SUBJECT: CD 2019-000S {DEV2018-0023) -BARRIO GLASSWORKS

The City Planner has completed a review of your application for CD2019-0005 -BARRIO GLASSWORKS,
(APN: 203-305-16-00) which is a modification to RP 2018-0004/CDP 2018-0014, a request to allow 2,323
square feet of new additions to an existing 573-square-foot commercial building on a 0.56-acre site,
located at 3060 Roosevelt Street.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include:
• Increase square footage of the additions by seven sq. ft.;
• Shift the building on the lot to the north by two feet five inches; and
• Slight modification to the building's windows;
• Increase the height of the sawtooth roof from 16 feet 2 inches to 17 feet 10 inches.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the changes in architecture
are more modern and streamlined, making the building aesthetically pleasing and more
effective.
3} The proposed revision does not change the density or boundary of the subject property.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit in that there are no proposed land use changes.
5) The proposed revision does not rearrange the major land uses within the development.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the modifications are not greater than ten percent of the original
approval, and comply with all applicable development standards.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the architectural modifications do not create a significant
environmental impact, and will improve the site's appearance.

architectural modifications will meet all structural and building code requirements.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change in that the modifications are not considered
significant, and will not exacerbate any issues or controversies.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
