SUBJECT: Consistency Determination Application No. CD 2020-0012 -Cole library lighting Upgrades
The City Planner has completed a review of your application for upgrades to the exterior lighting, at
Georgina Cole Library, located at 1250 Carlsbad Village Drive (APN: 156-180-4600, 156-190-6900).
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request. The proposed modifications include:
• Remove and replace 15 existing pole lights,
• Add 10 new pole lights,
• Remove 29 existing bollards that are no longer necessary as a result of the added light
coverage.
Further, the lighting upgrades were analyzed by a photometric study and will comply with current lighting
standards for a public facility. The project has also been designed to prevent light from "spilling" outside
of existing parcel boundaries.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the project proposes to upgrade
existing light standards to light standards that are more effective and more efficient. Additional
lights will be added as well to ensure the facility is provided with an adequate amount of light .
to meet current brightness standards for public facilities. These lighting upgrades are consistent
with the design, quality, safety and function intended for the library.
2} The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood In that the project would upgrade
the lighting fixtures at the library by replacing existing exterior light fixtures and adding exterior
light fixtures to comply with current brightness standards for public facilities. The project has
also been designed to prevent light from "spilling" outside of existing parcel boundaries.
3) The proposed revision does not change the density or boundary of the subject property in that the
project is limited to exterior light upgrades at an existing library facility. The lighting upgrades

would not change the density of the subject property. The upgrades would take place within the
parcel and would not change the boundaries of the subject property.
4) The proposed revision does not involve the addition of a new land use not shown on the original
permit in that the original permit was for a library and the proposed exterior light upgrades
would provide improved lighting conditions to the existing library and would not add a new land
use not shown oti the original permit.
5) The proposed revision does not rearrange the major land uses within the development in that the
proposed exterior light upgrades are limited to the existing library facility, and the existing
major land uses will remain the same and will not be rearranged as a result of the exterior light
upgrades.
The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the exterior light upgrades are serving the same purpose as before and
do not expand the existing library facility.
6) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the exterior light upgrades are occurring at an existing library
facility and would result in no expansion of the existing use and that the upgrades are consistent
with the project description analyzed with the Master Civic Center Plan. No significant changes
have occu"ed that would require additional environmental review. The upgrades would not
result in any new impacts and would not require additional mitigation.
7) The proposed change would not result in any health, safety or welfare impacts in that the project
will provide additional lighting in compliance with all applicable codes to ensure compliance
with standard health, safety and welfare regulations. Further, the lighting upgrades were
analyzed by a photometric study and will comply with current lighting standards far a public
facility. The project has also been designed to prevent light from •spilling' outside of existing
parcel boundaries.
8) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change in that upgrades to the lighting will improve the library
facility and comply with current brightness standards for public facilities.
9) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the proposed exterior light
upgrades do not alter the approved library layout and appearance, nor change the site area,
boundaries or location, or the overall capacity of the library and Its infrastructure. The proposed
exterior light upgrades would occur at an existing llbrary facility. The new exterior light
upgrades would not be substantially different from the project as originally approved because
the new exterior lights would utilize similar materials as the existing light fixtures, as well as
remain within the parcel boundaries of the existing library facility.
Therefore, the City Planner has determined that the application qualifies for a consistency determination
with the approved permit and approves the changes to the project based on Planning Division
Administrative Policy No. 35.

Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file of the
amended site plan. The copies must be submitted, stamped "Consistency Determination," and signed by
the City Planner prior to issuance of any grading or building permits for the project. The Consistency
Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website
at http:ljwww.carlsbadca.gov/services/depts/planning/applications.asp. The Title Block (stamp) is
located at the bottom of the page.
