work authorized by such permit is not commenced within 365 days from the date of such permit or if the building or work authorized by such permit is suspended

FOOTING, REINFORCING STEEL AND SOLID GROUTING WERE BUILT AS PER
THE CITY OF SAN DIEGO STANDARD (TYPE II) RETAINING WALL DETAIL, THE
STRUCTURE IS MONOLITHIC AND ACTUALLY HAS VERY LITTLE SURCHARGE
PREASSURE SINCE THE ADJACENT WALLS ARE CRIB WALLS AND THE WING
