SUBJECT: AV 11-02-WATTERS RESIDENCE
The City Planner has completed a review of your application for an Administrative Variance, AV
11-02 at 2440 Sacada Circle to allow a recreational vehicle to be parked in the required front
yard. After careful consideration of the circumstances surrounding this request, the City Planner
has determined that the four findings required for granting an Administrative Variance can be
made and therefore, APPROVES this request based on the following findings and conditions.
Findings:
1. That parking in or access to the side or rear yard will require structural alteration to the
existing residence or will require the removal of significant or unique landscaping in that
the side yards are seven (7) feet wide, which are narrower than the eight (8) foot
width of the recreational vehicle. Additionally, the eaves of the structures
protrude into the side yard further restricting movement through this area.
2. That parking of the recreational vehicle in or access to the side or rear yard would
require extensive grading to the side or rear yard as the yard has a significant slope.
Regardless, there is not enough room between the existing structures and the
property lines.
3. Parking of the recreational vehicle in the front yard will not interfere with visibility to or
from Sacada Circle in that adequate sight distance is provided and the lot in
question is an interior lot located on the interior side of a street curve which
affords better sight distance.
4. That the recreational vehicle will not interfere with traffic on the street or sidewalk or
encroach into the street and utility right-of-way in that the recreational vehicle does
not encroach into the public right-of-way since the recreational vehicle is 8 feet in
width and the available parking area outside of the right-of-way is at least 14 feet
in width.
Conditions:
1. The recreational vehicle is not considered a habitable structure when parked on
the property and shall not be used in such a manor.

2. All "slide-outs", "pop-ups" or similar features shall not be deployed and shall be
kept in the "in" or "down" position in order to minimize the mass of the
recreational vehicle.
3. Approval is granted for AV 11-02 as shown on Exhibit "A", dated December 12, 2011,
on file in the Planning Division and incorporated herein by reference. Development shall
occur substantially as shown unless otherwise notes in these conditions.
This decision may be appealed by you or any member of the public to the Planning Commission
within ten days of receipt of this letter. Appeals must be submitted in writing to the Planning
Commission at 1635 Faraday Avenue in Carlsbad, along with a payment of $620. The filing of
such appeal within such time limit shall stay the effective date of the order of the City Planner
until such time as a final decision on the appeal is reached. If you have any questions regarding
