SUBJECT: CD 2019-0019 (DEV2005-0129)-T-MOBILE LG00 PROJECT-SITE SD02436A
The City Planner has completed a review of your application for a Consistency Determination, CD 2019-
0019, which is a request to modify Minor Conditional Use Permit MCUP 09-07, a wireless communications
facility (WCF) located on the roof and behind existing parapets of the Bressi Ranch Self Storage facility
located at 2500 Campbell Place. MCUP 09-07 was approved on May 18, 2009 and is valid until May 15,
2027.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include the following:
• Remove three (3) panel antennas
• Remove three (3) radio units (RUs)
• Install six (6) new panel antennas
• Install three (3) new RUs
• Remove and replace equipment in existing equipment cabinet located inside of the self-storage
building.
Once the above-noted work is completed, a total of nine (9) panel antennas will be located on the roof
behind existing parapets of the self-storage building. MCUP 09-07 permitted a total of eight (8) panel
antennas. The proposed CD entails a request to increase the number of approved panel antennas from
eight (8) to nine (9).
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the modifications to the WCF
are located behind existing parapets and are within the existing building, exhibit a stealth
design and remain consistent with City Council Policy No. 64, Wireless Communication Facilities.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the modifications maintain
consistency with City Council Policy No. 84 and the WCF exhibits a stealth design.
3) The proposed revision does not change the density or boundary of the subject property.

4) The proposed revision does not involve the addition of a new land use not shown on the original
permit in that the net increase of one (1) panel antenna substantially conforms to MCUP 09-07.
5) The proposed revision does not rearrange the major land uses within the development.
6) The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the net addition of one (1) panel antenna remains consistent with City
Council Policy No. 84. There will be no apparent visual changes to the site and the existing
parapet height will not change. Furthermore, the proposed modifications to the existing WCF
qualify as an eligible facility modification pursuant to Section 6409{a) of the Middle-Class Tax
Relief and Job Creation Act of 2012 {47 U.S.C. § 1455 (a)).
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the project is still considered exempt from CEQA review pursuant
to Section 15301 (Existing Facilities) of the state CEQA Guidelines.
8) The proposed change would not result in any health, safety or welfare impacts.
9) There were not any major.issues or controversies associated with the original project which would
be exacerbated with the proposed change.
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the equipment and panel
antennas will be located inside the building and behind an existing parapet on the roof,
respectively.
After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
