The project site was visited on April 28, 1988 and the following observations are given: S The project site-is vacant and no construction activity has taken place at site since our site investigation in November, 1984. A copy of said report is enclosed as Enclosure I. The site soils are still in the same condition since said preliminary investigation in 1984. The existing slopes at the northeasterly portion of the site have also been investigated and a stability analysis'report was made on November 12, 1985. A copy of said report is enclosed as Enclosure II. Conclusions and Foundation Recommendations In our opinion, the site soils can safely support the structures planned for the site which are 2- story framed structures. The following recommendations, however, need to be followed during the design and construction of the structures. The structures can be founded with standard' spread footings at an allowable soil bearing pressure -of (:::2000 psf- Bottom of footings should be at least 24" below adjacent finish grade. Perimeter wall footings should be at ' least 18" wide and continuously reinforced with 2-#4 bars placed 3" above bottom of footings and 2-#4 bars placed 2" below top of footing. Column footings should be at least 24" square and reinforced with 3-#4 bars placed both directions. ' Concrete slabs on grade should be at least 4" thick and reinforced with welded wire 'mesh installed at mid-thickness of slab. Blasting or use of heavy pneumatic tools, etc. may be necessary in the grading preparation or footing I trench excavation in building areas IV and- V and the pool area as drawn on Plate 1 of Enclosure I. 1 . When competent rock is encountered at these I locations, depth of footing can be reduced to a - minimum of 12" below adjacent finish grade. A soils engineer should inspect the trench prior to placement of steel reinforcement. - Site retaining walls can be 'designed using the San I ' Diego Regional Standard Drawings and Specificatins applicable to the, height and loading conditions. Earthwork specifications shown in Appendix A -forms I - a part of these recommendations. - - 1 7. The pavement structural section for the interior driveways and roads can be determined when R-value tests of the subgrade soils have been taken and results known. In our opinion, the existing slopes at the northeasterly portion of. the site are stable. The calculated factor of safety against rotational failure with a seismic coefficient of 0.27 is 2.4. The slopes will need to be protected against ,erosion.- All surface water runoff should be directed positively away from the foundation system. The foundation plans of the proposed structures are recommended to be reviewed by this firm to see to it that the intent of the recommendations herein are followed. The objective is to obtain uniformity & adequate internal strength in filled ground by proven engineering procedures and tests so that the proposed structures may be safely supported. The procedures include clearing and grubbing, removal of existing structures, preparation of land to be filled, processing the fill soils, filling of the land, and the spreading and compaction of the filled areas to conform with the lines, grades, and slopes as shown on the approved plans. The owner shall retain a Civil Engineer qualified in Soil Mechanics (herein referred to as Engineer) to inspect and test the filled ground as placed to verify the uniformity of compaction of filled ground to the specified 90 percent of maximum dry density. The Engineer shall advise the owner and grading contractor immediately if any unsatisfactory conditions are observed to exist and shall have the authority to reject the compacted filled ground until necessary corrective measures are taken to comply with the specifications. It shall be the sole responsibility of the grading contractor to achieve the specified degree of compaction. CLEPRING, GRUBBING, AND PREPARING AREAS TO BE FILLED. (a) All brush, vegetation, and any biodegradable refuse shall be removed, piled, and burned or otherwise disposed of as to leave the areas to be filled free of vegetation and debris. Any uncompacted filled ground or loose compressible natural ground, shall be removed unless the report recommends otherwise. Any unstable, swampy, or otherwise unsuitable areas shall be corrected by draining or removal, or both. A-2 I SAN MARCOS E1XINEERING civil, foundations & soils The natural ground which is determined to be satisfactory for the support of the filled ground shall then be plowed or scarified to a depth of at least six inches (6"), and until the surface is free from ruts, hummocks, or other uneven features which. would tend to prevent uniform compaction by the equipment to be used. After the natural ground has been prepared, it shall then be brought to the proper moisture content and compacted to not less than 90 percent of maximum density in accordance with the A.S.T.M. D1557-78 method which uses 25 blows of .a 10 pound ranmner falling 18 inches on each of 5 layers in 4-inch diameter 1/30 cubic foot cylindrical mold. Where fills are made on hillsides or exposed slope areas, with gradients greater than 10 percent, horizontal benches shall be cut into firm undisturbed natural ground in order to provide both lateral and vertical stability. This is tot' provide a horizontal base so that each layer is placed and caTipacted on a horizontal plane. The initial bench at the toe of the fill shall be at least 10 feet in width on. firm undisturbed natural ground at the elevation of the toe stake placed at the natural angle of repose or design slope. The Engineer shall determine the width and frequency of all sudceeding benches which will vary with the soil conditions and the steepness of slope. 3. MATERIALS AND SPECIAL PEXUIREMENTS. The fill soils shall consist of select materials free from vegetable matter, and other deleterious substances, and shall not contain rocks or lumps greater than 6 inches in diameter. This may be obtained from the excavation of banks, borrow pits or any other approved sources and by mixing soils from one or more sources. - If excessive vegetation, rocks, or soils with inadequate strength or other unacceptable physical characteristics are encountered, these shall be disposed of in waste areas as shown on the plans or as directed by the Engineer. If, during grading operations, soils are found which were not encountered and tested in the ' preliminary investigation, tests on these soils shall be performed to determine their physical characteristics. Any special treatment reconinended in the preliminary or subsequent soil reports not covered herein shall become an addendum to these specifications. A-3 SAN MARCOS ENGINEERING civil, foundations & soils I 4. PLACING, SPREADING, AND COMPACTING FILL MATERIALS. (a) When the moisture content of the fill material is below that specified by the Engineer, water shall be added in the borrow pit until the moisture content is near optimum to assure uniform mixing and effective compaction. 1 (b) When the moisture content of the fill material is above that 'specified bythe Engineer, resulting in I inadequate compaction or unstable fill, the fill material shall be aerated by blading and - scarifying or other satisfactory methods until the moisture content is near optimum as specified. 1 (c) After processing, the suitable fill material shall be placed in layers which, when compacted, shall I not exceed six inches (6"). Each layer shall be spread evenly and shall be throughly mixed during the spreading to ensure uniformity of material and I moisture in each layer. (d) After each layer has been placed, mixed and spread evenly, it shall be throughly compacted to not ' less that the density set forth in paragraph 2(c) above. Compaction shall be accomplished with sheepsfoot rollers, multiple-wheel pneumatic-tired I rollers, or other approved types of compaction equipment, such as vibratory equipment that is ' specially designed for certain soil types. Rollers shall be of such design and maintained to I such a level that they will be able to canpact the fill material to the specified density. Tamping feet of sheepsfoot rollers shall be maintained I such that the soil will be compacted rather than sheared by the roller. Rolling shall be accomplished while the fill material is at the I specified moisture content. Rolling of each layer shall be continuous over its entire area and the roller shall make sufficient I trips to insure that the' specified density has been obtained. Rolling shall be accomplished in a planned procedure such that the entire area to be U filled shall receive uniform canpactive effort. (e) The surfaces of the fill slopes shall be compacted I - by means of sheepsfoot rollers or other suitable equipment. Compacting operations shall be continued until the slopes are stable and until there is no appreciable amount of loose soil on the slopes. ' increments of 3 to 5 feet in elevation gain or by other methods producing satisfactory results. I (f) Field density tests shall be taken for approximately each foot in elevation gain after compaction, but not to exceed two feet in vertical I . height between tests. Field density tests may be taken at intervals of 6 inches in elevation gain if required by the Engineer. The location of the tests in plan shall be so spaced to give the best I possible coverage and shall be taken no farther apart than 100 feet. Tests shall be taken on corner and terrace lots for each two feet in I elevation gain. The Engineer may take additional tests as considered necessary to check on the uniformity of compaction. Where sheepsfoot I rollers are used, the tests shall be taken in the compacted material below the disturbed surface. No additional layers of fill shall be spread until the field density tests indicate that the I specified density has been obtained. (g) The fill operation shall be continued in six inch I (6") compacted layers as specified above, until the fill has been brought to the finished slopes and grades as shown on the accepted plans. 5. Inspection. Sufficient inspection by the Engineer shall be maintained during the filling and I compacting operations so that he can verify that the fill was constructed in a±ordance with the accepted specifications. 6. Seasonal Limits. No fill material shall be placed, spread, or rolled if weather conditions increase the I moisture content above permissible limits. When the work is interrupted by rain, fill operations shall not be resumed until field tests by the soils I . engineer indicate that the moisture content and density of fill are as previously specified. 1 7. Limiting Values of Nonexpansive Soils. Those soils that expand 3.0 percent or less from air dry to saturation under a unit load of 150 pounds per I square foot are considered to be nonexpansive. I 8. I Description of Site I The.project site is located at Luciernaga Street. in La Costa, Carls- bad. The area has been graded with the finish grade approximately I sloping towards Luciernaga Street at about 1%. Weeds and grasses have grown at the site since it was graded. The project site is composed of I two lots with a common driveway to serve both lots, Northwesterly of I .the project site is -an existing apartment complex while towards the Northeast are existing single family houses. There is a high slope at I the northeasterly portion of the lot with a height of about 40 feet. The southeasterly portion of the site is vacant. I The graded slopes appear to be stable as there is no sign of movement I . or severe erosion problem. The slopes are planted with vegetation. It appears that the proposed utilities are in place at the curb side. Proposed Project I The proposed project is for the construction of 24 condo units in 8 building structures with facilities. The structures will be two-story I - framed stucco buildings. No heavy loads are anticipated. The finish floor elevations of the buildings will vary to take advantage of the I. sloping- terrain. A pool facility is planned to be constructed at the northerly corner of the lot at the vicinity of the existing toe of the high slope. - Purpose of the Preliminary Soils Investigation I The purpose of this investigation is to determine the physical proper- ties of. the existing soils and to make a foundation recommendation. I Field Exploration The exploration program consist of site observation of existing soils I - at ground surface elevation and subsurface exploration. For subsurface exploration, a truck-mounted continuous flight auger waC utilized to I perform subsurface drilling. It wai also equipped with a hammer to I do standard penetration tests. The depth of the holes varied from 1 foot to about 10 feet. Soils encountered were carefully observed, classified and logged 'under the direction and supervision of a soils engineer. Bulk soils samples were also brought to the laboratory for further analysis and tests. Soils classification of the soils encountered were made according to the Unified Classification System. Appendix E shows the Unified Soils Classification System. Findings - The log of the soils encountered are shown in Plates 3 to 13, inclu- sive. A generalized soils .profile of the site indicate about 6 inches to a foot of silty clay topsoil overlying dense to very dense silty sand (SM) with some intrusion of silty clay. It appears that there are some isolated spots in the project site which are on fill. The I area under boring B-2 seem to indicate some fill material of compact silty sand to silty clay(SM-SC). The area,close to the existing toe I of the cut appears to have rock(shale) at about a foot below exis- ting ground surface • Some areas exhibit rock surface showing at ground 1 surface level. 1 Log of B-i, Plate 3 indicate very dense soils at about 4 feet below ground surface. Standard penetration tests indicate blow counts of I 50 for the last 5 inches. At 2 feet, the blow count was 30 blows per foot showing relatively dense material. Boring B-i indicate similar relative densities I of the existing soils. Boring B-8 show very densesoils at about 2.5 feet below and at 5 was about refusal. i. Borings 9, 10 if Ii indicate the rock to be at surface or near surface I which is understandable being the borings to be at the toe of the cut slope or near it. No water was observed in all the holes. Laboratory Testing I A maximum dry density of a sample taken from Boring B-i at a depth of I 2 feet below existing ground surface was made. The results indicate the soils to have a maximum dry density of 117.6 pcf at an optimum I moisture content of 11.6%. The result is shown in Plate 14. The soil exhibit some silty clay material with the silty sand. Natural moisture contents of the soils sample were also determined I and the results are shown in the boring logs. 1 Recommendations 1. In our opinion the existing site soils can safely support the I structures planned for the site • We recommend the use of conventional I spread footings for the foundation system. Perimeter wall footings is recommended to be at least 18 inches wide and continuously reinforced with 2-..4t4 bars placed 30 above the bottom of the footing and 2.44 bars placed 2" below I top of footing or floor. level. Coluimi footings should be at least 24" square and reinforced with 3.44 bars placed each way. I 3. At' the location of Building VIII where some fill is observed, it is recommended that after excavationf foundation footings, the bottom I trench soils be inspected by a soils engineer to see to it that the soils are properly compacted prior to construction of footings. It is possible that blasting or pneumatic tools maybe necessary to 1 use in the preparation of the foundation footings for-Buildings IV, V and the pool facilities. When competent rock formation is encountered at these locations, the depth of the bottom of the footings .can be I reduced to at least 12 inches below grade. The retaining walls can be designed using the criteria found in the I Standard Plans and Specifications of San Diego Regional Standard Dra- i wings. ' 6. General Description. The objective is to obtain uniformity and adequate I . internal strength in filled ground by proven engineering procedures and tests so that the proposed structures may be safely supported. The pro- cedures include the clearing and grubbing, removal of existing structures, I . preparation of land to be filled, processing the fill soils, filling of the land, and the spreading and compaction of the filled areas to conform with the lines, grades, and slopes as shown on the approved plans. I The owner shall retain a Civil Engineer qualified in Soil Mechanics (herein referred to as Engineer) to inspect and test the filled ground as placed to verify the uniformity of compaction of filled ground to I the specified 90 percent of maximum dry density. The Engineer shall - advise the owner and grading contractor immediately if any unsatisfac- tory conditions are observed to exist and shall have the authority to re- ject the compacted filled ground until such that as corrective measures are taken, necessary to comply with the specifications. It shall be the sole responsibility of the grading contractor to achieve the specified I degree of compaction. 2, Clearing, Grubbing, and Preparing Areas to be Filled. I (a) All brush, vegetation, and any biodegradable refuse shall be re-' moved, piled, and burned or otherwise disposed of so as to leave the areas to be filled free of vegetation and debris. Any uncompact- I .ed filled ground or loose compressible natural ground, shall be removed unless the report recommends otherwise. Any unstable, swampy, or otherwise unsuitable areas shall be corrected by draining or removal, or both. I (b) The natural ground which is determined to be satisfactory for the support of the filled ground shall then be plowed or scarified to I . a depth of at least six inches (Gtt), and until the surface if free from ruts, hummocks, or other uneven features which would tend to prevent uniform compaction by the equipment to be used. I (c) After the natural ground has been prepared, it shall then be brought to the proper moisture content and compacted to not less then 90 percent of maximum density in accordance with the A. S. T. M. 1 D1557-70 method which uses 25 blows of a 10 pound rammer falling 18 inches on each of 5 layers in a 4 inch diameter 1/30 cubic foot cylindrical mold. I ). S E?23 II7 RECOMMENDED EARTHWORK SPECIFICATIONS (CONT.) I (d) Where fills are made on hillsides or-exposed slope areas, with gradients greater than 10 percent, horizontal benches shall be cut into firm undisturbed natural ground in order to provide both I lateral and vertical stability. This is. to provide a horizontal base so that each layer is placed and compacted on a horizontal plane. The initial bench at the toe of the fill shall be at least 10 feet in width on firm undisturbed natural angle of repose or de- sign slope. The Engineer shall determine the width and frequency of all succeeding benches which will vary with the soil conditions and the steepness of. slope. 3. Materials and Special Requirements. The fill soils shall consist of - select materials free from vegetable matter, and other deleterious I substances, and shall not contain rocks or lumps greater than 6 inches in diameter. This may be obtained from the excavation of banks, borrow pits or any other approved sources and by mixing soils from one or more sources. If excessive vegetation, rocks, or soils with inadequate I 'strength or other unacceptable physical characteristics are encountered, these shall be disposed of in waste areas as shown on the plans or as directed by the Engineer. If, during grading operations, soils are found I which were not encountered and tested in the preliminary investigation, tests on these soils shall be performed to determine their physical characteristics. Any special treatment recommended in the preliminary or subsequent soil reports not covered herein shall become an addendum I to these specifications. The testing and specifications for the compaction of subgrade, .subbase, and .I base materials for roads, streets, highways, or other public property or rights-of-way shall be in accordance with the standards of the governmental agency having jurisdiction. I . Placing, Spreading, and Compacting Fill Materials. (a) When the moisture content of the fill material is. below that spe- cified by the Engineer, water shall be added in the borrow pit until the moisture content is near optimum to assure uniform mix- ing and effective compaction. I (b) When the moisture content of the fill material is above that spe- cified by the Engineer, resulting in inadequate compaction or un- stable fill, the fill material shall be aerated by blading and scarifying or other satisfactory methods until the moisture con- tent is near optimum as specified. I (c) After processing, the suitable fill material shall be placed in layers which, when compacted, shall not exceed six inches (6t)• Each layer shall be spread evenly and shall be throughly mixed I during the spreading to insure uniformity of material and mois- ture in each layer. I (d) After eachlayer has been placed, mixed and spread evenly, it shall be throughly compacted to not less than the density set forth EP Z4 RECOMMENDED EARTHWORK SPECIFICATIONS (CONT..) in paragraph 2' (c)above. Compaction shall be accomplished I with sheepsfoot rollers, multiple-wheel pneumatic-tired rollers, or other approved types of compaction equipment, such as vib- ratory equipment that is specially desied for certain soil types. 1 'Rollers shall be of such design and maintained to such a level that they will be able to compact the fill material to the specified density. Tamping feet of sheépsfoot rollers shall be maintained I such that the soil will be compacted rather than sheared by the roller. Rolling shall be accomplished while the fill material is at the specified moisture content. I Rolling of each layer shall be continuous over its entire area and the roller shall make sufficient trips to insure that the specified density has been obtained. Rolling shall be accomplished in a I planned procedure such that the entire areas to be filled shall receive uniform compactive effort. I (e) The surfaces of the fill slopes shall be compacted by means of sheepsfoot rollers or other suitable equipment. Compacting operations shall be continued until the slopes are stable and until I there is no appreciable amount of loose soil on the slopes. Com- pacting of the slopes shall be accomplished by backrolling the slopes in increments of 3 to 5 feet in elevation gain or by other methods producing satisfactory results. I (f) Field density tests shall be taken for approximately each foot in elevation gain after compaction, but not to exceed two feet in I . vertical height between tests. Field density tests may be taken at intervals of 6 inches in elevation gain if required by the Engineer. The location of the tests in plan shall be so spaced to give the best possible coverage and shall be taken no farther apart I than 100 feet. Tests shall be taken on corner and terrace lots for each two feet in elevation gain. The Engineer may take additional tests as considered necessary to check on the uniformity of compaction. 1 ' ' Where sheepsfoot rollers are used, the tests shall be taken in the compacted material below the disturbed surface. No additional, layers of fill shall be spread until the field density tests indicate ' that the specified density has been obtained. (g) The fill operation shall be continued in six inch (6") compacted layers as specified above, until the fill has been brought to the I finished slopes and grades as shown on the accepted plans. Inspection. Sufficient inspection by the Engineer shall be maintained I during the filling and compacting operations so that he can verify that the fill was constructed in accordance with the accepted specifications. Seasonal Limits. No fill material shall be placed, spread, or rolled if weather conditions increasethe moisture content above permissible limits. When the' work is interrupted by rain, fill' operations shall not be resumed until field tests by the soils engineer indicate that the moisture content and density of fill are as previously specified.. RECOMMENDED EARTHWORK SPECIFICATIONS (CONT.) I .7. Limiting Values of Nonexpansive Soils. Those soils that expand 3 0 percent or less from air dry to saturation under a unit load of 150 pounds per square foot are considered to be nonexpansive. 8. This report forms as an addendum to the preliminary Soils Investigation performed - by us arid dated 11-9-84. Appendix A shows the Vicinity Map. Description2 22 The existing slope is a cut slope having a ratio of 1 1/2 horizontal to 1 vertical which was constructed during the development of the existing lots of La Costa Meadow, Villas, Map 6905. sometime in September 1971. SAN MARCOS ENGINEERING Kasai Project, Slope Stability Analysis, Corit'd... Plate 1 shows the'location of the project. The existing slope is shown in yellow. The existing slope has a terrace ditch located at about midheight of the slope. Maximum height of the slope is about 40 feet. Slope is full of vegetation and weeds and appears to •be stable. There is no sign of cracks or erosion problems. There are existing buildings at the top' of the slope, the location of which are indicated on Plate 2. Soils I!!2 Test holes were excavated along the existing slope. The test holes are marked as B-12, 1-13, 1-14, T-15, and 'T-16. The log of the soils encountered are shown in Plates 4,5,6,7 & 8. Findin2.2 !Ind 2! Analysis %Plates 11, 12 & 13 of our soils investigation dated 11-9-84, copies of which are shown as attachments herein and marked also as Plates 11, 12 & 13 show borings B-9, 3-10 & B-li taken at the toe' of the existing slope. The log indicate about a foot of Clayey Silt overlying Shale bedrock. T-15 indicates 1 foot of broken shale rock bits overlying fissured rock shale. T-16 indicates up to 2 feet of Light Brown to Tan Silty to Clayey Sand. Labor2j~2ry Soils Testing. Maximum dry density test of the Tan Silty to Clayey Sand shows shows a maximum dry density of 116 pcf at 14' optimum moisture. content. Plate 9 shows the maximum dry density curve.
