance with your instructions the undersigned of this report,
with the dsslsldnce of a Laboratory Technician, performed the above
described determination.
Equipment used was d Fisher M-Scupe, M-100 with an intensity meler and
a Protovdle Rebar Plus for depth and siie determl nation of the
reinforeiny steel. This Equipment 1s serviced and calibrated annually
by an outside agency and fn our Laboratory on a monthly basis using a
mock-up concrete wall with known size and depth of the re I rif orcemen t .
The last calibration performed was un 1-6-97.
Test Results
The subject building consists of reinforced concrete beam and column
front. The north, east and west elevations consist uf a column and Lie
by din system with load bearing tile infill. The bow truss is supported
on a reinforced column Lop. The roar &y& Lem rests on tie beams on the
north elevation and is bolted to a reinforced concrete beam on the
south elevation. The east and *esl elevation roof joists span parallel
to the tie beam and rests on a bow truss.
The reinforcing steel sii.es are Indicated on the attached sketch.
In locations selected at random the reinforcing steel was exposed and
verified at the Intersection of ties and the principal vertical steel
and found to be in good condition (no rust was detected). Photographs
were taken for the record.

To expose the reinforclny iLeel a hole of approximately 2" x 2" was
made and patched with a high strength and bond patching compound after
visual observation.
Comment s_
The front elevation beam and column .frame 1s cumposed uf hiyh sLrenylh
concrete. No holes were made to verify the steel sizes. The front is
covered with d finish design which would scar if holes are opened,
therefore, the steel sizes as reported are based on instruments'
reacH ngs .
