The City Planner has completed a review of your application for property located at 2997 Glasgow Drive
(APN: 167-101-35-00), which is a modification to MCUP 13-06-Verizon Wireless Calavera Hills, a wireless
communication facility (WCF) consisting of 12 panel antennas, mounted inside of a 46" diameter radome
on a 79'-2"-high light standard, an underground concrete equipment vault and a four-foot diameter
microwave antenna.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include:
• Remove 12 panel antennas (four at each of three sectors) and install six (6) new panel antennas
(two at each sector)
• Remove one existing 46" radome and install one new 59" radome
• Remove three (3) existing raycaps (one at each sector) and install three (3) new raycaps at antenna
and equipment areas
• Install six (6) Radio Remote Units (RRUs} at antenna and equipment areas along with cables and
other supporting equipment
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the number of the antennas
. will decrease from twelve {12} to six {6} antennas.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the only visual change is
the increase In diameter size of the radome, but the antennas and equipment will continue to
be screened from view by the radome and on existing equipment vault.
3} The proposed revision does not change the density or boundary of the subject property in that the
development footprint of the WCF will remain the same as the previously-approved project.
4} The proposed revision does not involve the addition of o new fond use not shown on the original
permit In that there are no new land uses proposed.
5) The proposed revision does not rearrange the major land uses within the development in that the
WCF and associated equipment will remain in their current and previously-approved locations.

6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code In that fewer antennas are being proposed. The increased size of the rodome to
accommodate the new antennas meets the parameters of Section 6409 (a} of the Middle Class
Tax Relief and Job Creation Act of 2012 (codified as 47 U.S.C. § 1455 (a}}.
7} The proposed change will not result in any significant environmental impact, and/or require
additional mitigation In that the project Is considered exempt from CEQA review pursuant to
Section 15301 (Existing Facilities} of the state CEQA Gulde/Ines.
BJ The proposed change would not result in any health, safety or welfare impacts in that the project
will continue to comply with Federal Communication Commission's standards for radio
frequency (RF} radiation in accordance with the Telecommunications Act of 1996.
9} There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change in that the footprint of the WCF and associated
equipment will remain the same and the number of panel antennas is being decreased from 12
panel antennas to 6 panel antennas.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that all visible aspects of the
development will remain substantially as previously approved as only a minor change to the
appearance of the development will occur with the replacement radome that is consistent with
Section 6409 (a} of the Middle Class Tax Relief and Job Creation Act of 2012 (codified os 47 U.S.C.
§ 1455 (a}}. The proposed equipment w/11 remain screened within a radome on a light pole, and
within an existing vault.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
