SUBJECT: CD 2020-0004 -Carlsbad City Library "Dove Library" Parking Modifications
The City Planner has completed a review of your application for parking modifications, at Carlsbad City
Library, "Dove Library", located at 1775 Dove Lane (APN: 215-050-70) which is a modification to the
previously approved Conditional Use Permit (CUP 96-16x1).
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include:
• Demolition of 12 standard parking spaces
• Addition of six accessible spaces and one van accessible space in place of the demolished
spaces
• Reduction in the total number of Dove Library parking spaces from 346 to 340 standard
parking spaces of which 15 are accessible spaces, of which two are van accessible spaces
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1} No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that 320 parking spaces were
required to meet the parking demand generated by the library and a total of 340 parking spaces
will continue to be provided after the modifications are completed.
2) The request represents an upgrade in overall design features and or materials and improves upon ·
the project's compatibility with the surrounding neighborhood in that the project proposes
modifications to the parking lot including the addition of ADA parking spaces to the east side of
the library, adjacent to the main entry. The existing accessible parking spaces In the north
parking lot would remain. A new crosswalk would be constructed in the east parking lot
connecting the new accessible spaces to the main entry courtyard of the library. The crosswalk
would be equipped with solar powered double sided crosswalk signs, similar to those installed
on Carlsbad Beach Boulevard. Although this crosswalk feature would be installed specifically to
serve as an accessible path, it would also benefit all patrons of the library because it w/11 increase
visibility of pedestrians crossing the drive aisle within the parking lot.

3} The proposed revision does not chang~"'tti; density or bolndary of the subject property in that the
project Is limited to parking space modifications within an existing parking facility. The parking
space modifications would not change the density of the subject property. The modifications
are also taking place within the parcel and would not change the boundaries of the subject
property.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit In that the original permit was for a library and the proposed modifications would
provide accessible parking to the existing library and would not add o new land use not shown
on the original permit.
5) The proposed revision does not rearrange the major land uses within the development in that the
proposed modifications are limited to parking space modifications, and the existing major land
uses will remain the same and will not be rearranged as o result of the parking space
modifications.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that there are 346 existing parking spaces available, and after the parking
modifications are made there will be 340 parking spaces available. The net change of 6 spaces
removed from the parking lot Is less than 2 percent .
7) The proposed change will not result in any significant environmental Impact, and/or require
additional mitigation In that the parking space modifications are occurring within an existing
parking facility and would result in no expansion of the existing use and that the modifications
are consistent with the project description analyzed in the previously adopted Mitigated
Negative Declaration for the Plaza Pasea Real shopping center and related uses, including the
city library and post office. No significant changes have occurred that would require additional
environmental review. The modifications would not result in any new impacts and would not
require additional mitigation.
B) The proposed change would not result in any health, safety or welfare impacts in that the project
will provide additional accessible spaces in compliance with all applicable codes to ensure
compliance with standard health, safety and welfare regulations.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change In that the original project was provided with more
parking spaces than the parking demand generated by the library, and after the parking
modifications are complete the library will continue to be provided with more parking spaces
than the parking demand generated by the library.
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the proposed modifications
do not alter the approved library layout and appearance, nor change the site area, boundaries
ar location, or the overall capacity of the library and its Infrastructure. The proposed
modifications will modify existing parking spaces. The new accessible parking spaces would not
be substantially different from the project as originally approved because the new parking

spaces would utilize the same location and materials as the existing parking spaces, as well as
remain within the alignment of the existing parking aisles.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.
Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file of the
amended site plan. The copies must be submitted, stamped "Consistency Determination," and signed by
the City Planner prior to issuance of any grading or building permits. for the project. The Consistency
Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website
at http://www.carlsbadca.gov/services/depts/planning/applications.asp. The Title Block (stamp) is
located at the bottom of the page.
