An initial review has been completed of your application for a Consistency Determination CD 2020-0014,
which is a modification to Site Development Plan SDP 12-04 and Coastal Development Permit CDP 12-26.
The site, located at 5334 Paseo Del Norte, is currently developed with an auto dealership and parking
structure. It has been determined that additional information is needed. Please address the following
issues and comments listed below.
Planning:
1. Please revise the Site Plan, Sheet A-1, as follows:
a. Provide an existing and proposed parking calculation which accounts for the proposed
addition;
b. Add a vicinity map;
c. Add reference to the Car Country Specific Plan to the Project Data; and
d. Add the project number, CD 2020-0014, to the upper right corner of the plans.
2. Please provide the parking plans for the parking structure so staff can verify the parking. Please
ensure that the spaces are labeled so staff can confirm the parking calculation that is presented
on the cover sheet matches what is included in the plans.
3. Please indicate where the two trees will be re-located. Please be advised that a landscape plan
revision will be required. In addition, it is recommended that the trees be relocated to an area
within the same row of parking spaces. Removal of the trees without replacement in the same
area may not comply with the Landscape Manual.
Engineering:
1. Complete a Stormwater Standards Questionnaire. This questionnaire will guide you and the City
in determining what type of reports and storm water mitigation must be completed to satisfy
state and City storm water quality requirements. The questionnaire can be printed from the

Preliminary analysis suggests that the project is a Standard Requirement Project and subject to
installing site design and source control BMPs per Chapter 4 of the Carlsbad BMP Design Manual
and per the Standard Project Requirement Checklist (E36) that will also need to be completed.

2. Include a site plan that only shows existing conditions.
3. Clarify if the new charcoal grey pavers are pervious or impervious. To implement BMPs required
for Standard Requirement Projects, consider designing pavers as pervious. Confirm that soil is
suitable for pervious pavers by providing an analysis from a soils engineer. Soils engineer shall
include design recommendations for the paver profile. On the site plan, include detail of profile
based on these recommendations.
