The City Planner has completed a review of your application for a Consistency Determination, CD 2017-
0014, which is a request to review the proposed project's compliance with the Occidental-Jewitt Specific
Plan, SP 186(E). After careful consideration of the request, the City Planner has determined that the
request meets all of the findings below and APPROVES this request. The proposed project entails a fa~ade
remodel to modernize the Volvo auto dealership located at 6830 Avenida Encinas (APN 214-450-14).
Specifically, the remodel includes the removal and replacement of the Spanish tile roof at the south-facing
entry (canopy and entrance to the building) with a mixture of stucco for the roof of the canopy and opaque
glass for the main entry into the showroom and office area. With exception to the Volvo logo, which
requires a sign permit, the glass entry will not be illuminated. Additionally, the decorative parapets will
be replaced with metal coping to complement the new contemporary architectural theme. No new
square footage is proposed to be added to the building.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the fafade remodel is
consistent with SP 186(E), which allows for a contemporary architectural design on the subject
property.
2} The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the fafade remodel
complements the contemporary design of the new Porsche dealership to the north, which is
currently under construction.
3} The proposed revision does not change the density or boundary of the subject property.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit.
5) The proposed revision does not rearrange the major land uses within the development.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that no additional building area is proposed.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
8} The proposed change would not result in any health, safety or welfare impacts.

9) There were not any major is'duts ~controversies associated with the original project which would
be exacerbated wifh th~;op~ed clange.
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the fa~ade remodel is
consistent with SP 186(E), which was amended on June 4, 2017 (Ordinance No. CS-298) to allow
for contemporary architectural styles for the lots which are developed with auto dealerships
(Lots 14, 15, and 16, CT 81-5).
Therefore, the City Planner approves the changes to the project based on Planning Division Administrative
Policy No. 35. Please submit two (2) blue line copies (24" X 36") of all applicable exhibits for the project
file of the amended plans. The copies must be submitted, stamped "Consistency Determination," and
signed by the City Planner prior to issuance of any grading or building permits for the project. The
Consistency Determination Title Block stamp, and other Title Block stamps, can be downloaded from the
City's website at http://www.carlsbadca.gov/services/depts/planning/applications.asp. The Title Block
(stamp) is located at the bottom of the page.

An initial review has been completed of your application for a Consistency Determination, CD 2017-0014
(APN: 214-450-14, 6830 Avenida Encinas), which entails a fa~ade remodel to the existing Volvo dealership
located on the east side of Avenida Encinas. The Consistency Determination was filed to determine the
project's consistency with the Occidental Jewitt Specific Plan, SP 186(E). It has been determined that
additional information is needed. Please address the following issues and comments listed below.
Planning:
1. Staff has some general concerns about how the proposed remodel integrates with the existing
design. The proposed features do not complement the existing architecture. Please consider
reducing the extent of Aluminum Composite Material (ACM) and the size of the entry feature. Is
it possible to do a stucco canopy as opposed to ACM and/or remodel the remaining buildings to
update the design and complement the proposed project?
2. Staff is not supportive of the internal illumination of the entire area encompassing the blue etched
glass and the larger glass area around it. Only the letters can be illuminated (in the entire
structure). Please note this information on the plans. Staff is particularly sensitive to this issue
given the adjacent residential uses to the west.
3. Please revise the plans as follows:
a. Update the cover sheet (SDl.0) to include details on the scope of the tenant improvement
and highlight on the site plan. Please also do the same on Sheet SDl.1. Is any portion of
the building proposed to be demolished or added? If so, what are the uses?
b. On Sheets A4.0-4.2, please call-out/highlight the area proposed as part of the remodel.
c. Clarify on Sheet A4.0 which elevation is proposed as part of the remodel. Will a canopy be
removed and replaced? If so, please update all other plans to include these details.
d. Revise the existing elevations to note the areas proposed to be modified. If the canopy is
proposed to be removed, please note.
