Dear Capt. Winter:
This is to report the results of our inspection of the subject lot and also to present the results
of tests to determine the moisture contents of the soils in the upper three feet below finished
grade in the proposed building area at the subject site in Carlsbad, California.
An inspection was made by a representative of our organization on September 8, 1980. It
is concluded that the soil conditions are essentially the same as presented in our report on the
grading of this subdivision dated October 19, 1972. The soils in the upper three feet below
finished grade were classified as Type A (critically expansive) and therefore, the recommendations
for special design and precautions presented in the above dated report should be incorporated
in the plans and specifications for any proposed construction on this lot.
Soil samples were also obtained on September 8, 1980 and the results of the moisture determinations

It is concluded from the field observations of the various soil types and the final results of
the moisture determinations that the soils in the upper three feet below finished grade at the
locations sampled have been sufficiently moistened to minimize the potential expansion of the
soils, as recommended in our report under Project No. 71-7-17D, dated October 19, 1972.
It is recommended that positive drainage, 6 inches of vertical fall in 6 feet horizontally, should
be provided around the perimeter of the house. Drainage systems should also be provided to
collect all runoff from roofs and conduct the water in watertight pipes either into the streets
or storm drains. All surface drainage should be prevented from ponding adjacent to or running
over the tops of slopes. Inlet boxes and watertight pipes should be installed when necessary to
comply with the above requirements.

Gentlemen:
This is to report the results of tests and observations made in order to inspect the compaction of
filled ground placed on certain areas of La Costa Meadows Unit No. 3 in Carlsbad, California,
formerly a part of the County of San Diego. The fills were placed during the period between
July 15, 1971 and July 20, 1972.
The .approximate areas and depths of filled ground placed under our inspection in accordance
with the approved specifications are shown on the attached Drawing No. 1, entitled "Location
!of Compacted Filled Ground." The grading plan used for the placement of filled ground was
prepared by Rick Engineering Company and approved March 15, 1971.
-The approximate locations at which the tests were taken and the final test results are presented
on pages T-l to T-26, inclusive, under the "Table of Test Results." The laboratory determina-
tions of the maximum dry densities and optimum moisture contents of the major fill materials are
presented on pages T-27 and T-28, under the "Laboratory Test Results." Some of the maximum
dry densities shown In the "Table of Test Results" were combinations of these. The tests were

It is recommended that the following special design and precautions be taken for the houses to
be constructed on the above lots in order to minimize the possible damaging effects due to
differential movements of the potentially expansive soils:
Type A Lots
1. Avoid the use of isolated interior piers. Use continuous interconnected
reinforced footings throughout, and place these at a minimum depth of
two feet below the lowest adjacent exterior final ground surface.
2. Reinforce and interconnect continuously with steel bars all interior and
exterior footings with one ^5 bar at 3 inches above the bottom of the
f footings and one ^5 bar placed 1 1/2 inches below the top of the stems'^
of the footings.
Exercise every effort to assure that the moisture content of the soils in
the upper 18 inches below finished grade is 1 percent to 3 percent greater
than optimum at the time of placing foundations and slabs.
Raised wooden floors that span between continuous footings are best, or use
concrete slabs with at least 6x6 -10/10 welded wire reinforcement and a
' minimum of 4 inches of crushed rock 3/4 to 1 inch in size beneath all -
concrete slabs. A moisture barrier should be provided over the crushed rock
and this should be covered with 2 inches of sand below concrete slabs.
5. Separate garage slabs from perimeter footings by a 1/2 inch thickness of
construction felt or equivalent, to allow independent movement of garage
slabs relative to perimeter footings. Assure complete separation by extending
the felt over the full depth of the front thickened edge of the garage slab.
Also, cut off the garage door-stops at least 1/2 inch above the slab.

The application must be signed by the owner (or his authorized representative) of
the property to be served. The total charges must be paid to the District at the
time the application is submitted.
If a service lateral is required, it will be installed by the Leucadia County Water
District. The service lateral is that part of the sewer system that extends from
the main collection line in the street (or easement) to the point in the street (at
or near the applicant's property line) where the service lateral is connected to
the applicant's building sewer. The applicant is responsible for the construction,
at the applicant's expense, of the sewer pipeline (building sewer) from the appli-
cant's plumbing to the point in the street (or easement) where a connection is made
to the service lateral.
The connection of the applicant's building sewer to the service lateral shall be
made by the applicant at his expense. The connection must be made in conformity
with the District's specifications, rules and regulations; and IT MUST BE INSPECTED
AND APPROVED BY THE DISTRICT BEFORE THE SEWER SYSTEM MAY BE USED BY THE APPLICANT,
THE APPLICANT, OR HIS AUTHORIZED REPRESENTATIVE, MUST NOTIFY THE DISTRICT AT THE
TIME INSPECTION IS DESIRED. ANY CONNECTION MADE TO THE SERVICE LATERAL OR COLLEC^
TION LINE WITHOUT PRIOR APPROVAL AND INSPECTION BY THE DISTRICT WILL BE CONSIDERED
INVALID AND WILL NOT BE ACKNOWLEDGED.
The prorated sewer service fee is based upon the date the District estimates that
service will begin and covers the balance of the fiscal year. There will be no
additional fee or refund if service actually commences on a different date. For
succeeding fiscal years, the sewer service fee will be collected on the tax roll
in the same manner as property taxes.
