SUBJECT: CD 2018-0010 (DEV99042)-SQUIRES DAM COMMUNICATION SITE

The City Planner has completed a review of your application for property located north of Squires Dam
(APNs: 169-500-05-00 and 169-230-02-00), which is a modification to CUP 09-04 -Squires Dam
Communication Site, a wireless communication facility (WCF) consisting of one 150-foot-tall lattice tower
with 24 panel antennas, a 484-square-foot equipment building with an emergency generator and an 80-
square-foot enclosure that houses a water tank. The proposed modifications include:
• The relocation of six (6) existing previously-approved panel antennas on an existing tower to be
installed on a new dual mount bracket (two per sector).
• Removal of three (3) existing raycaps (one at each sector).
• Installation of six (6) additional Radio Remote Units (RR Us) for a total of nine (9) RR Us.
• Installation of four (4) new raycap boxes (two [2] within existing equipment shelter and two [2] at
existing tower).
• Installation of three (3) new hybriflex.
In order for a Discretionary Permit Consistency Determination to be approved, all of the folfowing findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the number and size of the
antennas will remain the same. Six (6) antennas are being relocated and installed onto double-
mounted brackets from single-mounted brackets.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the proposed nine (9) RRUs
will be completely screened from view as they will be located behind the panel antennas.
3) The proposed revision does not change the density or boundary of the subject property in that the
project boundary development footprint of the WCF will remain the same as the previously-
approved project.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit in that there are no new land uses proposed.
5) The proposed revision does not rearrange the major land uses within the development in that the
lattice tower and WCF will remain in their current and previously-approved locations.
6) The proposed revision does not create changes of greater than ten percent provided that
compliance wilf be maintained with the applicable development standards of the Carlsbad
Municipal Code in that no new antennas are being proposed. Six {6} existing antennas are being
relocated onto new mounting brackets.

7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the project is still considered exempt from CEQA review pursuant
to Section 15301, {Existing Facilities) of the state CEQA Guidelines.
8} The proposed change would not result in any health, safety or welfare impacts in that the project
will continue to comply with Federal Communication Commission's standards for radio
frequency (RF) radiation in accordance with the Telecommunications Act of 1996.
9} There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change in that the footprint of the WCF will remain the same
and the number and size of the panel antennas are not changing. The purpose of relocating the
panel antennas to a dual-mounted bracket from a single bracket is to obtain greater coverage.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the WCF will remain the
same and the number of antennas will remain the same.
After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
approves the changes to the project based on Planning Division Administrative Policy No. 35.
Please submit two (2) copies (24" X 36") of all applicable exhibits for the project file of the amended site
plan. The copies must be submitted, stamped "Consistency Determination," and signed by the City
Planner prior to issuance of any grading or building permits for the project. The Consistency Determination
Title Block stamp, and other Title Block stamps, can be downloaded from the City's website at
http://www.carlsbadca.gov/services/depts/planning/applications.asp. The Title Block (stamp) is located
at the bottom of the page.
