This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Clearance from those departments may be required prior to the issuance of a building permit. Present California law mandates that construction comply with the 2013 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2012 IRC, 2012 IBC, 2012 UPC, 2012 UMC and 2011 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of the 2012 International Building Code, the approval of the plans does not permit the violation of any state, county or city law. To speed up the recheck process, please note on this list (or a copy) where each correction item has been addressed, i.e., plan sheet number, specification section, etc. Be sure to enclose the marked up list when you submit the revised plans. Submit FOUR new complete sets of plans for commercial/industrial projects (THREE sets of plans for residential projects). For expeditious processing, corrected sets can be submitted in one of two ways: 1. Deliver all corrected sets of plans and calculations/reports directly to the City of Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760) 602- 2700. All sheets of plans must be signed by the person responsible for their preparation. (California Business and Professions Code). 2. Plans deviating from conventional wood frame construction shall have the structural portions signed and sealed by the California state licensed engineer or architect responsible for their preparation, along with structural calculations. (California Business and Professions Code). Current structural portions comply. this will be re-verified on the final sets. 3. Please clarify on the plans that the photovoltaic solar system is by separate permit. Also, clarify site walls and site retaining walls. Are they part of the grading permit? If so, please specify this on the plans. If they are a part of the building permit, provide construction details and calculations for them. • FIRE PROTECTION 4. Show locations of permanently wired smoke alarms with battery backup at both buildings, per Section R314: a) Inside each bedroom. b) Outside each separate sleeping area in the immediate vicinity of the bedrooms. 5. In dwelling units within which fuel-burning appliances are installed (and in dwelling units having attached garages), show the locations of permanently wired carbon monoxide alarms with battery backup per Section R315: a) Outside each separate sleeping area in the immediate vicinity of the bedrooms. Please clarify on the plans that the fire sprinklers are required in the Casita Building as well, since it is a dwelling unit. • GENERAL RESIDENTIAL REQUIREMENTS 7. Bathrooms must be mechanically ventilated (an openable window won't suffice). Section R303.3.1 and CMC 403.7. Portion of master bath with tub and shower. 8. Glazing in the following locations should be shown on the plans as safety glazing material in accordance with Section R308.4: a) Glazing in the walls/doors facing or containing bathtubs, showers, hot tubs, spas, whirlpools, saunas, steam rooms and indoor/outdoor swimming pools where the bottom exposed edge of the glazing is less than 60" above the standing surface. Exception: Glazing that is more than 60", measured horizontally, from the water's edge of a bathtub, hot tub, spa, whirlpool or swimming pool. Window 116 at master bath. • GARAGE 9. Specify self-closing, self-latching door for opening between garage and dwelling. Section R302.5.1. 10. Specify water heater in garage to be mounted at a height so as to be out of the path of vehicles. CPC Section 507.13. • FOUNDATION REQUIREMENTS 11. Provide a letter from the soils engineer confirming that the foundation plan, grading plan and specifications have been reviewed and that it has been determined that the recommendations in the soils report are properly incorporated into the construction documents (as required by the soil report). 12. There does not appear to be a design for Area 6 category Ill in the Post- Tensioned Slab Calculations. 13. I do not see a list of expansion indexes for each lot in the soil report. How will contractor and inspector know whether it is Type I, II or Ill as shown on the post tensioned slab plans? 14. Show compliance with the soil report recommendations, pages 23 and 24 for foundation setbacks from slopes / retaining walls. CONTINUED Carlsbad PC2016-0040 1/10/17 15. Note on plans that surface water will drain away from building and show drainage pattern. The grade shall fall a minimum 2% within the first 10 feet. Section R401.3. 16. Where expansive or collapsible soils are known to exist, show on the plans a controlled method of water disposal from roofs that will collect and discharge roof drainage to the ground surface at least 5' from the foundation. Section R801.3. • FRAMING / STRUCTURAL 17. Please show the location of the attic FAU on the roof framing plan as trusses will need to be designed to accommodate it and its required clearances. 18. Please review submitted calculations. Some appear to be for a two-story building. Plans show a one story. (Pages 6, 7,9.1 and Project description on Cover page). 19. Please check tributary are used for shear walls at grid 3. 20. The hold down capacity is exceeded at grid line 3. 21. Please explain lateral resistance at Casita patio cover. 22. It appears there should be a drag truss above the shear wall at grid 4 between grids C and E. 23. Some locations where 40/84 is referenced do not call out a drag truss. 24. Vertical supports for RB13 and RB14 are called out for only the inside supports. 25. Please complete the included Carlsbad Special Inspection form. • PME 26. Specify on the plans the following information for the fireplace(s): a) Manufacturer's name/model number and ICC approval number, or equal. If gas, must be a direct vent model. Please revise in specifications. If wood-burning, show compliance with b-d below. b) Show the height of the factory-built chimney above the roof and the horizontal clearances per listing approval. Chimneys shall extend at least 3' above the highest point where it passes through a roof and at least 2' higher than any portion of a building within a horizontal distance of 10 feet. CMC Section 802.5.4. c) Note on the plans that approved spark arrestors shall be installed on all chimneys. CRC Section R1003.9. CONTINUED Carlsbad PC2016-0040 1/10/17 27. Specify the on the plans the size in BTUs of the Furnace to be installed. Gas plan is based on approx 70,000 BTUs which seems low for this size house. 28. All new residential units shall include on the building plans provisions (conduit and roof penetrations) specifically designed to allow the later installation of a system which utilizes solar energy as an alternative energy source. 29. Specify GFCI at garage outlets and outlet within 6' of bar sink on electrical plan. CEC Article 210 & 406 30. Show on the plans a wall receptacle within 36" of each lavatory in the bathroom. CEC 210.52(0). Bath 2. 31. Provide a GFCI outlet at the kitchen peninsula at the Casita. CEC Article 210.52(C). 32. Specify the size of the gas pipe from the service meter to the water heater at Casita. (Must be based on 2000,000 BTUs for the water heater). • RESIDENTIAL GREEN BUILDING STANDARDS 33. Electric Vehicle Charging. Note on the plans that electrical vehicle supply equipment (EVSE) is required in NEW one and two family dwellings and town homes with attached garages. Show on the plans the location of the electrical vehicle supply equipment. The EVSE must consist of minimum 1" conduit extending from the main panel to a junction box where the EVSE receptacle will be provided. The main service panel must be sized to accommodate 208/240 Volt, 40 amp dedicated branch circuit. CGC 4.106.4. 34. Note on the plans that for new residential construction where landscape irrigation water is planned a water budget shall be developed that conforms to local landscape ordinance or the California Department of Water Resources Model Water Efficient Landscape Ordinance (MWELO), which ever is more stringent.
