The City Planner has completed a review of your application for a Consistency Determination, CD 2018-
004, which is a request to review the proposed project's compliance with the Villages of La Costa Master
Plan 98-01 and the entitlements approved for the recreation center per PUD 02-ll(A) -LA COSTA
GREENS RECREATION CENTER.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed project entails an addition of 1193 square
feet to an existing gymnasium building to provide space for exercise classes and the addition of more
storage. No change in use is proposed. The building is within the La Costa Greens Recreation Center
site, located at 2341 Lapis Road (APN 213-112-35-00). The exterior of the addition reflects the Spanish
architecture of the recreation center buildings on-site.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that hod been considered
essential to the project's design, quality, safety or function in that the addition is consistent with
the Villages of La Costa Master Plan 98-01 and the approved entitlements for the recreation
center per PUD 02-11{A}-LA COSTA GREENS RECREATION CENTER because: 1) both allow the
Spanish architectural style for the recreation center; and 2} the addition expands upon the
existing recreation center and does not delete any essential features to the site or buildings.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the addition is consistent
with the Villages of La Costa Master Plan 98-01 and the approved entitlements for the
recreation center per PUD 02-11{A}-LA COSTA GREENS RECREATION CENTER which both specify
a Spanish architecture for on-site buildings. The addition mirrors the Spanish architecture of
existing on-site buildings having the same color and finish materials including, but not limited
to, tile roofs, stucco, wood trim, windows, and doors.
3} The proposed revision does not change the density or boundary of the subject property.

4) The proposed revision does not involve the addition of a new land use not shown on the original
permit in that the 1193-square foot-addition is an expansion to the existing recreation center
(gym) use.
5) The proposed revision does not rearrange the major land uses within the development.
6) The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the 1193-square foot-addition represents a five percent increase of
recreational area and the addition will not exceed the existing building height.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
BJ The proposed change would not result in any health, safety or welfare impacts.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the addition is consistent
with the Villages of La Costa Master Plan 98-01 and the entitlements approved for the
recreation center per PUD 02-11{A)-LA COSTA GREENS RECREATION CENTER.
After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
