The City Planner has completed a review of your application for a Consistency Determination, CD 2018-
0020, which is a modification to the Site Development Plan, application No. EIR 15-01/SDP 14-13, to revise
the approved architecture for the Uptown Bressi Ranch residential project.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed project is a revision to the approved
architecture to keep the residential development economically viable. The architectural revisions to the
buildings include the following:
Revisions to Rowhomes:
• Revised all flats roofs to be 2:12 in order to remove all Thermoplastic Polyolefin (TPO} roof
systems.
• Replaced all metal standing seam roofs with asphalt shingle roof systems.
• Removed 3rd floor deck from Plans 1 and 3.
• Narrowed and simplified several window systems throughout elevations.
• Replaced brick veneer with plaster in some locations, replaced metal railings with plaster,
replaced plaster framing with foam details.
• ,Removed plastergrid system at rear elevation and removed decorative mullions throughout.
Revisions to Stacked Flats:
• Revised all flat roofs to be 2:12 in order to remove all Thermoplastic Polyolefin (TPO} roof
systems.
• Replaced all metal standing seam roofs with asphalt shingle roof systems.
• Narrowed and simplified several window systems throughout elevations.
• In some locations, replaced siding with plaster finish, replaced board and batt siding with wood
siding, and replaced brick veneer with plaster.
• Removed popout at first floor dwelling unit (near patio) and removed windows at stair 1 core.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that hod been considered
essential to the project's design, quality, sofety or function in that the proposed revisions to the
project are building material changes that maintain the overall design, quality and function of the
project. The proposal maintains the approved site plan and corresponding safety of the site.

2) The request represents an upgrade in overall design features and ar materials and improves upon the
project's compatibility with the surrounding neighborhood in that the proposed revisions ore material
changes and result in on architectural design that will improve the aesthetics of the neighborhood.
3) The proposed revision does not change the density or boundary of the subject property.
4) The proposed revisian daes not involve the addition of a new land use not shown on the original permit.
5) The proposed revision does not rearrange the major land uses within the development in that no
additional buildings or uses are proposed beyond the scope of what was approved for the original
Site Development Pion, application No. EIR 15-01/SDP 14-13.
6) The proposed revision does not create changes of greater than ten percent provided that compliance
will be maintained with the applicable development standards of the Carlsbad Municipal Code in that
there are no changes to parking, landscaping, setbacks, coverage or building height:
7) The proposed change will not result in any significant environmental impact, and/or require additional
mitigation in that the proposed improvements do not create any inconsistencies or new impacts
relative to the environmental review process associated with the original project's approval.
8) The proposed change would not result in any health, safety or welfare impacts.
9) There were nat any major issues or controversies associated with the original project which would be
exacerbated with the proposed change in that the proposed revisions to the project ore building
material changes that maintain the overall design, quality and function of the project.
10) The proposed change would not be readily discernable to the decision makers as being substantially
different from the project as originally approved in that the proposed revisions to the project ore
building material changes that mo into in the overo/1 design, quality and function of the project.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
