SUBJECT: CD 13-05 PACIFIC RIDGE SCHOOL (TEMPORARY BUILDING RELOCATION)
The City Planner has completed a review of your application for the relocation of an approved modular
building on the Pacific Ridge School campus, (APN: 213-122-17) which is a modification to the Pacific
Ridge School site plan. The proposed modifications include:
• Relocation of the modular building used for the administrative staff 400 feet to the north.
In order for a Discretionary Permit Consistency Determination to be approved, oll of the following
findings must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function.
The relocation site is currently being used as a garden and is not an essential component of the
project design, quality, safety, or function.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood.
The building materials and design will remain the same.
3) The proposed revision does not change the density or boundary of the subject property.
The project boundaries remain the same.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit.
The use of the building remains the same, only the location changes.
5) The proposed revision does not rearrange the major land uses within the development.
The relocation distance is only 400 feet and remains within the general area of campus buildings.
6} The proposed revision does not create changes of greater than ten percent provided that compliance
will be maintained with the applicable development standards of the Carlsbad Municipal Cade.
The project maintains compatibility with the applicable development standards of the Carlsbad
Municipal Code.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
The building relocation is to an area previously disturbed with no sensitive habitat value .

8) The proposed change would not result in any health, safety or we/fore impacts.
No safety, health, or welfare impacts will result from the relocation.
9} There were not any major issues or controversies associated with the original project which would be
exacerbated with the proposed change.
The use of modular buildings and their location was not controversial with the original project.
10} The proposed change would not be readily discernable to the decision makers as being substantially
different from the project as originally approved.
The relocation site is near a cluster of buildings on the campus, is located upslope from the El Fuerte
right-of-way, and is screened by existing and required new landscaping.
After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35
with the following conditions:
1. The relocated modular administration building must be removed within six (6) months of certificate
of occupancy of the new permanent campus administration building.
2. Prior to occupancy of the relocated modular building, additional trees and shrubs shall be planted
on the south, east, and north building elevations to the satisfaction of the City Planner.
3. Prior to issuance of a building permit the site plan must show how the modular building's roof
drainage is controlled. The run-off should be routed to the landscaped area prior to entering the
storm drain system.
Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file and a
reproducible 24" X 36" mylar copy of the amended site plan. The mylar must be submitted, stamped
"Consistency Determination," and signed by the City Planner prior to issuance of any building permits
for the project. The Consistency Determination Title Block stamp, and other Title Block stamps, can be
downloaded from the City's website at
http://www.carlsbadca.gov/services/departments/planning/Pages/applications.aspx. The Title Block
(stamp) is located under "Resources" on the right side of the page.
