SUBJECT: CD 2017-0032 (DEV2017-0249) - CARLSBAD BEST WESTERN
The City Planner has cx)mpleted a review of your appiication for a Consistency Determination, CD 2017-
0032, which is a request to review the proposed project's compliance with the Occidental-Jewitt Specific
Plan, SP 186(E).
After careful consideration of the request, the City Pianner has determined that the request meets ali of
the findings beiow and APPROVES this request. The proposed project entaiis a 710-square-foot addition,
including a 367-square foot addition to the cafeteria located In the interior-facing courtyard, a 252-square-
foot covered entry, the addition of an eievator, and a facade remodei to facilitate the conversion of the
Ramada inn hotei to the Best Western hotei iocated at 751 Macadamia Drive (APN 214-450-17). The
fagade remodel includes repainting the buiiding utiiizing a new color palette, the replacement of stone
wainscot at the entrance with a new stone wainscot, the replacerhent of the wood guardrails on the
building with steel railings painted to match the new color palette, and new tubular steel fencing
throughout the deveiopment.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity' is changed or deieted that had been considered
essentiai to the project's design, quaiity, safety or function in that the fagade remodel Is
consistent with SP 186(E), which requires a color palette and materials that complement a
Spanish or Mediterranean architectural theme.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibiiity^ with the surrounding neighborhood In that the fagade remodel Is
consistent with SP 186(E) which requires a Spanish or Mediterranean archlt^ural theme. The
existing red tile roof will remain and the new color palette Is consistent with the architectural
theme as well as the surrounding land uses, which include the La Quinta hotel to the north and
Motel 6 to the south.
3) The proposed revision does not change the density or boundary of the subject property.
4) The proposed revision does not invoive the addition of a new iand use not shown on the originai
permit in that the 710square-foot addition is an expansion to the existing hotel use.

5) The proposed revision does not rearrange the major land uses within the development
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the 710-square-foot addition (55,867 square feet existing, 56,577 square
feet proposed) represents a one percent increase of building area and the new roof for the
elevator will not exceed the existing building height.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
8) The proposed change would not result in any health, safety or welfare Impacts.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change.
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the fagade remodel and
additions are consistent with SP 186(E).
After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
