The City Planner has completed a review of your application for a Consistency Determination, CD 2018-
0018, located at 3200 Lionshead Avenue (APN: 221-881-11-00) which is a modification to SOP 14-01-
Burke Carlsbad Business Center for an addition to a detached ink storage room located adjacent to the
existing building.
After careful consideration of the request, the City Planner has determined that the request meets all the
findings below and APPROVES this request. The proposed modifications include:
• Installation of a new 2,800-cubic-foot relocatable, stand-alone ink storage room (mounted on
a steel platform) at the rear of the building.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function In that the addition of the stand-alone
ink storage room will be located in one of the loading dock spaces in the rear of the building.
This is the same location where ink products are delivered and retrieved at the site. No changes
to the previously approved building exterior are proposed and five loading docks will remain.
2} The request represents on upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that there ore no exterior
changes to the existing building however, the relocatable ink storage container will be located
in the rear of the building and will not be seen from the public roadway.
3} The proposed revision does not change the density or boundary of the subject property in thot the
boundary of the subject property remains the some.
4} The proposed revision does not involve the addition of a new land use not shown on the original
permit in that there are no proposed changes to the permitted, existing 78,530-square-foot
warehouse/office building.
5) The proposed revision does not rearrange the major land uses within the development in that the
building footprint and building use will remain the same.
6) The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Community & Economic Development

Municipal Code. Code in that th~-sq!l,J_;;:;Jncrease represents a 0.3 percent increase.
The addition of the storage room wi n~~ilfove o4iy parking spaces or landscaping.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the proposed improvements do not create any new impacts relative
to the environmental review process associated with the project's approval.
8) The proposed change would not result in any health, safety or welfare impacts.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the building footprint will
remain the same and the relocatable ink-room is located in the rear of the building and cannot
be seen from the street.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
Please submit two (2) blueline copies {24" X 36") of all applicable exhibits for the project file of the
amended site plan. The copies must be submitted, stamped "Consistency Determination," and signed by

Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website
at http:ljwww.carlsbadca.gov/services/depts/planning/applications.asp. The Title Block (stamp) is
located at the bottom of the page.
