The City Planner has completed a review of your application for Consistency Determination, CD 2019-
0020 -PARK HYATT (APN: 215-750-01-00) which is a modification to SOP 86-02(B)/CUP 90-0S(A), to
request exterior renovations to the main courtyard, the family pool area, and an interior remodel to the
hotel and Golf Club house.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include:
• Proposed grand stair in the main courtyard;
• Hardscape and landscape remodel in main court yard and pool area;
• Increase and modify design of the family pool by approximately 1.7 percent and construction
of two new restrooms;
• Interior improvements to the Golf Club house;
• Renovations to the restaurant, conversion of gaming room into meeting space in the main
lobby;
• Conversion of hotels restaurant to conference rooms;
• Renovations to the interior spa & fitness center in the main hotel; and
• Conversion of interior space (accessway space) to exterior space.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the project proposes interior
and exterior renovations that will not change or delete existing conditions, features, facilities
or functions that are essential to the resort's design quality and function.
2) The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that the improvements include
upgrading interior finishes and spaces and providing pertinent interior and exterior amenities
that are consistent with a coastal resort.
3) The proposed revision does not change the density or boundary of the subject property in that the
project will not change the boundary of the subject property and will not increase the number
of hotel rooms. There is no increase in square footage apart from a small restroom addition at
the pool area. The changes in use of interior areas does not result in the need for additional
parking spaces.

4) The proposed revision does not involve the a~dition of a new land use not shown on the original
permit.
5) The proposed revision does not rearrange the major land uses within the development.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the modifications are not greater than ten percent of the original
approval and comply with all applicable development standards.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the project's renovations are isolated to areas that are already
developed.
8} The proposed change would not result in any health, safety or welfare impacts in that the project
site shall remain and function as originally approved and intended.
9} There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change in that there were no major controversies related to
the project site.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the renovations will not be
substantially different change from the original approval.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
Please note that the proposed revisions may necessitate issuances of a grading permit, building permit
and approval of final landscape plans. Approval of this request shall not excuse compliance with all
applicant sections of the Zoning Ordinance, and all other applicant City ordinances.
