SUBJECT: CD 2019-0016 (DEV03093}-ST. ELIZABETH SETON CATHOLIC CHURCH -RECTORY
The City Planner has completed a review of your application for CD 2019-0016, (APN: 215-330-01-00)
which is a modification to CUP 139(B) that approved an expansion of the total square footage of the
existing church campus by 4,788 square feet, and a redesign and enlargement of the parking lots to
accommodate 18 new parking spaces. A 3,600-square-foot rectory was previously approved, but not built,
through Planning Commission Resolution No. 3637 (CUP 139(A)). The applicant amended the approva I to
install additional parking in place of the rectory through Planning Commission Resolution No. 6520 (CUP
139(B)). The subject Consistency Determination proposes to build a rectory where an administrative
building was previously approved.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include:
• Elimination of the previously-approved administrative building.
• Placement of a 3,540-square-foot rectory with an attached 525-sqaure-foot garage in a
portion of the property where a 4,400-square-foot administrative building was previously
approved but not built.
• Elimination of three parking spaces to accommodate the construction of the rectory, which
will provide a two-car garage. The property currently provides 206 parking spaces (176 spaces
required). The construction of the rectory will result in a total of 205 parking spaces provided
(178 spaces required).
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility, or amenity is changed ar deleted that had been considered
essential ta the project's design, quality, safety, or function in that the overall project does not
significantly change and the existing land uses and the project layout remains unchanged. The
proposed rectory is to be located where the previously approved administrative building was
proposed to be built.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the architecture of the
proposed rectory will match that of the existing surrounding buildings within the property. The
design and architecture of the existing buildings on the property are compatible with the
surrounding properties.

3) The proposed revision does not chon<jlf!'mt! t/f'or bdtndary afthe subject property in that the
boundary of the subject property remains the same.
4} The proposed revision does not involve the addition of a new land use not shown on the original
permit in that no changes are proposed to the land uses. The proposed rectory is an allowed
accessory use to the existing church use and was included with the original CUP 139 in 1977,
before being removed fram the overall development of the property through Planning
Commission Resolution No. 6520 {CUP 139{8}}.
5) The proposed revision does not rearrange the major land uses within the development in that no
changes are proposed to the land uses and the site will remain a church campus.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the 3,540-square-foot rectory will replace a previously-approved 4,400
square-foot administrative building, which creates a smaller footprint and decreases overall lot
coverage. The minor reduction of parking spaces still maintains a surplus of parking for the
church.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the proposed improvements do not create any new impacts relative
to the environmental review process associated with the project's previous approval. The
Negative Declaration adopted for the project through Planning Commission Resolution No. 3636
remains in effect.
BJ The proposed change would not result in any health, safety or welfare impacts in that the
proposed project is not substantially different than what was previously approved.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change.
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the rectory is slightly smaller
than the administrative building which was originally proposed to be constructed on that
portion of the property.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
